National Religious Party head Rabbi Yitzchak Levy calls upon Prime Minister
Sharon to protect the Jewish Community in Hevron and take over the
Shalhevet (Abu Sneineh) hills. "There are two possibilities," he said
today. "Either evacuate all the Jews, or protect them by placing the
overlooking hills under IDF control. This must be part of a new policy
under which all areas used to launch attacks on Israelis, such as the hill
opposite the Tunnels Highway connecting Jerusalem and Gush Etzion, are
taken over by the IDF."
2. GANDI: BOMB ARAFAT'S HOUSE
Today's government meeting was interrupted by an argument instigated by
Tourism Minister Rehavam (Gandi) Ze'evi's call for the destruction of
Arafat's "palace" in Gaza. "This will humiliate him, and make him rethink
his strategy," said Ze'evi, a member of the security mini-Cabinet and a
former O.C. Central Command. Other ministers sharply criticized his
remarks; Industry and Trade Minister Dalia Itzik (Labor) called them
"populistic," while Minister Danny Naveh (Likud) said that the proper forum
for proposals of that nature is only the security mini-Cabinet. It should
be noted that Arafat's home in Gaza was lightly damaged in Wednesday
night's Israeli bomb raids.
The government voted unanimously today to extend the term of IDF Chief of Staff Lt.-Gen. Sha'ul Mofaz by an extra year. Chiefs of Staff normally serve for three years.

Atty. Elyakim Ha'etzni, a former MK of the now-defunct right-wing
Techiya party, a resident of Kiryat Arba, and an outspoken critic of
the previous government, had some strong words to say to Arutz-7 today
in defense of Prime Minister Ariel Sharon:
"What I'm saying is, let's relate to this Prime Minister as a person. If you had a new worker, wouldn't you give him a couple of weeks to get used to the job, to find the best way to work? Let him breathe a little! We're the ones who voted him in, so let's give him a little space!. In his short time in office, he has already done some important things: He changed the election system so that the Arabs can't determine who our Prime Minister will be. He was the first Israeli Prime Minister to go to Washington without a plan! Usually they have to come with one of those 'creative' plans that create nothing more than defeat and catastrophe. He also got Arafat dis-invited to U.S., and called him a terrorist; this was a major change in direction; until now, Arafat had been the most frequent guest in Washington... He got the international intervention business off the agenda... I'm not saying that I'm satisfied with him, but - give him a chance! You can't stop an out-of-control car in one shot; it must be done gradually, or else the car will turn over. We have no reason to rush and say that he is a failure, especially not with a man like Ariel Sharon, who has so many achievements to his name. Give him a chance... It could be that his methodology is not to smash them with one big shot, but rather to keep them constantly on their toes. His real test will be in Abu Sneineh, because they have declared war on us from there. If he does not have the strength to conquer Abu Sneineh, I'll take back everything I said." Abu Sneineh is the high-ground area in Hevron from where Palestinians have constantly fired on the Jews down below; last Monday, a sniper shot and killed ten-month-old Shalhevet Pass from there.
2. IDF KILLS LEADING ISLAMIC JIHAD TERRORIST
An Israel Air Force Cobra helicopter gunship fired two or three
missiles at a vehicle in Gaza this afternoon, killing leading Islamic
Jihad terrorist Muhammed Abdel Al. According to PA officials, a
second person who was inside the car was seriously injured. Abdel Al
was a major planner of the Beit Lid terrorist attack six years ago,
which killed over 20 soldiers. In the summer of 1994, he killed an
IDF soldier near Morag Junction in Gaza. He also masterminded the
attacks against school buses in Kfar Darom and Netzarim.
3. NRP IN HEVRON
The Knesset Members of the National Religious Party visited Hevron
today. They paid a condolence visit to the parents of Shalhevet Pass,
the ten-month-old baby cold-bloodedly murdered by a Palestinian sniper
from the Abu Sneineh hills last Monday. MK Sha'ul Yahalom said that
the present government's security policy is the same as the previous
government's restraint policy.
A senior IDF Central Command officer told the MKs that the Israel Police stationed in Hevron do not deal with Hevron's Jewish community in a 'fair' manner. The officer stated that the Hevron Protocol signed by the Netanyahu administration with the PA was a 'bad' agreement, and added that the Jewish community lives under most difficult conditions that the majority of other citizens of Israel would not be able to endure. Tourism Minister Rechavam Ze'evi similar told Israel Radio today that the Hevron Jewish Community represents the model of an ideal citizen, and said, "residents of Ramat Aviv or other areas would have folded long time ago under the daily terrorist attacks that Hevron residents endure."

