#60  LISTEN TO WHAT IS HAPPENING ON "THE VOICE OF PALESTINE"
/97.07.01 (Excerpts from Article by Nadav Haetzni, Ma'ariv,
27.6.97,   "Sabbath Supplement," pp. 18-19)

IN A ROOM, WHICH -- UP UNTIL TWO YEARS AGO -- SERVED ISRAEL RADIO'S ARABIC SERVICE, THE PALESTINIAN AUTHORITY'S "VOICE OF PALESTINE"
RADIO STATION IS MOBILIZING THE MASSES FOR CONFRONTATIONS WITH THE IDF.  LIVE BROADCASTS OF "THE OCCUPATION FORCES' ABUSE OF WOMEN AND
CHILDREN," AND WAR-LIKE COMMENTARIES SUCH AS "THE ISRAELIS' HEART IS LIKE STONE, THEY ARE NOT HUMAN BEINGS, THEY ARE LIKE ANIMALS,"
AND, "THE TERRORIST-SETTLERS AND THE OCCUPATION GANGS HAVE BEGUN TO SHOOT DIRECTLY AT CHILDREN AND THE ELDERLY FROM SHORT RANGE."  THE
PALESTINIAN PRESS IS ALSO BEING DRAFTED FOR THIS STRUGGLE BY EXPOSING ISRAELI "PLOTS": THE GSS DISTRIBUTING CHEWING GUM -- WHICH
INCREASES THE SEXUAL DRIVE OF PALESTINIAN WOMEN -- SPOILED FOODS THROUGHOUT THE ECONOMY; AND PROSTITUTES "ARMED" WITH AIDS. 

Last Tuesday, 14:00 hours, the daily news program at "the Voice of Palestine."  The voice of the announcer, Yusuf Kazaz, the former
manager of the PLO's radio station in Baghdad, "The Voice of Palestine," pierces through the music:

"Hello, here are today's events from the Voice of Palestine.  Dear listeners, there have been many events in our land today, like
every day during the occupation.  The situation in Hebron and Rafiah is explosive, the occupiers are shooting children, women and
infants.  The most recent reports which have arrived to us from Hebron prove that the occupation forces have opened fire on
children, women and infants."

"Insert" -- the voice of a woman resident of Hebron (last Monday):

"My daughter was a completely innocent child.  Our enemies have no mercy and no heart.  When they attacked her, they shot her in the
stomach...I went out of my mind when I heard that her internal organs came out.  When they do such things, it shows that they (the
Israelis) have no conscience.  There hearts are like stone, they are not human beings.  We must not compare them to human beings. 
They are like animals, they are like animals."

The announcer: "Ladies and gentlemen, this was the voice of a woman whose daughter was unjustly shot by the occupation forces and the
settlers...and we will go over to our correspondent in Hebron, Salam Abu Salah."

Salah, the star of the station, with dramatic pathos: "Hello to you all, this is the third straight day in which spontaneous clashes
have resumed between Palestinian children and the occupation forces and terrorist settler gangs, who are full of hatred and contempt,
who are armed with all kinds of deadly and destructive weapons...the events and the confrontations, which were between
unequal forces, began after occupation forces, in great numbers, burst through the separation line in the city center and began to
commit provocations against the citizenry, who responded to the provocations of the occupying soldiers and the attacks by the
terrorist-settlers, with stones and empty bottles.  Occupation forces and gangs began to shoot directly at children and the
elderly from very short range...the residents are describing what is happening in Hebron as attrition, an attempt to injure the
largest possible number of residents, and strike at the Palestinian economy...Rahavil Karji has called on the world's ambassadors to
come to Hebron and closely observe the crimes of the occupation...Deputy Interior Minister Ahmed Tamimi, who visited the
wounded in hospital, responded: 'There is no doubt that Netanyahu's decision to destroy the peace process is the reason for this
conflagration between young children who reject the occupation and the occupation forces which are shooting intensively."

Today, the "Voice of Palestine" broadcasts on AM 675 , a radio band which was taken from Israel Radio's Arabic service two years ago. 
One need only monitor these broadcasts to understand what the Palestinian Authority is striving for.  

>From random listening over the past two weeks, it is easy to understand the station's terminology.  IDF forces are "the
heartless occupation forces of the Tel Aviv government," who commit provocations with the goal of murdering helpless elderly and
children, and take over Palestinian lands.  They cooperate with gangs of terrorist-settlers, with Netanyahu and his Talmudic ideas,
orchestrating everything.  However, the Palestinian people is standing against all of these; it needs to gather its forces and
already prepare for the battle over Jerusalem.

And this is not all.  In the last two weeks, since the American Congress' decision about Jerusalem, and the American Congress'
labelling of the murderous laws against land dealers as "Nazi," the Americans also merit similar treatment.  Members of Congress have
repeatedly been called Nazis on the Voice of Palestine, and there were even broadcasts which claimed that American Congressmen were
bribed by Jews in order to vote against the Palestinians.  

The overall package presented by the "Voice of Palestine" is hardly different from the package which was presented by the PLO's radio
stations, when it broadcast from the Arab countries before Oslo. The atmosphere is warlike, the message calls for a total
mobilization against the Tel Aviv government and its bloodthirsty occupation forces.

Even the accompanying music contributes to the issue.  From songs longing for occupied Al-Quds, to the warlike anthems of the various
PLO organizations.  

