1. JORDAN VALLEY APPREHENSIVE OVER NORTH DEAD SEA LOSS
In a letter to Prime Minister Netanyahu, the Jordan Valley Communities
Council says that the reports of a transferal of the northern Dead Sea area
to the Palestinians are very detrimental.  "The abandonment of the northern
Dead Sea region," reads the letter, "will bring about the collapse of the
settlements in the area.  We ask you to remove any doubt over the matter by
clarifying to the public the importance of the Jordan Valley, as you have
in the past."  The security cabinet began deliberations on the
permanent-status arrangements with the Palestinians on Wednesday.

2. PA POSTAL PROVOCATION PREVENTED
The Civil Administration prevented the unauthorized opening of a
Palestinian Authority post office branch yesterday opposite the Machpela
Cave.  A senior military source said that the opening of the office in
Israeli-controlled Hevron was well-planned to provoke the Jewish community
there.  A Palestinian flag would have flown there, a uniformed guard would
have stood outside, and the office would have been open on Saturdays when
many Jews walk by on their way to prayers at the Machpela Cave.  IDF forces
deployed at the site yesterday, declared it a closed military zone, and
instructed the Palestinian official who came to dedicate the branch to
leave.  The Hevron agreement determines that the opening of any public PA
institution within Israeli territory that could cause a disturbance to the
public must have advance Israeli approval.  The Palestinians made no effort
to even inform Israel of their plans to open the office.

3. DEMAND TO CLOSE TWO ILLEGAL PALESTINIAN UNIVERSITIES
The B'Tzedek peace-watch and civil rights organization has filed a Supreme
Court suit against the Prime Minister, the Education Minister, and the
Public Security Minister.  The issue: the continued operation of two
universities established illegally by the Palestinian Authority in eastern
Jerusalem.  The suit claims that the universities are operating in
violation of both the Higher Education Council law and the Jericho and Gaza
agreement.  The plaintiffs further claim that the government is well aware
of these violations, but chooses to ignore them.
 
4. TEMPLE MOUNT PRAYERS ON WEDNESDAY
The Zo Artzeinu movement has announced that it will conduct visits to the
Temple Mount this coming Wednesday, the 30th anniversary of the
reunification of Jerusalem.  The leaders ask that those who wish to
participate come to the meeting point at Mughrabim Gate after having
immersed in a mikveh (ritual bath) and wearing non-leather shoes.  They
note that there will be instructions as to the locations that are permitted
for entrance by Jewish law.  The first tour will depart at 8:30 AM.  The Zo
Artzeinu announcement reads, "We will stand up for our right to go up to
the Mount and to pray for the survival of the people of Israel in their land."

SENIOR PALESTINIAN OFFICIALS CONTINUE 
TO INCITE AGAINST ISRAEL IN VIOLATION OF OSLO

THE AGREEMENT
Under the terms of the Oslo Accords, the Palestinian Authority (PA) is
obligated to refrain 
from incitement against Israel and to take measures to prevent others from
engaging in it. 

In his exchange of letters with Prime Minister Yitzhak Rabin on September
9, 1993,  Chairman Yasser Arafat wrote, "the PLO renounces the use of
terrorism and
other acts of violence and will assume responsibility over all PLO elements
and personnel in order to assure their compliance, prevent violations and
discipline violators."

The Interim Agreement (Oslo 2) of September 28, 1995 (Article XXII) states
that Israel  and the PA "shall seek to foster mutual understanding and
tolerance and
shall accordingly abstain from incitement, including hostile propaganda,
against each other and, without derogating from the principle of freedom of
expression, shall take legal measures to prevent such incitement by any
organizations, groups or individuals within their jurisdiction." 
	
In the Note for the Record which accompanied the Hebron Protocol of January
15, 1997,  the Palestinians reaffirmed their commitment regarding, "Preventing
incitement and hostile  propaganda, as specified in Article XXII of the
Interim Agreement."
 
THE VIOLATIONS
Following are recent statements made by Palestinian officials which
constitute incitement 
and hostile propaganda against Israel. Such statements are a violation of
the Oslo Accords.
                                 