1. "WHERE IS SHARON'S SECURITY?"
Residents of the Shomron communities of Peduel and Alei Zahav
protested outside of Prime Minister Ariel Sharon's Jerusalem residence
today. Bearing placards asking, "Where is Sharon's Security?" the
citizens objected to the deterioration of the security situation on
the roads. Today's event marks the first rally of Yesha residents
since the Sharon government was established last month.
Today's protest came in the wake of an Arab terrorist shooting attack on Peduel resident Ami Mofshovitz while he was driving on a local highway last night. Mofshovitz parked his bullet-ridden vehicle in front of the Prime Minister's residence today. "About 15 bullets hit my car," he told Arutz-7 today. "The shots were coming from three or four different directions, but thank God, I managed to escape. It was a real miracle," he said. Mofshovitz added that when the shooting started - ten to fifteen meters from his vehicle "I just stepped on the gas and sped towards the entrance to our community. I didn't have much time to think, I wanted to get home safely... What happened to me last night prompted me to think of the words of Psalm 124: 'Our soul has escaped like a bird out of the snare of the fowlers. The snare is broken, and we escaped. Our help is in the name of the Lord, who made Heaven and Earth.' "
According to Mofshovitz, last's night's incident was not the first time that Arab terrorists have shot at Jewish vehicles on the road from Ariel to Peduel, "but the situation is getting more and more serious. I came with my car to Jerusalem today, and asked to see the Prime Minister. They told me to wait, so that's what I'm doing...I just hope he begins to open his eyes."
News Editor Haggai Segal responded: "Sharon is new in his position. Maybe in the end, he will take the action that you're hoping for."
Mofshovitz: "Sharon comes to this job with a rich security background; he knows what to do. Right now, there is not even a modicum of security on the roads! ...The Arabs are simply not afraid; they know that they are dealing with an army that has its hands tied."
In response to the attack, the IDF today established a new outpost near Alei Zahav Junction, the scene of the shooting.
Speaking with Arutz-7 later, Likud MK Yuval Shteinitz concurred. "There's no question that from a diplomatic standpoint, Sharon has made major strides: He removed the Camp David and the Clinton proposals from the negotiating table, and has even earned US support for this decision. But in terms of security, he seems to be following the example of Barak, by just 'responding' and 'taking revenge' for terrorist attacks. Arafat and his men are not pleased with the IDF's revenge strikes, but policy is more tame than it could be, such that Arafat and company are able tolerate the response. Put simply, our deterrent capacity is being harmed as each day goes by, and the Palestinians continue to shoot at citizens on both sides of the 'Green Line.' After months of Palestinian warfare, PA military forces have not been crushed, and this has delivered a severe blow to our deterrent capabilities. With Barak, we kept attributing his weak response to his diplomatic plans - returning to the negotiating table with the PA - but no such excuse can be offered Sharon."
2. MOFAZ: WE SHALL OVERCOME
Chief of Staff Lt.-Gen. Sha'ul Mofaz says that even though the
military confrontation with the Palestinians is likely to last some
time, Israel has the fortitude to deal with the challenge. Speaking
at a gathering in Latrun today, Mofaz said that from the perspective
of the front-line soldiers, a real war is being waged in Judea,
Samaria and Gaza. Mofaz added: "While our hands are outstretched with
a desire for peace, we find that the Palestinians have chosen the path
of terrorism and violence as the chief means by which to achieve their
nationalistic goals." He noted that should the current situation
continue, the standing army and reservists would be required to
shoulder the burden of military service.
3. IN BRIEF
Israel is the leading exporter of flowers to Europe. This year, some 1.5 billion flowers were shipped to Europe, some 30% of the entire stock of flower imports to the continent. Kenya is in second place, providing some 20% of Europe's flower needs. The information was published in honor of the International flower Festival, to be held on the Tel Aviv Exhibition grounds during the Pesach holiday.

1. SHARON RETURNING TO NEGOTIATING TABLE?
A meeting in Europe today between Foreign Minister Shimon Peres and
PLO officials is causing quite a stir on the Israeli political scene.
