1. THE SECURITY ZONE'S FINAL HOURS
The hasty evacuation of parts of the southern Lebanon security zone by
IDF and SLA forces continues. Hizbullah terrorists, in the guise of
unarmed civilians, had taken over the central sector of the security
zone by last night, are now in control of most of the western sector
as well, and have even been reported to be making inroads in the
eastern sector.  The IDF has been forced to bomb and destroy some of
the abandoned SLA outposts, so as to ensure that the equipment does
not fall into Hizbullah hands.  The terrorists have captured much
heavy equipment that was left behind by retreating SLA soldiers. 

Prime Minister Ehud Barak said that the IDF's withdrawal from southern
Lebanon will "be accomplished within a few days."  IDF Chief of Staff
Lt.-Gen. Sha'ul Mofaz said he will recommend bombing Syrian targets if
Hizbullah attacks Israel.

Arutz-7's Kobi Finkler reported from the north this afternoon that
Hizbullah shelled IDF and SLA bases this morning in the security
zone's eastern sector, while Israel bombed in the west.  Hundreds of
SLA soldiers and their family members are waiting to enter Israel just
north of Rosh HaNikra, at Nakura - the only border point left open for
the refugees. Many SLA soldiers have been captured or have given
themselves up. Hizbullah is closing the western coast road to
south-bound traffic.  "There has been no real fighting today," Finkler
said, "although Israeli tanks are entering Lebanon in order to remove
IDF soldiers."

All of the prisoners in the Al Hayam prison in southern Lebanon have
been released.  International Red Cross personnel opened the prison
gates, after the SLA forces that controlled it over the past few weeks
abandoned it. Israeli forces used it for the past two decades to
incarcerate Lebanese who aided Hizbullah and other terrorist
organizations. 

Kibbutz Manara resident Barak Meiri told Arutz-7 today that he can see
Hizbullah terrorists perched on the mountains not far from his home: 
 "I'm not afraid personally, but this could be because I am single and
have no family to worry about; maybe if I did, I would answer differently.
At any rate, the main impact of the present situation is on my work
here. Our orchards are only four meters from the border, and our main
work now is there..."  Meiri laughed when asked if the construction of
the new security fence and IDF base had been completed.  He said that
although the old fence is still standing, "it is the only thing
blocking the way of a Hizbullah terrorist cell that may want to
infiltrate the kibbutz." 

2. EXCERPTS FROM THE ISRAELI PRESS
 "The house of cards that Ehud Barak built for a unilateral withdrawal
collapsed all at once...  There has been no strategic planning, and no
diplomatic vision:  Hizbullah caught Israel with its pants down.
Prime Minister Barak and the army officers can repeat the mantra a
thousand times that what actually happened was not the worst scenario
that the IDF took into account... but the fact is that they have no
idea what will happen in the next ten minutes..." - Alex Fishman,
Yediot Acharonot

 "It's no secret that the Prime Minister thought that the United
Nations would serve as the buffer between Israel and the Hizbullah, but UNIFIL
has responded much slower than what he had hoped...  [Even though
Barak could have known this in advance,] what choice did he have?  He
had already set July as a withdrawal date and so his options were
limited.  UNIFIL was, basically, a realistic option.  Barak sent
Foreign Minister Levy to the United Nations for the preparation of a
document that would pave the way for UNIFIL to serve as the buffer.
But the plan was just presented over the past day..."  -  Ma'ariv
diplomatic correspondent Eli Kamir, speaking with Arutz-7 today.

 "Hizbullah took cynical but brilliant advantage of the IDF's
sensitivity to the lives of civilians...  and succeeded in having its fighters
infiltrate the territory, under the guise of civilians.  By doing so,
Hizbullah disturbed Israel's planned timetable for the withdrawal, and
rendered questionable the UN's ability to deploy in the areas to be
evacuated by Israel and the SLA...  Under the circumstances, Israel
and the IDF must act quickly to ensure three vital interests:  to
prevent Hizbullah from placing bombs and ambushes on the soldiers'
withdrawal routes; to enable the safe entry to Israel of those SLA men
and their families who wish to do so; and to prevent the capture of
the SLA's heavy weapons by Hizbullah." - Ron Ben-Yeshai, Yediot
Acharonot

 "Given the politics of withdrawal, it is better for us to face
Lebanon without any [UN] barriers. on the following assumption:  In the
guerilla war, we [cannot] utilize our full power.  It is better for us
to withdraw and raise the stakes for any [Hizbullah] attacks.  We will
no longer look for Hizbullah fighters hiding like needles in a
haystack; we will ignite the entire haystack instead." - Yediot

1. THE NEXT MOVES IN LEBANON
The Lebanese Police have begun to take up positions in the villages in
areas evacuated by Israel.  Lebanese Prime Minister Al-Hoss said that
the Lebanese Army will deploy in the areas after the UN forces take
control. Lebanese security forces, together with UN units, have
already taken over the Marjayun camp where IDF headquarters in
southern Lebanon were based. Some 400 SLA soldiers turned themselves
over to Lebanese elements, according to the Lebanese Justice Minister.
 Although they are liable to the death penalty, it is assumed that
they will be imprisoned for up to three years.