"Oh our beautiful land imprisoned in a cage and surrounded by wolves,
 My shaded garden, the tormentors have destroyed you, 
 and the dogs have settled in you, O Jerusalem, O my city,
 With my notebook and pencil and the fire of my rifle I will 
shatter the cage,  I will kill the wolves and plant the flag,
 The dogs will not bark in the heroic cities."

radio station of the Palestinian  Authority, on May 22, 1997 
during the morning news program "A New Day". It
was read as part of a series of "Songs of the Homeland". 
The same poem was read on the Voice of 
Palestine during the September 1996 riots, in which 85 Israelis and
Palestinians were killed.

1. THIRD ARAB LAND-DEALER CUT DOWN BY ARABS
Ali Mahmud Araf Jamhur, 32, an Israeli citizen living in Shuafat,
Jerusalem, who sold a house to the Jewish group Elad, was shot to
death yesterday near Ramallah.  He is the third Arab land dealer to
have been murdered in the past few weeks.  The Palestinian Authority
has denied any involvement in the killing, but Minister of Public
Security Avigdor Kahalani said today that there is no doubt that
Yasser Arafat gave the order to kill Jamhur; he ordered an intense
police investigation into the murder.  Prime Minister Binyamin
Netanyahu stated today that the killing poses a great question mark as
to the intentions of the PA to attain a peace agreement with Israel.  

Jamhur sold a house in Abu Tor to Elad six months ago.  The original
owners published a notice in the Arab press, saying they did not know
that Jamhur dealt with Jews.  Last week, Jamhur received a phone call
at his place of employment in a restaurant in Clal Center in
Jerusalem, telling him to appear for interrogation at the Palestinian
GSS in Ramallah.  He was released after two days, and he told his
family that his interrogators told him there was no evidence against
him.  Yesterday, he left his home at 10 AM, and his body was found
four hours later outside of Ramallah. 

Evyatar Cohen, of the Elad group, told Arutz-7 today that the Arabs of
eastern Jerusalem are fearful for their lives, because "even if you're
only suspected of dealings with Jews, you can be taken to the
Palestinian GSS offices, and brutally beaten up, and likely killed a
few days or hours later."  He blamed Israel for not doing anything to
stop the killings.  He said, "[PA official] Abu Medein recently said
that even Israeli Arabs will be killed if they sell land to Jews.  If
I were to announce over the radio that certain people should be
killed, I would find myself behind bars within an hour.  So why should
Abu Medein, and many other PA officials, be any different?   If they
again act like terrorists, they should be treated as such.  And if
Israel cannot act against them officially, then there are unofficial
ways to deal with them, as was done with Abu Jihad."

2. ISRAEL ARRESTS PA SECURITY AGENTS
Israel Police have detained six suspects, agents of Jibril Rajub's
Palestinian security forces, who allegedly attempted to abduct two
Arabs this past Friday night.  The two nearly-kidnapped Arabs,
residents of the village of Hizmeh, near the north-Jerusalem suburb of
Pisgat Ze'ev, were targeted because of their land-dealings with Jews.

3. SYRIA WILLING TO TALK WITHOUT WITHDRAWAL
A report in Maariv newspaper today states that Syria no longer demands
a total withdrawal from the Golan Heights as a precondition for the
renewal of talks.  The Syrians indicated as much in a secret letter to
Jerusalem which was delivered by the Russian Ambassador in Israel. 
Diplomatic sources expressed satisfaction at the development.

4. EL-BAZ RETURNS
Osama el-Baz, diplomatic advisor to Egyptian President Mubarak, will
arrive today in Jerusalem, and will meet again with Prime Minister in
Netanyahu. Sources in both Jerusalem and Gaza are not optimistic that
el-Baz's efforts to bring about the renewal of talks between Israel
and the Palestinians will succeed.

1. MINISTERS PLAN STRATEGY AGAINST PA-SPONSORED MURDERS
A team of senior government Ministers met today to discuss the issue
of the murder of the Arab land-dealers.  Minister of Public Security
Avigdor Kahalani said following the meeting that practical decisions
were made, and they will be felt in the field within a few days. 
Kahalani has attributed the responsibility directly to Yasser Arafat. 
The PA has officially denied any connection to the killings, but Head
of the Justice Portfolio Abu Medein announced today that the murders
will continue.  Abu Medein accused the Israelis of carrying out the
assassinations.