After meeting with Nabil Sha'ath in Athens this morning, Peres said
that if the results of a security meeting later tonight are positive,
Israel and the PLO "may return to the negotiating table." A spokesman
for Prime Minister Ariel Sharon was quick to dismiss speculation that
Sharon has agreed to diplomatic negotiations under fire. The meeting
only dealt with the need for the PA to stop the violence, the
spokesman said, "and therefore did not depart from the fundamental
principle that Israel will not negotiate under fire." For their part,
the PLO officials in Athens renewed their calls to the international
community for help "to stop the wave of violence in the Middle East."
Speaking with Arutz-7 today, Environment Minister Tzachi Hanegbi emphatically denied that any political negotiations were in the offing, stressing that Sharon's policy differs significantly from that of former Prime Minister Ehud Barak. "Barak's approach was characterized by diplomatic negotiations against the backdrop of violence. With our government, there is no 'final status' arrangement in the cards, no division of Jerusalem... No remnant remains of the previous policy. We are not prepared to return to the concessions of Camp David or Sharm a-Sheikh. They are invalid and irrelevant! If we discuss any matter, it will be with the interests of the State of Israel in mind."
Minister of National Infrastructures Avigdor Lieberman, on the other hand, was upset that the Peres-Sha'ath meeting took place at all. He said that the move compromises Israel's power of deterrence and is a violation of the coalition agreement signed with his party, National Union-Yisrael Beitenu, explaining that the coalition agreement specifically states that Mr. Peres may not engage in private negotiations "as he did prior to the signing of the Oslo Accords."
As a follow-up to the Israel-PLO meeting, representatives of the two sides have agreed to meet tonight at the home of U.S. Ambassador Martin Indyk. Representing Israel, among others, will be General Security Service chief Avi Dichter. Mohammed Dahlan and Jibril Rajoub will represent the PLO. On Feb. 11, Arutz-7 reported that the victims of the Nov. 20th Kfar Darom terrorist bus bombing - in which Miri Amitai and Gabi Biton were killed, three Cohen children lost limbs, and others were wounded - launched a suit against Dahlan and Yasser Arafat for 100 million shekels ($24.5 million). The suit, which was submitted to the Jerusalem District Court, accuses Dahlan - who heads the "Palestinian Preventive Security Services" - of planning and facilitating the attack on the bus. While serving as opposition leader, Ariel Sharon called on the Barak government to assassinate Dahlan for his role in the attacks.
2. ARAFAT A MUCH-SOUGHT-AFTER PERSONALITY
Three left-wing MKs: Zehava Gal'on (Meretz), Naomi Chazan (Meretz),and
Collette Avital (Labor), visited PLO chieftain Yasser Arafat in
Ramallah today. Speaking with Voice of Israel radio prior to the
meeting, Avital said that the group's goal was "to renew dialogue
between the sides and to stop the cycle of violence." During the
meeting, MK Gal'on reportedly conveyed a message to Arafat from
Defense Minister Ben-Eliezer. Two days ago, Labor MK Yossi Katz, too,
went to speak to Arafat, and later said that he did so with the
blessing of a government figure whom he did not identify. Yesterday,
Tekoa rabbi Menachem Furman was disappointed when, after being picked
up at home an official Arafat escort, he was stopped at a nearby IDF
roadblock and not allowed to proceed further.
Late this afternoon, the Prime Minister's Office finally confirmed today's Ma'ariv report that Ariel Sharon's son, Omri, met with Yasser Arafat on Sunday in the latter's Ramallah headquarters. Yossi Ginossar - known for his intimate business connections with PLO officials - also attended the meeting. Sharon's office stated that Omri Sharon conveyed an unequivocal demand to Arafat to call a halt to the PLO mini-war in Judea and Samaria and Gaza. The Council of Jewish Communities in Judea, Samaria and Gaza (Yesha) expressed concern that the Sharon-Arafat meeting is just the first step in a return to diplomatic negotiations with Arafat.
3. SAMIYEH: "WE TOLD THEM SO"
Maj.-Gen. (res.) Yom Tov Samiyeh says that the IDF knew as early as
three years ago that the Arab forces in Yesha were in possession of
hundreds of mortar shells. According to the former head of Southern
Command and IDF commander in the Gaza Strip, the army conveyed the
information to government officials, who chose to ignore it and opt
instead for a continuation of the Oslo process. "The error was in not
arriving at the proper conclusions from Arafat's failure to live by
the Gaza/Jericho agreements [at the outset of Oslo]," he said. "The
IDF pointed out the PA's increasing acquisition of arms, but the
government's answer always was: 'Let's move forward!' Samiyeh
recalled.
