Thanks for the "heads-up" on this.

I had a hard time locating the proposed regulation, but finally found it
in the June 17, 1998 Federal Register at 33220.  The actual title of the
proposed rule is "State-Issued Driver's Licenses and Comparable
Identification Documents."   For those of you who may be interested in
reading the document, I searched the data base of the National Archives
and Records Administration; Federal Register Online via GPO Access. The

The search for "National Identification System" also brought up several
other proposed rules.  Among them is one from the Department of Health
and Human Services, entitled "National Standard Health Care Provider
Identifier."   Comments on this proposal must be received by 5 p.m. July
6th.  I'm sorry I don't have time to review this proposed rule and
provide you with an instant summary, but I'm on my employer's time and
he wants me to be reviewing the recently published rule on "Disposal of
Polychlorinated Biphenyls" (also known as "the Mega Rule").  I will try
to provide you with the high points of the DHHS proposal within 24
hours.  If anyone else can help with this, the proposal is in the May 7,
1998 Federal Register at 25320.
