Housing Minister Natan Sharansky, a former long-time Soviet refusenik and
currently a member of Israel's security cabinet, calls upon the world
community to "strengthen the Palestinians, not Arafat." In an article in
the Wall Street Journal last week (March 19), Sharansky wrote,
"In the seven years since the Oslo peace process began, Western and Israeli policymakers have operated on the naive assumption that if Mr. Arafat were provided with enough resources, both territorial and material, he would devote his energies to improving the lives of the Palestinian people and leading them on a path of peace and reconciliation. The need to 'strengthen Arafat' became axiomatic of diplomatic thinking, even if that meant turning a blind eye to his authoritarianism. This approach was seriously misguided... [T]he seven years since Oslo have seen a deepening of Palestinian hatred towards Israel. Mr. Arafat has mobilized all the resources at his disposal, including his state-run media, to incite and inflame Palestinian passions against Israel...
Mr. Arafat is not the slightest bit concerned with the well-being of his own people... As Minister of Industry and Trade during Benjamin Netanyahu's administration, I saw Mr. Arafat reject countless projects that would have bettered the lot of his own people simply because they would have served to decrease tensions between Israelis and Palestinians. He continually spurned my efforts to help the Palestinian Authority establish an industrial park in Gaza that would have encouraged investment in Palestinian areas, created tens of thousands of jobs, and alleviated poverty. Similarly, he rejected a proposal to create joint ventures..."

Ten-month-old Shalhevet Techiya Pas was killed, and her father
Yitzchak is in moderate condition, after being shot at by Palestinians
in Hevron late this afternoon. The baby was killed with a bullet to
her head while being held by her mother. Hevron spokesman Noam Arnon
said,
"The army claims to be firing back, but we know the truth: it's not an exchange of fire, but an exchange of noise. The army is shooting at empty areas, instead of destroying the places from where a sniper sees a baby in his telescopic sights and murders her in cold blood. The army could conquer these hills [Abu Sneineh, from where the fire originated today and on many other occasions] in a half-hour if it wanted to."
Gil'ad (ben Ya'el) Zar, the Shomron Council security officer who was critically wounded in a terrorist shooting attack yesterday, is recovering in what his sister said today is a "great miracle." Listed in moderate condition, he is in great pain from the bullets that ripped apart his stomach, but he is able to talk freely.
Jerusalem resident Sha'ul Reiss, 17, was wounded in a stabbing attack in Ramot last night. He sustained moderate injuries, and was transported to Hadassah Hospital on Mount Scopus. His mother told Arutz-7 today, "He left the house about 8 PM for evening prayers at the synagogue, and a few minutes later I received word that something had happened. I ran out, and not 20 meters from my house, I saw him lying in his blood. He said that an Arab had stabbed him in his stomach and ran away. I would like to tell the mothers of Israel: We must pray strongly for our children. This war has already reached every house, and only help from above will save us."
This afternoon, Palestinian terrorists shot at IDF soldiers near El Aroub, south of Jerusalem, and at Mt. Gerizim, near Shechem. Terrorists opened fire this morning at the industrial zone of N'vei Dekalim in Gush Katif.
Arab terrorist fire was directed last night at the Gaza Jewish
community of Gadid, and anti-tank grenades were thrown at the
coordinating office near N'vei Dekalim. No one was hurt in these
incidents. Another first was registered yesterday: Palestinians shot
mortar shells at Israeli targets in broad daylight. In the
Jerusalem-Ramallah region, terrorists shot at Psagot last night for
the second night in a row. A bus near the Ayosh Junction, between
Ramallah and Beit El, was shot at as well. No one was hurt.

U.S., but our subscriber list tells us that it was just as likely to
have been from almost anywhere else around the globe. Arutz-7 has

Iran, and wherever people feel a need - national, religious,
intellectual, emotional, or other - for more than a glimpse at the
news coming from Israel.
This impressive number admittedly imposes certain obligations upon us,
but let us first address the number itself. For one thing, it's not
accurate; it should be much higher. First of all, there are well over