4. PLO MEDIA OFFENSIVE DIRECTED AT U.S.
Days after the recent appeal by US President Bush to Yasser Arafat to
speak out against the ongoing violence against Israel, Palestinian
Authority newspapers have gone on the rhetorical offensive against the
United States. So reports Dr. Itamar Marcus' Palestinian Media Watch.
PMW has released a copy of a caricature published by the official PA
daily, Al-Hayat al-Jadida this past Sunday entitled "Teacher and
Students." In the cartoon, US President Bush and Secretary of State
Powell are portrayed as students of Prime Minister Sharon, who is
conducting a class on how to murder Arab children.
PMW also notes that an article appearing two days earlier blames the US for last week's Israeli attack on Arab military targets in retaliation for the murders of 10 month-old Shalhevet Pass, 15 year-old Eliran Rosenberg and 14 year-old Naftali Lantzkoren. The article describes anti-American demonstrations, including flag burnings and public calls for attacks on U.S. interests by a Palestinian official. The text of the article is follows:
"Following the Israeli attack there is a noticeable sense of rage in the Palestinian street and condemnation of American assistance to the Zionist military machine. More and more voices are calling for revenge against the occupation and attacks on American interests in the Arab world. Enraged masked men in Alminara Square burned a model of an Israeli bus, flags of the occupier [Israel] and American flags.
"Sakhar Habash, a member of the Central Commission the Fatah Movement [Arafat loyalists], spoke on behalf of the national and Islamic forces. Habash said that the Black House, meaning the White House, bears responsibility for the killing, destruction and siege directed against our people. Habash said that in response to the recent American veto at the United Nations [of a proposal to send an armed observer force to Judea, Samaria and Gaza] as well as the attempt to justify Israeli crimes, American interests in the Arab homeland should be threatened..."

1. LEADING TERRORIST WIPED OUT
A leading Islamic Jihad terrorist, Iyad Hardan, was killed this
afternoon in what is presumed to be an Israeli liquidation. He was
considered to be one of the most widely wanted Palestinian terrorists,
responsible for dispatching several suicide terrorists and carbombs
over the past several years. Most notably, he directed one of the
Machaneh Yehuda market bombings in 1998, in which two people were
killed and 21 were wounded.
Hardan was imprisoned for a while by the Palestinian Authority, but was released six months ago when the current war started. He was killed by an explosion in a public phone booth near the former Israeli Administration offices in Jenin. His boss was similarly killed by Israeli forces three months ago. Jihad leaders promised today to avenge the killing.
2. CRITICISM OF GOVERNMENT'S TALKS WITH P.A.
Voices on the right, and even within the Likud, are critical of the
negotiations that the Sharon government has initiated with the
Palestinians. Although Sharon says that the talks are not diplomatic
in nature and deal only with the need to stop the violence, Likud MK
Michael Eitan says that Sharon was elected with a national mandate to
wage a totally different policy than that of Ehud Barak. "Sharon
promised not to talk with Arafat as long as the warfare continues,"
Eitan said. In addition to the Yaalon-Dahlan talks in Tel Aviv last
night, Sharon's son Omri met with Arafat on Sunday in Ramallah, and
Foreign Minister Shimon Peres met in Athens yesterday with PA seniors
Nabil Shaath and Saeb Erekat.
The Yesha Council, too, is not happy with the Israeli-Palestinian meetings. The Council convened last night and called upon Sharon to apologize to Ehud Barak for criticizing him for "conducting talks under fire." Council leaders will meet with the heads of all the right-wing parties next week to discuss what protest measures will be taken against Sharon.
Uri Shani, director of the Prime Minister's Office, said that the talks are designed only to prevent terrorist attacks, and called upon the public to be patient. "In the end, Sharon will put an end to the terrorism," Shani promised.
Minister of Infrastructures Avigdor Lieberman (National Union-Yisrael Beiteinu) spoke with Arutz-7 today about the talks and the criticism thereof: "I can't deny that there is some feeling of discomfort, but on the other hand there is clearly a change from the previous government - for instance, the actions against Force 17 and Islamic Jihad, with the accompanying results... I can only say that Sharon told us categorically yesterday that there are no diplomatic talks, but only an attempt to reach security coordination. The impression is that the Israeli side stood our ground on these issues... I'm not totally unperturbed, but we knew ahead of time that this government is comprised of parties other than ourselves, and some compromises are required... I would have liked to see more determination and more initiatives."
