HILLEL II CREATES AN EXILE CALENDAR

Hillel II was the last President of the Sanhedrin. During his days, Rome prevented the Sanhedrin from declaring the new moon. Therefore in the 4th century (around 360 C.E.) Hillel II created a fixed mathematical calendar which is still used today. This fixed calendar is an exile calendar. During the Messianic Era, the Messiah will reestablish a Biblical judicial court and at that time the new moon will be declared by visual sighting as in the days of old.
