1. ONE SOLDIER DEAD IN HIZBULLAH MINE ATTACK
First Sgt. Yaakov Algamis of Jerusalem was killed, and three soldiers were 
lightly injured, when their tank hit a mine in Southern Lebanon last night.
The evacuation of the wounded from the tank took two hours.  Yaakov
Algamis will be buried this afternoon at 6 PM at Mt. Herzl in Jerusalem. 

The incident began when an infantry unit noticed suspicious movement, and
alerted the tank.  IDF forces fired at nearby Hizbullah bases, but took
pains not to shoot at the nearby village of Beit Yahun, from where the
terrorists apparently originated.  Of late, Hizbullah has increased its use
of civilian villages as bases for their terrorist operations.

2. HEVRON RIOTS CONTINUE
The riots in Hevron are into their third day.  An explosive was thrown at
an IDF patrol jeep in the city; no one was hurt.  Palestinian policemen,
armed with pistols, took up positions at the T-junction not far from Gross
Square, in blatant violation of the agreement.   IDF Judea and Samaria
Commander Maj.-Gen. Gabi Ophir and O.C. Central Command Maj.-Gen. Uzi Dayan
have arrived at Beit Hadassah to personally observe the situation.  Hevron
spokesman Moshe Ben-Zimra told Arutz-7 that hundreds of Arabs, in rotation,
stand on the Shalalot Street behind Beit Hadassah, Beit Hason, and Beit
Castel, and throw rocks and firebombs into those buildings:  "Mr. Netanyahu
promised that there would be joint patrols and buffer zones, both of which
do not exist for all practical purposes.  The army says that it can't put
soldiers on joint patrols in the middle of Arab territory at times like
this, which is exactly what we said when the Hevron agreement was being
negotiated.  The situation is deteriorating quickly."

3. ESTIMATE: RIOTS DEPEND ON IDF RESPONSE
A senior military source in the Southern Command estimates that only a
strong reaction on the part of the IDF to the Palestinian provocations of
the last few days will prevent Yasser Arafat from escalating the violence
to even greater heights.  Other media reports confirm that Arafat has not
yet decided whether to escalate the disturbances, and that his decision
depends largely on the IDF reaction.  The source also said that the
Palestinians have reneged on an agreement wherein they would evacuate the
tents they erected near Morag (contrary to what was reported yesterday) in
return for the right to pass through the fence that circumvents the Morag
greenhouses.  
 
4. FOURTH LAND DEALER FOUND DEAD
A fourth Arab real estate agent has apparently been murdered by the
Palestinian Authority.  Hakim Halhawi of Shechem was arrested a month ago
on suspicions of having sold lands to residents of Kedumim.  He died
mysteriously yesterday in the interrogation quarters of Colonel Tirawi in
Jericho.  He was buried in Shechem last night.

5. FATAH CONDEMNS AMERICAN DECISION, JUSTIFIES TERROR
The Fatah arm of the PLO broadcast over the Voice of Palestine Radio a
sharp condemnation of the American House of Representatives' decision
regarding Jerusalem.  The statement said that the American decision is an
"act of aggression."  It called the policy of Jewish settlement in Judea
and Samaria is "organized terror against the Palestinians," and therefore
they may "respond to this terror with all means of terror."

6. NETANYAHU AND SHARON DISCUSS PERMANENT STATUS
Prime Minister Netanyahu and Minister of Infrastructures Ariel Sharon met
yesterday in the King David Hotel, but not for the purpose of discussing
the recent rumors that Sharon may soon replace Dan Meridor as Finance
Minister.  (Sharon said, in fact, that he is not interested in such a move,
and that he would like for Meridor to continue to serve in the government;
the Prime Minister has also denied the rumors.)  The Prime Minister and
Minister Sharon discussed the permanent-status arrangement in Yesha, a
subject which they discussed several times last week.  Consternation was
expressed in the office of Minister of Defense Yitzchak Mordechai, who is
visiting in the United States this week.