3. NO JEWISH PRAYER ON TEMPLE MOUNT THIS PASSOVER (AS OF NOW)
The Supreme Court today rejected a request by the Temple Mount
Faithful to be allowed to pray on the Temple Mount during this coming
Passover holiday. The judges accepted the government position that
allowing the Jews to pray there could cause riots. The Prime
Minister's Office announced today that Sharon has instructed the
security forces to "find the way to allow Jews to enter the site."

*** SPECIAL INSERT: LETTER FROM THE PRESIDENT TO HEVRON
1. AMERICAN SENATORIAL SUPPORT
Eighty-seven of the 100 U.S. Senators have sent a letter to President
George W. Bush requesting that he not invite PA leader Yasser Arafat,
at least until after the White House completes a reassessment of its
relationship with the Palestinian Authority. The letter, initiated by
Senators Sam Brownback (R-KS) and Joseph Biden (D-DE), urges the Bush
Administration to consider putting Arafat's Fatah Tanzim and Force 17
on the official U.S. list of terrorist organizations. A similar
letter is circulating in the U.S. House of Representatives, initiated
by Reps. Henry Hyde (R-IL), Chairman of the House International
Relations Committee, and Ben Gilman (R-NY), Chairman of that
Committee's Middle East Subcommittee.
The Brownback-Biden letter notes that "many of the attacks [against Israel] are well-planned operations involving the highest levels of the Palestinian security forces, openly led by the PLO's own militia, the Tanzim." The letter also points out that "Arafat's release from detention since July of over 130 members of the most radical anti-Israel groups directly involved in attacks against Israelis has resulted in the commission of many acts of terror. It is time that the leadership of the Palestinian Authority speak and act against the continuing violence and terrorism, or face a significant change in our relations with them."
The Zionist Organization of American reports that many leading Israeli
figures have said recently that the PA is "a terrorist body" - most
notably including Prime Minister Ariel Sharon, quoted in The New York
Times on March 28. Arafat himself has often called for the
continuation of the Jihad and the like.
*** SPECIAL INSERT: LETTER FROM THE PRESIDENT TO HEVRON
Defense Minister Binyamin Ben-Eliezer, together with his Deputy, Dalia Rabi-Pelosoff, visited Hevron yesterday; Hevron spokesman Noam Arnon later said, "Our only request was that the army take over Abu Sneineh. We showed him the Hevron Agreement, which states that Abu Sneineh must be a security zone, and that there must be an Israeli patrol presence there to prevent shooting attacks upon us; that clause is simply not being implemented... Ben-Eliezer said that the army would do everything to maintain our security, but did not answer us directly about Abu Sneineh."
On March 29, three days after ten-month-old Shalhevet Pass was murdered by a Palestinian sniper from the Abu Sneineh hills in Hevron, President Moshe Katzav wrote the following letter to Rabbi Hillel Horowitz of the Jewish Community in Hevron:
Greetings. I thank you for your letter and your good wishes, and I am happy to send my greetings in honor of the Holiday of Freedom and the Holiday of Independence to those who are renewing the Jewish presence in Hevron and to all the residents of the City of the Patriarchs.
You are experiencing a difficult period, involving great personal danger. You are deserving of great praise for your strong stand during this difficult hour, and I praise you for your cooperation with the security forces.
The entire nation shares in your heavy sorrow on the tragedy you experienced with the terrible murder of the baby Shalhevet Pass, of blessed memory. We all pray that you know no further sorrow, and that "the Nation of Israel will live in safety."
I call upon you to take action to prevent small and marginal groups from harming the security forces and the Arabs.
Your dedication on behalf of national and historic values, and on behalf of the Nation of Israel, is a special model for all, and the pioneer spirit that rings within you strengthens the spiritual power of the Nation.
Hevron, the City of Patriarchs, where the foundations of Israel's
spiritual and political tradition were laid, has always been,
throughout the generations, a focus of attraction and longing for the
Jewish People. Jews always lived here, except when pogroms drove them
away.
The Jewish Community of Hevron was re-established with the support of the governments of Israel, with belief that there could be Jewish-Arab co-existence in the City of Patriarchs with mutual respect and respect for the rights of one another.
I would like to encourage you during this difficult hour of security tensions, and please transmit my feelings of admiration to the residents of the city and participants in your entire enterprise.