American Ambassador to Israel Martin Indyk expressed his opinion today
that the murders of the land-dealers will severely hurt the interests
of the Palestinian Authority.  David Bar-Illan, Director of Policy
Planning in the Prime Minister's Office, said today that the
government may call off the talks with Arafat until the law forbidding
land sales to Jews is annulled. Minister of Defense Yitzchak
Mordechai, however, said that the diplomatic process will continue
despite the killings.

2. ANOTHER ATTEMPT TO ABDUCT ARAB REAL ESTATE
 AGENT

In addition to the murder of the Arab land-dealer on Saturday (the
third murder of this sort), and in addition to the six agents of
Jibril Rajub who were arrested Friday night for attempting to abduct
two suspected land-dealers, Arutz-7 has learned that yet another
abduction has been averted.  Late Saturday night, three PA policemen
attempted to break into the home of Muhammad Abu Meleh, in Samir Amis,
near Atarot, in Palestinian-controlled territory.  The home is near an
Israeli army camp, and family members were able to raise a ruckus that
attracted the attention of IDF soldiers, who arrived on the scene,
while the Rajub men departed. When they later returned, Abu Meleh had
already left for a hideout; the Israeli police are now protecting him
- as well as other Israeli-Arabs, from the long arm of the Palestinian
police.

3. LANDAU RE  KILLINGS
MK Uzi Landau (Likud) told Arutz-7 today that the murder of the
land-dealers is not a diplomatic issue as much as one of simple law
enforcement.  "I am surprised at Minister of Defense Mordechai, who
said that the issue requires urgent diplomatic treatment.  This is an
issue of law.  Whoever cannot protect his own citizens from killings -
and we see that Israeli-Arabs are also threatened - is simply not
worthy to rule," said Landau.  Arutz-7 spoke with him in New York,
where he represented Israel at yesterday's Salute to Israel concert. 
Speaking about the concert, he said, "American Jewry has shown its
support and unified stand for the Jewish nation's struggle for a
unified Jerusalem under exclusive Israeli sovereignty."  

4. EITAN DEMANDS ACTION AGAINST ARAB VANDALS
Minister of Agriculture Rafael Eitan claims that the IDF has abandoned
the orchards of the Jordan Valley community of Vered Yericho to
Palestinian Authority-backed terrorists.  "There is no peace, and no
security," he said, warning that the Tsomet party, which he heads, may
quit the coalition if the government does not take stronger measures
against Palestinian violations of the Oslo agreement.  Two days ago,
1200 vines were uprooted from the orchards of Shimon Cohen of Vered
Yericho.  He told Arutz-7 today that the tracks were clearly traceable
to autonomous Jericho, and that this was the fifth time this type of
damage had been done to him.  Cohen said that next year he was to
harvest the grapes for the first time.  He said, "I don't want
anything from the government, except that they should protect my
business.  My Arab friends in Jericho told me straight out, 'Whoever
kills Jews is an idiot.  All we have to do is rob them and ruin them
financially, and they'll get up and leave on their own."

5. WORSHIPERS VISIT JOSEPH'S TOMB
Hundreds of worshipers visited Joseph's Tomb in Shechem over the
course of the night, and additional hundreds are expected to arrive
today.  According to Jewish tradition, today, the 41st day of the Omer
period, is dedicated to the memory of Joseph.

6. THIEF-OWNER NEGOTIATE PRICE
Five cars were stolen over the weekend from the Nahariya area and
smuggled into the Palestinian autonomy.  The owner of one of the cars
called his cellular phone and was told by the thief that he can get
his car back if he came to Jenin and paid him NIS 5,000.

1. GOV'T BEGINS TO ACT AGAINST PA MURDERS
After a day of deliberations, Prime Minister Netanyahu has ordered the
issuance of a warrant for the arrest of a senior figure in the
Palestinian Authority - apparently Toufik Tirawi, head of
intelligence.  The police yesterday showed Mr. Netanyahu strong
evidence indicating that Tirawi is directly responsible for the recent
murder of the Arab land-dealers.  Other lower-level Palestinian
Authority figures will be arrested in connection with this issue, but
the order to arrest Tirawi was held up by considerations that it may
arouse strong opposition and worsen relations with the PA.  The Prime
Minister met yesterday with Defense Minister Mordechai, Public
Security Minister Kahalani, GSS Chief Ami Ayalon, and Police
Commissioner Assaf Chefetz on this issue.