In addition to the above positive values, we also have been charged
with the mission of fighting the negative. Arutz-7's email and
internet services began in the summer of 1995 with just two staffers
and a small group of subscribers. Over the years, Arutz-7 has been
blessed with a reputation for honest reporting and presenting a
genuine picture of day-to-day events in Israel that are likely to have
a medium- or long-range effect on Jewish history.
This would be an important role to play even if we were the only one
on the press scene. But given the powerful presence of worldwide
media portraying a corrupt picture of events in Israel, and in light
of the erroneous impressions they impart to millions of people, our
mission becomes that much more critical.
Can Arutz-7 counteract the false picture conveyed by these commanding
and dominant international forces? It appears that you expect us to
do so! We received the following letter just a few days ago:
"Every day I read lurid accounts in the newspapers of [Palestinians]
affected by the intifada - [but] the IDF soldiers are nameless and
faceless; they are not photographed and they are not quoted. It would
be very helpful in the war with the media if Arutz-7 were to very
quickly fill in the missing information. Without that information,
readers are at the mercy of the anti-Israel press... It is important
that those of us who watch the media have information at our
fingertips to counter the misinformation which pours unceasingly out
of sources like the Associated Press, CNN, and BBC..."
Letters like the above remind us both of our mission and our
limitations. We do not claim to be the only answer to the slanted
picture portrayed by most of the other media, but we will continue to
try to fill in some of the missing information and vantage-points.

We have other goals, as well. We wish to improve both the quality and
quantity of our coverage, such that readers will be able to choose
which type of stories they will receive; more op-eds; more stories of
the "ordinary" people who comprise Israeli society; more of the joy
that living in Israel imparts; more, and more, and more. We wish, in
short, to better utilize this wonderful tool with which we have been
privileged to work. With G-d's help, and with yours (see below...), we
are confident that we will be able to progress on our way to meeting
these goals.
YOUR GOALS
Finally, allow us to remind you of the important role that you, our
readers, play in our joint efforts on behalf of the Jewish People. We
know that you encompass a very wide range of individuals, with varying
degrees of connection with Israel and the Jewish people. We would
hope to inspire those who have never visited here, to do so; those who
have visited, to come again, or to buy property here, or to send your
children for a year of study; those who have done the above, to come
on Aliyah; those who are here already, to bring others; etc. We -

Communications Minister Ruby Rivlin came out against the Prime
Minister's policy today, saying that if Jews cannot live safely in
Hevron, neither should Arabs be able to live safely in the Abu
Sneineh. "With all our desire not to grant Arafat the escalation he
so longs for during the Arab League summit [which started today],"
said Rivlin, "but when a playground becomes the murder site of a
ten-month-old baby, diplomatic considerations must take a back seat to
the need to protect our citizens' lives." Minister of National
Infrastructure Avigdor Lieberman said, "No political considerations
can justify Israel's lack of response."
Other reactions:
* President Moshe Katzav: "Israel has reached her limit of restraint."
* Deputy Prime Minister and Minister of Foreign Affairs Shimon Peres:
"We must return fire with fire, but we must also continue the dialogue
with the Palestinians, in order to stop the fire."
* Jerusalem Mayor Ehud Olmert: "Let us not fool ourselves: there are
likely to be additional terrorist attacks... We must stop this wave
of terror with a strong initiative..."
* Police Commissioner Shlomo Aharonishki: "We are doing our utmost to
provide a feeling of security, create a deterrence to attacks, and
limit the damage caused by attacks. The two attacks today in
Jerusalem were apparently most serious, but there is no doubt that the
presence of police has thwarted many attacks... There are undoubtedly
difficult days ahead, what with the Passover holiday that is
approaching..."
* MK Benny Elon (National Union) told Arutz-7, "It's clear that Sharon
must react - but that is the wrong word. He must not only react, he
must rather lead. He must recognize that his large victory margin of
25% [in the election] was in order that he would lead, and not give
excuses for not acting. If he does not recognize this, and does not
act immediately, then he is not a leader, and he will fall from power
just as Barak fell."
The Council of Jewish Communities in Judea and Samaria echoed the
calls of many nationalist-camp and Yesha leaders in the statement it
released today:
"Today's attacks once again prove that Palestinian terrorism does not
differentiate between Hevron and Jerusalem, or between
[Shomron-community] Yitzhar and Petach Tikvah. Too much blood has
already been spilled for the Sharon government not to reach the
realization that the government must end its policy of restraint - a
policy that is being interpreted as weakness. Abu Sneineh must be
taken today, and a hermetic closure must be imposed on all of Yesha,
which has become a place of refuge for terrorists."
O.C. Central Command Maj.-Gen. Yitzchak Eitan recommended last night
that the IDF bring tanks into Abu Sneineh, but Prime Minister Sharon
and Defense Minister Binyamin Ben-Eliezer rejected the idea.
The Jewish Community in Hevron reported this morning that Israeli
security forces had begun taking preventative measures against Jews in
the area. An army roadblock was erected at the Gush Etzion junction,
about 25 minutes north of Hevron, and police prevented non-residents
of the Hevron area from continuing southward. Another roadblock was
established near Beit Hadassah in Hevron, blocking Israeli vehicles
from reaching the Avraham Avinu neighborhood, two minutes away.
2. SHARON WILLING TO GIVE TERRITORY TO ARAFAT
Timely news: Yediot Acharonot reporter Nachum Barne'a reported today
that Prime Minister Sharon told the Americans during his visit in
Washington last week that he would be willing to offer Arafat
"territory in exchange for quiet." Sharon also reportedly said that
he still sees Arafat as a "partner." Today, Sharon blamed Arafat
directly for the latest terrorism, and said that Israel will not cave
in to terrorism but will rather fight against it.
Prime Minister Ariel Sharon convened the country's top security
officers, including Defense Minister Binyamin Ben-Eliezer and Public
Security Minister Uzi Landau, this afternoon in his office, discussing
possible reactions to the growing wave of terrorism. No operative
decisions were announced. Sharon's staffers continue to say
informally that Israel's reaction will come only after the Arab League
summit and the Israeli-Arabs' Land Day protests at the end of this
week.