Conflicting reports regarding the future of Havat Shab'a on the slopes
of Mt. Hermon.  A telegram from Israel Ambassador to the U.N. Yehuda
Lankri to French President Chirac implies that Israel may be willing
to give up the area, in order that Hizbullah not be able to claim that
Israel has not fully withdrawn from Lebanon.  The Prime Minister's
Office, however, claims that only a couple of nearby outposts will be
abandoned by the IDF.

The World Lebanese Organization reports that Hizbullah began the
"ethnic cleansing of Christians" in southern Lebanon yesterday.
Despite the assurances of the Lebanese regime, the United Nations and
western Governments "that all measures will be taken to ensure
security in the southern Lebanese enclave,"  the WLO
(http://www.wlo-usa.org) quotes "underground" sources to the effect
that armed Hizbullah men kidnapped and executed two Christian men in
the town of Qolaia, while in Ain Ebel, they kidnapped two others.  The
Orthodox Bishop of Marjayun and the Maronite Bishop of Sidon, who
visited Qolaia yesterday, declared on television that "acts of
persecution and aggression are taking place in the area." 

2. LEARNING THE LESSONS
Palestinian Arabs say that they must learn from Hizbullah how to
relate to Israel.  In light of protests in Gaza yesterday, which
stressed the theme, "Lebanon today, Palestine tomorrow," IDF Chief of
Staff Lt.-Gen. Sha'ul Mofaz said today that he does not advise the
Palestinians to take a personal example from the events in Lebanon.
"The areas in which the IDF decides to remain in Judea and Samaria
will be protected by us with full force," he said.

Iranian Foreign Minister Kamal Harazi arrived in Lebanon today, where
he met with Lebanese President Emile Lahoud and Hizbullah leaders.
Harazi said afterwards that the lesson to be learned from the IDF
withdrawal and the Hizbullah reconquest of the area is that "this is
the way to liberate captured Arab lands."

3. PROTESTING THE SHAME, AND WARNING FOR FUTURE
Zo Artzeinu - the "This is Our Land" movement - has scheduled a rally
for tomorrow, outside one of the new temporary homes for SLA refugees
in Netanyah.  Zo Artzeinu founder Moshe Feiglin said today:  "We
feel shame, we feel that there has been a desecration of G-d's Name,
in the abandonment of the SLA.  We must cry out and say that Jews do
not abandon their allies."  When asked what should have been done,
Feiglin said, "Well, first of all, we should have made sure to win -
but under the circumstances, we should have made in advance all the
necessary preparations to help them.   I unfortunately foresee the
People of Israel soon being in the same position as these refugees.
We will be coming tomorrow to cry out that these people are actually
us.  We may soon be in the same position as they are!"

ISRAELI FOREIGN MINISTER LEVY EXPLAINS LEBANON PULLOUT

         The government of Israel decided to withdraw unilaterally
from Lebanon. This decision was unanimous. The government decision
was the result of our recognition that the security zone could not stop the
katyushas that threaten and inflict damage on our northern
settlements. Our continued presence there exacted a heavy security and
political price:

1. It endangered the lives of our soldiers and citizens;
2. It legitimized attacks against Israel as an occupying force;
3. It severely limited the action of our soldiers by the presence of
Hizbullah in the heart of the Lebanese civilian population and our
consequent fear of harming innocent civilians.
4. It forced us to accept the rules of the game as dictated by Syria and Iran,
implemented by the Hizbullah and their like; and
5. It resulted in ongoing attrition and the inability to achieve results.

          Faced with this reality, the Israeli government decided to
put an end to this absurd situation. In redeploying along the international
border, we are regaining control of the initiative. If our security is
threatened by anyone - whether directly or through any organization -
we will act in accordance with the right to national self-defense
accorded by international law, with all this implies with regard to
those who help these organizations to attack and threaten our
security. They would all do well to take note of this change.