In the Knesset today, several MKs spoke out against the murders of the
Palestinian land-dealers.  David Azulai of Shas said, "Look and see
who we are negotiating with - people without simple respect for human
life." Rehavam Ze'evi of Moledet demanded that the government
"severely punish" the PA for the murders. 

2. PA TO PASS LAW AGAINST LAND-SALES
The Palestinian Legislative Council is expected within two weeks to
officially pass the law providing for capital punishment to dealers
who sell land to Jews.  Shlomo Filber, Deputy Chairman of the Yesha
Council, told Arutz-7 today that the law is a violation of the Oslo
agreement on a number of accounts. "The Oslo agreement specifically
states that the PA may not pass any law that has not been approved by
Israel," said Filber. "Secondly, no law may contradict existing laws
in Judea and Samaria, or the Oslo agreement itself.  The agreement
states that the land rights of Israelis and Israeli companies, even
within Palestinian-controlled territory, must be preserved.  This new
law violates all of the above." The law also calls for 'life
imprisonment with hard labor' for foreigners who participate in
transactions of this type.  "This could be you and me," said Filber,
referring to Jews who have bought land in Yesha. 

3. SECRET JERUSALEM AGREEMENTS
On the topic of the flagrant police activity of Jibril Rajub and his
men in eastern Jerusalem, Filber (see above) said that this is a
result of two secret agreements between the previous government and
Palestinian security organs.  He said his information is based on
foreign sources, oral confirmation from Palestinian sources, and
strong circumstantial evidence. One of the secret agreements came
about when Rabin and the Palestinians disagreed on the topic of the
Palestinian security responsibilities in Judea and Samaria: Rabin was
willing to grant these only in the cities from which the IDF withdrew,
while Rajub demanded control also over the remaining areas.  The
solution was the "Palestinian Preventive Security Forces," providing
for armed plainclothed Palestinian agents to patrol 400 villages
throughout Yesha - including, apparently, Jerusalem.  This enabled
Rabin to "officially" allow Palestinian security control over only 3%
of the area, when in fact it was infinitely greater.

In addition, Rajub and Muhammad Dahlan (head of Palestinian security
in Gaza) met in Rome with then-GSS head Yaakov Peri and then-IDF
Deputy Chief of Staff Amnon Shachak (presently Chief of Staff), where
they agreed to maintain cooperation between the Israeli and
Palestinian Security Services.
 Again, this apparently also included Jerusalem.  "For instance,"
 recounts
Filber, "it once happened that then-O.C. Central Command Maj.-Gen.
Ilan Biran refused to allow Rajub to enter Jerusalem.  Within five
minutes, Rajub reached Shachak on his cellular phone, and Rajub was
permitted to enter."    The police often found themselves
"mysteriously" ordered to refrain from acting against Rajub's men.

Filber pointed out that in the last two months, the government and
police have redoubled their efforts against the Palestinian police in
Jerusalem. The government decided yesterday to establish three new
police stations in eastern Jerusalem, with 400 policemen, as part of
these efforts. "It will be a hard struggle," Filber concluded.

4. INTERIOR MINISTRY OFFICE IN EASTERN JERUSALEM RE-OPENED
Minister of the Interior Eli Suissa arrived this morning at the branch
office in eastern Jerusalem.  The office had been closed for the last
several days after some of the employees had received death threats
from Palestinian elements.  Suissa came to examine the new security
arrangements there, and promised the employees that they would be
protected.  He said, "Most of the population here wants this office to
remain open, although unfortunately many of them are afraid to speak
out.  It is true that the Arab employees face a threat, but they want
to continue working here.  We will provide the necessary security, and
this office will remain open." Arutz-7's correspondent asked Suissa
whether his visit this morning, together with yesterday's decision to
deploy 400 more policemen in eastern Jerusalem, represents a
governmental decision to renew the re- unification of Jerusalem. 
Suissa answered, "We don't have to re-unify the city again. It is
presently unified. But there is a feeling of a weakening of security
in certain points, and we'll be working on that.  There's no need to
hide the fact that this office is critical to our sovereignty over the
entire city.  We will not give in to threats, we will stay here, and
no one will banish us."

