I am wondering how a person can re-receive the Holy Spirit after it has 
left.  Is praying to G-d and asking for His Holy Spirit to return 
enough?  Will His Spirit always come back?

          In the OT days, the Spirit of God was UPON an individual. 
Now, the Spirit of God is able to INDWELL an individual to help them 
live a Godly life and comes UPON them to empower them to DO a 
specific task or service for God in His Kingdom.

         In Numbers 24:2-3 it is written:

"And Balaam lifted up his eyes and he saw Israel abiding in his tents 
according to their tribes and the SPIRIT OF GOD cam UPON him. And he 
took up his parable and said ..."

         In Judges 3:9-10 it is written:

"And when the children of Israel cried unto the Lord, the Lord raised 
up a deliverer to the children of Israel who delivered them, even 
Othniel the son of Kenaz, Caleb's younger brother. And the SPIRIT OF 
THE LORD came UPON him and he judged Israel and went out to war and 
the Lord delivered Cushan-rishathaim king of Mesopotamia into his 
hand ..."

         In Judges 11:29, 32 it is written:

"Then the SPIRIT OF THE LORD came UPON Jephthah and he passed 
over Gilead and Manasseh, and passed over Mizpeh of Gilead, and from 
Mizpeh of Gilead he passed over of Ammon ... So Jephthah passed over 
unto the children of Ammon to fight against them: and the Lord 
delivered them into his hands"

       In Judges 14:5-6, 15:14-15 it is written:

"Then went Samson down, and his father and mother, to Timnath and 
came to the vineyards of Timnath, and, behold, a young lion roared 
against him. And the SPIRIT OF THE LORD came mightily UPON him, 
and he rent him as he would have rent a kid ..."

"And when he came unto Lehi, the Philistines shouted against him, and 
the SPIRIT OF THE LORD came mightily UPON him ... and he found a new 
jawbone of an ass, heaps upon heaps, with the jaw of an ass have I 
slain a thousand men"

           In I Samuel 9:27, 10:1, 6-7 it is written:

"And as they were going down to the end of the city, Samuel said to 
Saul ... then Samuel took a vial of oil, and poured it upon his head 
... and the SPIRIT OF THE LORD will come UPON thee and you shall 
prophesy with them and shall be turned into another man. And let it 
be, when these signs are come upon thee, that you do as occasions 
serve thee: for God is with thee"

             In I Samuel 16:13 it is written:

"Then Samuel tood the horn of oil and ANNOINTED him in the midst of 
his brethren and the SPIRIT OF THE LORD came UPON David from that day 
forward ..."

            In Isaiah 61:1 it is written:

"The SPIRIT OF THE LORD is UPON me: because the Lord has ANNOINTED me 
to preach good tidings unto the meek: he has sent me to bind up the 
brokenhearted, to proclaim liberty to the captives and the opening of 
the prison to them that are bound"

          Notice in all of these passages the SPIRIT OF THE LORD came 
UPON the person to DO a task or function unto God. The Spirit of God 
UPON a person is called being ANNOINTED of God. Some of the powerful 
things that happen in charasmatic/pentecostal circles is because the 
Spirit of God comes UPON certain individuals to give them deliverance 
in their lives.

         The Spirit of God being UPON a person to DO a TASK or 
FUNCTION at a set time is a different work of the Spirit of God from 
the INDWELLING presence of God's Spirit which we receive when we 
accept Yeshua/Jesus as our Messiah. This INDWELLING presence of God's 
Spirit is given to us to help us to live Godly lives and bear much 
fruit for God and His Kingdom. Galations 5:22 lists the FRUIT of the 
INDWELLING Holy Spirit.

           Living in sin and being disobedient to God "quenches" the 
Spirit of God in our lives.  In I Thessalians 5:19 it is written:

"Quench not the Spirit"

            When we repent of our sins and yield to the Spirit of God 
in our lives, the power of the Spirit of God's is stronger in our 
lives to live and do His Will.