The security cabinet will convene this evening to discuss ways of
dealing with the increased wave of terrorism. Public Security
Minister Uzi Landau said again today that the government's policy will
change after Land Day this Friday. "We won't merely retaliate and we
won't just get them back," Landau said. "It will be a continuing
struggle, in which we will exact from them such a high price that it
will turn terrorism into something intolerable for them..." Landau
also emphasized the importance of having the world understand that
Arafat is nothing more than a terrorist. Defense Minister Binyamin
Ben-Eliezer promised, "We will get the terrorists one by one - not one
of them will escape."
The National Union-Yisrael Beiteinu (NUYB) faction is threatening to
topple Ariel Sharon from power if he does not take action. "The
nation that elected him will topple him," threatened MK Tzvi Hendel
today, who said that Sharon sounds exactly like Barak did when he says
that he will "know when and how to respond" to the terrorism. Hendel
added that the budget that is about to be passed greatly neglects the
communities in Judea and Samaria. Arutz-7's Knesset correspondent
Haggai Seri reports that the faction will convene on Sunday to discuss
its membership in the coalition.
2. U.S. NIXES INTERNATIONAL FORCE
The issue of an international "peacekeeping" force in Judea and
Samaria is now moot. The U.S. imposed a veto on the idea last night
in the UN Security Council. The Palestinians plan to raise the
proposal again before the General Council, but it will have no
practical effect. Former Israeli Ambassador to Israel Zalman Shoval,
a top aide to Prime Minister Sharon, said that not only did the U.S.
veto the idea, but the European countries on the Security Council
abstained in the vote, "and this is also an achievement for Israel.
Arafat's approach of increasing the terrorism has damaged him to the
extent that even the Europeans were not willing to agree with the
Palestinian proposal."
"Does this decision now pave the way for stronger military actions by
Israel against the terrorism?" asked Arutz-7's Ariel Kahane. Shoval
said, "I believe that the government would in any event have decided,
and will decide - if it does decide - on strong military actions,
regardless of the UN decision... The lack of U.S. objections to
Israeli moves shows that they understand our position that
negotiations cannot take place under fire."
3. COALITION GROWS
United Torah Judaism officially joined the coalition today. Their 5
MKs did not demand a ministerial portfolio, and received instead the
Chairmanship of two Knesset Committees - Finance and Interior - as
well Deputy Ministers in the Housing and Education Ministries.