5. LABOR PARTY PRIMARIES
The polls are open today in hundreds of branches of the Labor party
throughout the country, for 166,000 eligible voters in the primaries
for party chairman.  The surveys predict a victory for Ehud Barak over
his three opponents Yossi Beilin, Shlomo Ben-Ami, and Ephraim Sneh. 
The winner must garner at least 40% of the vote; Barak is expected to
receive some 55%, with Beilin in second place with less than 20%.  The
victor today will automatically be the party's candidate for Prime
Minister in the next national election, unless, in an extraordinary
move, the party secretariat votes to replace him.  Final results may
be known as early as midnight.

6. NETANYAHU SAYS CONSTRUCTION WILL CONTINUE
Prime Minister Netanyahu said today that construction in the Jewish
communities in Yesha continues "because there is a demand for it."  He
said that there are hardly any unoccupied apartments in Yesha, and
added that the construction in Pisgat Shmuel (Har Homa) will continue.
 The Prime Minister, speaking at a meeting of the coalition Knesset
factions in honor of the first anniversary of the formation of the
government, said that he thinks the diplomatic process with the
Palestinians will continue, despite the present tensions, and that we
will be able to reach an agreement that the whole country will
support.  He also said that there is a need to increase the number of
communication and media channels, so as to prevent a portion of the
Israeli public from feeling "left out" by the media.  

7. JERUSALEM CELEBRATES
Celebration of Jerusalem Day - on which, 30 years ago, the city of
Jerusalem was reunified with the liberation of the Old City during the
Six-Day War - begins tonight.  Some of the events: * At 7 PM, a large
gathering of thousands of soldiers and youth will be held at Sultan's
Pool. * Festive dancing will be held in Yeshivat Beit Orot in eastern
Jerusalem at 10:30 PM; the yeshiva has made a last-minute urgent call
for increased attendance, as the Arab neighbor whose property was to
be used for the event backed out because of death threats received
from the Palestinian Authority.  * Yeshivat Merkaz HaRav Kook will
commemorate the holiday with the participation of the Prime Minister,
and the thousands of students and guests will begin their traditional
walk to the Western Wall at around midnight.  * Tomorrow throughout
the day, Zo Artzeinu will sponsor organized tours, in accordance with
Halakhah (Jewish Law), for prayer on the Temple Mount. * The
municipality is sponsoring a public celebration tomorrow at 3:30 PM,
featuring a public march from Sakker Park to the Western Wall.  * A
memorial ceremony will be held at Mt. Herzl for the 700 IDF soldiers
who fell in the Six-Day War. * A central public commemoration will be
held towards evening at Ammunition Hill, with the participation of
President Weizmann and Prime Minister Netanyahu.  * A protest
demonstration/march against the transfer of parts of Jerusalem to the
Arabs will begin at 9 AM at Ammunition Hill, featuring a "mock wall"
at the site of the former Mandelbaum Gate (which divided the two parts
of the city before 1967), a life-size Trojan horse symbolizing the
Orient House outside the Orient House, dancing outside Damascus Gate,
and culminating with an ascent to the Temple Mount.

8. BILL TO RECOGNIZE JERUSALEM DAY PASSES COMMITTEE
MK Chanan Porat (NRP) submitted a proposal to the Knesset Law
Committee yesterday, according to which the day of the re-unification
of Jerusalem - the 28th of Iyar (which falls tomorrow) - shall be
established as a national holiday.  The Committee decided to present
the proposal to the Knesset for a first reading, over the objections
of the opposition.  MK Yael Dayan (Labor) said that certain sectors of
the population view the unification of Jerusalem as a symbol of
conquest.  MK Dedi Zucker (Meretz) said that the day has been
"confiscated by Religious Zionism."

9. FOREBODINGS CAME TRUE
Former Norwegian government minister Kaare Kristiansen, who resigned
from the Nobel Peace Prize Committee three years ago when it decided
to award the Peace Prize to Yasser Arafat, is visiting Israel as part
of his efforts to bring about the transfer of embassies to Jerusalem. 
He said that Israel is the only country to be "insulted" in this way
by not having other countries locate their embassies in its capital. 
Kristiansen told Arutz-7 that "my forebodings of three years ago have
come true."  He cited the corruption in the Palestinian Authority, the
continued terrorism, and the recent killings of the Arab land-dealers
as examples.  

To educate, train and equip for study both the Jew and Non-Jew 
in the Rich Hebraic Heritage of our Faith.