          Our decision is congruent with UN Security Council
Resolution 425. Since the government decision, we have acted in full
coordination with the UN Secretary General and his staff. Today the Security
Council is expected to adopt a decision to dIspatch UNIFIL forces to
the area. I would like to emphasize again to the Israeli people and to
the entire world that these forces are not needed to defend Israeli
security. We are responsible for our own security, and our soldiers
are capable of repulsing and overcoming - at any moment - any attempt
to harm the security of our citizens or our interests. It is the
desire to ensure peace and quiet in Lebanon and to prevent violence
that prompted us to cooperate with the United Nations.

           In this context, I would like to reiterate the full
responsibility of the Lebanese government to fulfill its commitments
deriving from the Israeli decision, as conveyed to them by UN
Secretary General Kofi Annan, and by all the important and responsible
elements in the world. We know that Syria has been warned not to play
with fire or to help those who seek to harm Israel and to create
chaos. Israel is interested in tranquility. Israelis want to see a new
era in which Lebanon will be responsible for its sovereignty and for
everything that happens within the country. It is clear that we view
the Lebanese government directly responsible for any threat directed
against us from Lebanon. And if anyone claims that because of its
weakness the Lebanese government will not be able to fulfill this
obligation, he is in effect admitting that someone else is dictating
its behavior, and is therefore directly responsible.

          The decision by the Israeli government and the messages
conveyed to the government of Lebanon refer also to guaranteeing the
security of all Lebanese citizens. The Lebanese government is obliged to
prevent acts of vengeance and to ensure that no harm will come to
those who choose to surrender. We do not judge them, but the Lebanese
authorities are well aware of their duty to guarantee their safety.
The Lebanese government is obliged upon the completion in the coming
days of our withdrawal, to send its forces into southern Lebanon. This
is an obligation inherent in UN Security Council Resolution 425.

          With regard to the South Lebanese Army, I would like to
reiterate: Israel did not abandon the SLA and their families. Our
doors are open to them, if they so desire. Regarding those who choose
to stay there, we are working with all elements, including the UN
Secretary General, to ensure their safety, and that no harm will come
to them.

          This entire course of action was adopted in order to enable
the Israeli government and the IDF to effectively defend the security of
Israel and its northern residents, who are meeting this challenge with
praiseworthy courage. I know what we all feel when we see the painful
pictures. But we must all now display calm and self-control.

          I know of no unilateral withdrawal that is triumphant.
Territories handed over elsewhere were also cause for passing
jubilation. Israel must look to the future, and the government of
Israel is committed to come to grips with the present in order to
ensure a better future. We will do everything possible on the
political level, and of course also on the military level.

          Withdrawal by agreement, as we know, was not possible. There
are those who have said that before withdrawing we should have inflicted
heavy blows. The consequence of such action would have been for us to
remain in Lebanon forever. Following such blows, katyushas would have
been fired to which we could not have stood idly by, possibly leading
to greater and deeper retaliation. Unilateral withdrawal is a test
which calls for shrewd vision and strong nerves - but also a firm
stand that will ensure our security.

          I would like to express our thanks to the residents of the
north for their courageous stance. The government of Israel is doing its
utmost, first of all to ensure their security in the most effective
way, despite what appears at the moment as imminent danger. The
continuation of status quo contained a seed of violence, which was
liable to erupt at any time. The people of the north deserve the
support of the entire Israeli people, who must stand beside them in
this difficult hour. They are not defending themselves; this is a test
of the entire nation. There is no "they" and "we" - we are all
together. They stand on the border, but we all - as a nation, a
society, a family, as artists and doctors, in every field - must today
demonstrate our best qualities as a nation.

         I would like to add that we may well be faced in the course
of the withdrawal with mishaps and adversity. If this happens, Israel will
respond firmly and directly against the interests of those who stand
behind these organizations. I would like to hope that the decision we
are implementing today, as a result of the factors which I have
listed, will lead to quiet and tranquility and that we will finally be
witness to a new era, in which there will no longer be any cause to
attack Israel - and anyone who does so will know what to expect.

         I am gratified by the cooperation, which Israel is enjoying
on all sides - in Europe, the United States, Russia, Asia, and the United
Nations. Our position is clearly understood, and the correctness of
our course of action is appreciated. True, it requires both political
and military courage. But at the same time, it is a step that must be
taken. We cannot sit by and record who is to blame and who is not, who
is right and who is not. This would not contribute anything to the
firm stance of our northern citizens; nor would it strengthen our
army, which is acting with the courage and calm called for at this
stage. I would like to see us all united at this hour, which entails
both risks but also great prospects. I hope that we will succeed.