Norway announced today that it recognized the Palestinians' right to
throw rocks and open fire against Israeli forces in Judea and Samaria.
The Yesha Council calls on Foreign Minister Shimon Peres to recall
Israel's Ambassador in Oslo immediately, as they render the blood of
Israeli soldiers and residents in Yesha "worthless."
U.S. President Bush said this morning that there must be an end to the
circle of violence in the Middle East, but that "the U.S. will not
force a solution on the sides, and this is why we vetoed the proposal
to send international observers." Earlier, the White House had again
called upon Yasser Arafat to issue a public statement condemning
terrorist attacks in Israel, and to take the necessary steps to
apprehend terrorists and end the ongoing wave of terrorism. The
Americans also called upon Israel to 'act with restraint' and relax
restrictions imposed on PA residents.
Egypt and Jordan were also reportedly notified of the Israeli bombings
in advance. The PA correctly guessed that the attack would occur, and
began evacuating its Force 17 forces yesterday afternoon. The Prime
Minister's Office later announced that the U.S. was not notified
before the attack.
Yesterday evening's Israeli attack on Palestinian targets included
combat helicopter fire at a Force 17 facility in Ramallah and four
Force 17 stations in Gaza. Contrary to false PA reports, there was no
assault against targets in Hevron. The four Gaza targets included a
storage facility, a training base, and an armored vehicle - all of
Arafat's personal Force 17, which has been behind much of the
Palestinian terrorism of recent weeks. Government spokesmen said that
last night's attacks were just the beginning of a long campaign of
warfare against terrorist targets. The IDF Spokesman said, "We
believe that the time has come for Force 17, which has an official
standing in the PA, to take responsibility for acts of terror
perpetrated by its forces or attacks planned and endorsed by its
commanders. This is a signal to anyone with eyes in his head and the
ability to understand that we are unwilling to endure this wave of
violence. We endured eight attacks in the period of a week that
resulted in three fatalities and 47 injuries. We believe this is
enough!"
Commentator Alex Fishman of Yediot Acharonot was not very impressed
with Israel's attack last night. His front-page byline today
explained,
"The government yesterday broke its policy of restraint by
launching missiles of silk, that were aimed primarily at domestic
public opinion. These missiles will not stop the next suicide bomber
or car bomb. If this almost sterile 'first course' has any
significance, it is mostly symbolic in nature - of transition from a
policy of restraint to one of attack. And this too is an
accomplishment. The terrorist attack yesterday in which two yeshiva
students were murdered, the anger in the streets, the frustration and
fear gripping the public, and the concern for losing control over
groups of 'settlers' - pushed the Prime Minister to cut short his
policy of restraint and order the army to carry out an alternative
military action with moderation. [It] fell far from shocking the
other side and failed to project to the Arabs a sense that there are
new rules and a new policy. Thus even after the air strikes Arafat was
able to smile to reporters: Sharon has entered onto the trail that
Arafat has pulled him to, without the 'Palestinians' needing to pay
too high of a price. They got off relatively easy: 60 injured, 2 dead
and two armored vehicles burned."
2. PERES: "ARAFAT STILL PARTNER, HE JUST MAKES MISTAKES"
Foreign Minister Shimon Peres stated this morning that Israel has no
plans to go after the leaders of the PA, but rather only the
terrorists. When asked if Arafat is an enemy of Israel, Mr. Peres
responded, "No, he is a partner who is making serious mistakes." He
added that Israel is not looking for additional bloodshed and said,
"If the terrorism and attacks cease, there will be no need for
additional military action by Israel... It is in the hands of the PA
to determine the future course of events"

JTA reports that Canadian officials have confirmed that their
government financed a booklet calling for Palestinians to realize
their "right of return" to Israel. The pamphlet says that Arabs
should take back homes and property they lost inside Israel when they
ran away during the 1948 War of Independence. As reported by Arutz-7
last Friday, an inside page of the 56-page booklet promoting the
"return" of Arab refugees - a major point of agreement in the recent
Israeli-Palestinian negotiations - states that it was published and
distributed by the "Canadian Representative Office in Ramallah."
David Bedein of Israel Resource News Agency, who originally broke the
story, wrote that "Canada has adopted a partisan pro-PLO position that
will forever compromise any role that it may endeavor to play in the
future" in solving the refugee issue in the Middle East.
A Canadian Foreign Affairs department representative told JTA,
however, that the what he called the "brochures" were printed by an
organization that receives funding from the Canada Fund for Local
Institutions, and that Canada did not play a leading role in producing
them. The official said that Canada has been a consistent backer of
the Palestinians' "inalienable right of return," yet supports attempts
to solve the problem by settling the refugees elsewhere in the world.
Bedein noted that the booklet implies that Israel's purpose in its
1948 War of Independence was to kick out the Arabs. He also said that
it never mentions that seven Arab armies, with the support of local
Arabs, invaded Israel at the time. Israel sees the demand to allow
millions of Arabs to enter Israel as a way of destroying the Jewish
State from within.