7. SEARCH FOR CONVERSION COMPROMISE INTENSIFIES
A committee has been established to find a solution to the problem of the
Conversion Law.  The members are Prof. Yaakov Ne'eman, former justice Tzvi
Tal, and Rabbi Dr. Aharon Lichtenstein.  Representatives of the Reform
movement in the U.S. met yesterday with Prime Minister Netanyahu - who
explained to them his coalition responsibilities, but said that he is
searching for a compromise - and today with Industry and Trade Minister
Natan Sharansky.  They are also scheduled to meet today with former Chief
Rabbi Avraham Shapira.  Rabbi Shapira told Arutz-7 today, "I  am happy to
meet with any Jew.  The only thing I object to is when they bring non-Jews
into the religion."  Arutz-7 also spoke today with Israeli Reform Rabbi
Yehoram Mazor, who said that the Conversion Law affects Jews all over the
world, and that world Jewry should have a say in it.

8. MAYOR RAGER, 65
Be'er Sheva Mayor Yitzchak Rager, who passed away on Shabbat at the age of
65 after an illness, will be buried this afternoon in the old cemetery in
the city.
 
9. HANEGBI SPEAKS
Justice Minister Tzachi Hanegbi spoke with Arutz-7 today, following
yesterday's Supreme Court rejection of the requests to discharge or to
indict him.  An abridged transcript follows:

Q: I assume that last night you slept better than at any time in the past
five months.
A: Probably so, although I am so tired that I couldn't really compare.

Q: Looking backwards over this period, how do you sum up what happened in
this story  known as the Bar-on/Deri affair?
A: I think it is still early to sum it up.  It has not yet ended, as the
investigation into Head of the Prime Minister's Office Avigdor Lieberman
has not yet concluded, and MK Aryeh Deri still faces a hearing, and
therefore I think that my best course is to continue to be silent on this
issue.

Q: But as far as you are concerned, are you satisfied with the conclusions
reached by the Supreme Court?
A: As for myself, yes, certainly I am happy, with the conclusions of the
Attorney-General, and the State Prosecutor's Office, and the Supreme Court
yesterday.

Q: Do you think that this story ever should have been investigated,
especially in light of other faults that have recently been uncovered in
other Attorneys-General? Was this really something for the police?
A: If it had not been investigated, we never would have been sure.
Especially when it became such a matter of public interest, with
particularly Channel One of the television leading the campaign.  It is
also good from our point of view, from the Prime Minister's point of view,
to have received this stamp of approval, because otherwise the opposition
would have continued with their allegations up until the next elections,
which could have hurt us.

Q: You mentioned the media. Many Likud supporters are very disappointed
that a year after the elections there has still not been a change in the
media. What was, is; what will be?
A: I am a senior partner to this disappointment.  It is totally illogical
that people who are bidden to be objective and professional become enslaved
to a one-sided way of looking at things - for instance in this last affair
- and I don't know if it's on a political background, or ideological, or
maybe even their ego is at stake because of some "scoop" that they think
they found.  I am particularly disappointed with the news department -
except for people like Nissim Mishal or Dan Margaliot who are always
objective and know how to keep their own opinions out of their work (and I
don't think they voted for our government) - the news department in general
is very disappointing in this regard.

Q: Can you explain why you should not vacate your position of Justice
Minister in favor of your predecessor Yaakov Ne'eman, who resigned only
because of charges against him that later proved to be false?  You yourself
said that you are receiving the post only as a temporary deposit.
A: I was appointed to the position unconditionally, as was Yehoshua Matza,
who replaced me in the Health Ministry.  It is nothing personal against
Yaakov Ne'eman - we were all very happy to hear of his acquittal - but
politically I have expressed my opinion that the ministerial positions of
the Likud should come from the Likud and not from outside sources, and this
is what builds trust between the party members and the Prime Minister, and
I am sure that this is what will continue to be.

Q: Concerning the recent disturbances in Hevron and Gush Katif, do you not
think that the restraint shown by the IDF encourages the Arabs to intensify
their actions?
A: I hope not.  They must not misinterpret our commitment to act
responsibly and with restraint as weakness.  When the Defense Minister
returns from the U.S. I am sure we will all be smarter.  I am sorry that I
must end now, as I must take part in an important committee meeting.  I
thank you for this opportunity.