BARAK BLUNDER

Arutz 7 ll:00 am news today reported that at the last outpost in
Southern Lebanon Which was evacuated at 3:30 am, the soldiers were
given 5 minutes to get themselves together to flee.  They were told to
run the 6 km back to the Israeli border with only their personal
neshek-rifle and efod-ammunition belt.  The soldiers were b'helem -
confused, perplexed, out of it, beside themselves. (words theirs).
Left behind Was tefillin, talitot, and tachmoshet - ammunition.  While
running, they were shot at the entire time and nobody was hurt. 50
percent of Kiryat Shmona has left town, according to Israeli radio.

All of the leftist doctrines about "peace" and the guarantees of the
international community seem to have exploded right in the face of
Prime Minister "Barakula". While none of this should surprise any one
above the age of 4, the speed of the deterioration on every front is
impressive, even to the pessimists among us.

"Barakula", Israel's celebrated war hero has succeeded in completely
destroying any last drop of deterrent factor that the IDF once had in
a matter of months. For the first time in Israeli history, Israel lost
and surrendered in war. 600 Hizbullah terrorists succeeded in bringing
Israel to their heals and forced the mighty IDF to run away, in the
middle of the night with their tail between their legs. The Lebanon
surrender will go down in history as the biggest blunder in Jewish
history. Just as the world remembers the IDF encircling the Egyptian
3rd army in the Yom Kippur War, they will now have a similar memory.
Only this time, it was not Israel encircling Egypt's finest, but
Israel allowing the Hizbullah to encircle her own troops, SLA
installations and Northern Israel. It boils the blood of any Jew with
an ounce of pride to see the IDF soldiers running away like mice. It
is insane to watch the Israeli jets bombing their own installations
and millions of dollars in equipment and weapons because they were
unable to cross through Hizbullah lines, back into Israel. Not to
mention the familiar faces of SLA war heros who fought for 18 years
along Israel's side, now being captured or surrendering to the
Hizbullah.

The headlines are absolutely mind-boggling. Even extreme leftist media
commentators are having a field day with this one.

Barakula actually is surprised that SLA soldiers are defecting and
turning themselves in? What should they do, wait to be hung by the
Hizbullah?

Barakula is actually surprised that UNIFIL has not stopped the
Hizbullah from "liberating" Southern Lebanon and SLA military posts?
Why should UNIFIL be able to do more than the IDF? And when and where
has the UN ever been an effective fighting force? Israel's history is
riddled with broken promises from the U.S. and the UN. Give me a break
Barakula, surely you jest.

The Israeli Foreign Minister, Defense Minister AND chief of staff are
repeatedly threatening the Hizbullah: That now that Israel is
redeployed at the new border, they will respond harshly to any
Hizbullah attacks on soldiers or civilians. Come now, does anyone in
his or her right minds take this threat seriously? Israel is running
away due to their inability or unwillingness to defend her soldiers
and Northern Israeli towns from Hizbullah. Why would Israel suddenly
respond? Israel will be in an inferior striking position from an
intelligence perspective as well as from a logistical base of attack.
The terrorists now control the high ground and are spitting distance
from the dense Israeli population centers.

Barakula says that Israel now has the sympathy of the UN and the
international community due to the fact that Israel is no longer an
"occupier" in Lebanon. Thus, he explains, Israel will not be given
more freedom of movement if there is an attack against her. Hmm,
Israel is presently being attacked and half of her northern citizens
have fled. Where is the response? Does Barakula actually expect the
world to allow Israel to reinvade Lebanon without protest? And how
many soldiers will die, G-d forbid after surrendering the strategic
assets that he has in South Lebanon. He has turned a sympathetic
Christian population into Israel's biggest enemy, due to his betrayal
of the SLA. Barakula has dismantled a well trained fighting force that
is now giving the Hizbullah their inside knowledge of the IDF, IDF
codes and tactics, ammunition, Hebrew lessons and other vital assets.

Barakula promised Israel that he would leave Lebanon. He lied. He
never left, he was thrown out of town. He did not quit because he was
fired first. Barakula, with his infamous logic, explained that
actually Israel's unilateral surrender would hurt Syria. We see how it
hurts Syria. Syria's puppet Hizbullah is reaping every possible
political and military benefit imaginable. And most important, the
Arabs see, once again, that Israel will cave in to terror and that
they are foolish enough to place their faith in international
guarantees.

At the same time, Israel is fighting a second battle with the Israeli
Arabs and "Palestinian" Arabs. Arafat's sharpshooters are shooting
Israeli soldiers, Arafat's policemen are firebombing Israeli
civilians, and Israeli Arabs are joining the ranks of the Hamas and
other terrorist groups. The more Barakula surrenders and runs, the
more the Arabs attack.