But the "Voice of Palestine" is not leading the campaign alone. The Palestinian press, the vast majority of which is controlled by
the Authority, prints complimentary messages.  For example, the main headline in the newspaper Al-Hiya Al-Jadida, one of the
Authority's organs, contained the following quotation: "We are prepared for all the wars, and to sacrifice ourselves, in defending
our motherland."  The speaker was Palestinian Information Minister Yasser Abed Rabbo, who indicated the desired line at a press
conference he held in Ramallah.

But the incitement and hostility towards Israel also takes on a more sophisticated guise.  In recent weeks, the Palestinian press
has reported on three plots by the Israeli security services which were recently uncovered.  The first -- as funny as this sounds --
has to do with chewing gum and the sexual drives of women from the territories.  

For example, Al-Hiyat Al-Jadida, on June 12, reported on a statement by Mahmoud Al-Batarna, the Director-General of the
Palestinian Health Ministry in Hebron.  Al-Batarna announced -- via the newspaper -- that the Palestinian security forces had captured
200 tons of chewing gum in Hebron, which, he claimed, contained a substance called prostagrone, which aroused sexual desire in women.

And the plot, according to Batarna and his colleagues: it was the Israeli GSS which distributed this gum, with the goal of causing
Palestinian women to become prostitutes, thus making it easier to enlist them into its ranks.  This is no joke.  The Palestinian
newspapers are full of reports on the exposure of, "the plot," complete with photographs of Palestinian soldiers impounding vast
quantities of the suspect gum.

Regarding the infiltration of Israeli prostitutes, two weeks ago, the newspaper Al-Quds reported that the head of the criminal
division of the Nablus district police, Col. Jihad Al-Masimi, had accused Israel of infiltrating "Jewish prostitutes with AIDS into
the territories."  The colonel announced that the Palestinian police had exposed a network of Israeli prostitutes with AIDS,
which had been infiltrated by Israeli security elements into the territories, with the goal of infecting the Palestinian people with
the dreadful disease.

The third Israeli plot which was exposed in the newspapers is more problematic from the Authority's point-of-view, because it has a
basis.  The press has extensively reported about spoiled food being sold in the territories, mainly canned foods, flour and UV milk. 
Those behind the plot, as always, are the Israeli security services; this time, they are operating through the settlers.  The
goal: poison the Palestinian people.

Just last Monday, the influential Al-Quds quoted a senior Palestinian Supply Ministry official, under the headline: "This
food was transferred to us through the settlements."

The senior official claimed that the spoiled food which has been discovered in Palestinian markets, was purposely infiltrated by the
Israeli occupiers, who have set up giant warehouses in the settlements, for this purpose.  From there, mainly from those
settlements close to the Green Line, the deadly merchandise is distributed to Palestinian merchants.

Conspiracy stories such as these are true and tried tricks in the Arab newspapers, used to draft the masses opinions against Israel,
especially in the Egyptian papers.  However, the spoiled food case also has another purpose: to redirect the deadly critique aimed at
senior Palestinian Authority figures towards a more desired direction.  Senior Palestinian officials, including the Minister of
Supply Abu Ali Shahin, are accused behind the closed doors of the parliament, of distributing the food whose dates have expired for
the sole purpose of profit making.  Of course, these accusations do not reach the press.  They have, however, spread through the public
and have severely harmed the Authority.  Under these circumstances, how nice to have an easier address at which to wave the accusing
finger.

The communications campaign of the Palestinian media, is part and partial of the renewed anti-Israel campaign of the past few weeks,
in particular on Hebron and Morag.  The messages on the radio, television, and in the papers are supposed to help and to encourage
the soldiers in the field.  
                                 
These violent attacks, as well as the deceitful stories of the spoiled food, are the partial result of the same attempt to remove
the ebbing public anger against Arafat.  This anger and the critique towards the corruption and the maltreatment of the
Palestinian regime, along with the feeling that the entrance of the Authority only has made the situation in the territories worse, is
all interpreted by the regime, as dangerous to its very existence.

Therefore, as opposed to the situation during the attacks of September and of a few months ago, the regime has now found it
difficult to garner activists for riots.  In the past, the attacks were led by the apparatus ("Al-Tanzim") of the Fatah, under direct
orders from Gaza.  During the past weeks, the Palestinian Security Services of Jibril Rajoub and Muhammed Dahalan were forced to
directly organize the riots, almost without camouflauge.  They did this with no choice, after they found a growing disinterest within
the "Tanzim" to execute the dirty work for the Chairman.

All of this only sharpened the regime's need for a decent communications campaign, which will utilize the public's anger and
frustration towards the desired direction.

WESTERN WALL 'NOT JEWISH'

The Palestinian Authority is publicly stating that the Western Wall, Judaism's holiest extant site, is not Jewish at all but part of a
'conspiracy' to undermine the foundations of the Al Aqsa mosque on Temple Mount in Jerusalem.

On the official Palestinian Ministry of Information Web site, a list of significant religious monuments in Jerusalem has the following
entry for the wall:

"5. Al-Boraq Wall: It is part of the exterior facade of the western wall of Al-Aqsa Mosque. "Al-Boraq" creature [sic] which carried
Mohammad during his ascension to heaven was tied to this wall. Some Orthodox religious Jews consider it as a holy place for them, and
claim that the wall is part of their temple which all historic studies and archeological excavations have failed to find any proof for such a
claim. In order to undermine the foundations of Al-Aqsa Mosque, the Israeli government has convert it into a religious shrine for jews,
prohibiting non Jews to enter it, except for a limited number of tourists."

The allegations are the latest in a long line of attempts by the Palestinians to 'prove' that Jerusalem has never been a Jewish city at
any time in its history, including Biblical times. {MED 7/2 C}