Arab members of Knesset openly support the terrorism against Israel
and side openly with the most vulgar enemies of the Jewish State. One
Israel Arab MK went as far as to call upon Israel to deport and
extradite the SLA officers who are now seeking refuge in Israel,
because they are "traitors to the Arab nation by their support for
Israel."

Sharon, tells us how he can't look in the eyes of the refugee, South
Lebanese Army officers crossing the border. O Sharon, please! Is it
any wonder you can't look them in the eyes? As late as yesterday you
commented that Israel should bomb Lebanese infrastructure and then
continue to retreat. How could you look them in the eyes knowing that
you betray them? But worse, how can you look the Jews in Kiryat
Shemona and Tel Aviv in the eyes?

The Israeli media is speaking of the collapse of the South Lebanese
Army. They are missing the point. It is the IDF and Israel, which are
collapsing! Let us learn something quickly before it is too late to
reverse the collapse of Israel.

EMERGENCY PROGRAM OF SURVIVAL FOR ISRAEL AND WORLD JEWRY

1- Israel will never be able to enjoy international sympathy and
military victory simultaneously.

2- The guarantees of the world and the US are meaningless.

3- Israeli retreat is perceived as Israeli weakness. Not only does it
not appease the Arabs and achieve peace but it only eggs them on to
step up their attacks!

4- Israel will never effectively retaliate and annihilate her enemy
and threats to her security as long as Israel feels a need to look
pretty in the eyes of the world.

5- In a war civilians and soldiers tend to die. Not fighting back due
to Fear of losing soldiers or injuring enemy populations is obscene.
And it guarantees Israeli defeats. Because the enemy is prepared to
fight and die for their cause and because they will continue to use
their loyal population centers as the base of their attacks.

6- Surrendering to the terms of the terrorists is perceived as a
vindication of their claim. If they are prepared to fight and we are
not, this is interpreted by objective people to mean that they are
fighting for a just cause, and we are in fact occupiers, buying time
and making deals.

7- Israel either has faith in G-d, self-respect relying on their own
might with the help of G-d, or will live in paralyzing fear of their
enemies, rely on Washington and the UN and tie the hands of their
soldiers. There is no coexistence between fear of G-d and fear of the
Gentiles. Barakula has chosen faith in Washington and we see where it
has brought us. It is time to try a new route. Faith in the G-d of
Israel and Jewish power!

8- The government claims that they must leave Lebanon because of
public pressure, due to the fact that soldiers were killed in the war
in Lebanon. Wrong! Leaders are supposed to lead and not follow the
masses. The army is supposed to defend and serve as a buffer and line
of defense for the civilian population and not Northern Israeli
civilians taking the blows to protect the soldiers..

9- Israel should annex Judea, Samaria, Gaza and the southern part of
Lebanon and expel anyone who rejects Israeli sovereignty. They should
appoint the SLA officers to create an emergency military
administration in South Lebanon and give them all of the tools that
they need to annihilate the Hizbullah and their supporters. And Israel
should prepare an immediate contingency plan to target Iranian and
Syrian interests if the Hizbullah shoot at Israeli or SLA interests.
And permit the "settlement" movement to build an independent fighting
force composed of  conscripts from the IDF, development towns, the
"settlements" , as well as recruits and volunteers from around the
world.

10- Israel must outlaw Arab terrorist political groups in Israel,
expel the Arab members of Knesset, legalize the Kahanist groups, hold
new elections and prepare for immediate emergency aliyah of all Jews
worldwide.

ANY OTHER PROGRAM IS NONSENSE, IMPRACTICAL AND WORTHLESS PLATITUDES BY
PEOPLE WHO REFUSE TO READ THE WRITING ON THE WALL!

THE TORAH TELLS US

This week's Shabbat Torah reading, Parashat Behukotai (Leviticus
26:3-27:34), (22 Iyar, 5760), tells us:

"If you walk in My statutes, and keep My commandments, and do them..."
[Leviticus 26:3]

"I will give peace in the land, and you shall lie down and none shall
make you afraid..." [Leviticus 26:6]

"You shall chase your enemies, and they shall fall before you by the
sword.  And five of you shall chase a hundred, and a hundred of you shall
chase ten thousand, and your enemies shall fall before you by the sword..."
[Leviticus 26:7-8]

"But if you will not hearken to Me, and will not do all these
commandments, and if you shall reject My statutes, and if your soul
abhor Mine ordinances, so that you will not do all My commandments,
but break My covenant..."  [Leviticus 26:14-15]

"I will set My face against you, and you shall be smitten before your
enemies, they that hate you shall rule over you, and YOU SHALL FLEE
