FRIDAY VIOLENCE RATED AVERAGE Yesterday's meeting between the Rishon Letzion Chief Rabbi Bakshi-Doron and the Mufti of Hevron does not seem to have had the desired effect. The Rabbi condemned the Mohammed-pig poster, and the Mufti said that he would attempt to calm the hostilities. Despite this, the violence in the city erupted again today. Following the Friday prayers in the mosques, mobs of Arabs began throwing Molotov cocktails and rocks at the residential apartments in Beit Hadassah and Beit Schneersohn. The IDF is responding by shooting tear gas, rubber bullets, and shock grenades (that explode harmlessly, but with a very loud noise). The soldiers are chasing the marauders up until very close to the border of the H-1 (Palestinian-controlled) area. A pipe bomb was thrown and exploded at the same place where two soldiers were wounded earlier this week by a similar explosive; this one caused no injuries. The Hevron Jewish Community released a statement last night saying that the "dance of apologies" concerning the anti-Mohammed poster should stop. The Jews in Hevron noted that Arabs in Hevron try to kill Jews every day, and "we are not expecting their leaders to apologize." 2. PM: IDF WILL PURSUE TERRORISTS Prime Minister Binyamin Netanyahu has warned Yasser Arafat that if the mass terror attacks resume, he is determined to mobilize IDF forces within the autonomous areas and punish the perpetrators. So reported a senior diplomatic source to our correspondent. The source pointed out that the murderous violence of last Sukkot eve (September 1996) was halted when the Prime Minister gave Arafat a similar ultimatum. Mr. Netanyahu said then that if the violence does not stop within an hour, he will begin to employ tanks against the Arabs. This occurred immediately after the Prime Minister returned from a visit to Europe, at the peak of the violence. The disturbances in fact tapered off as a result. The source added that the Palestinian Authority acted against possible terror attacks this year only because it knew that Israel would react very forcefully to such attacks. Our correspondent further learned that the Prime Minister was angered with senior IDF officers who have said recently that the threat of war with the Arabs has increased. The Arabs, according to the source, are uninterested and unable to begin a war against Israel at this time. 3. LEVY CRISIS WANES Foreign Minister David Levy took part in today's Cabinet meeting. Sources close to him, as well as those close to the Prime Minister, say that the crisis between the two will apparently be resolved within a day or two. TZOMET IN GUSH KATIF 6. EGYPTIAN PAPER: PA OUT OF TOUCH WITH MASSES 1. COMPANY COMMANDER KILLED IN LEBANON An IDF officer from Kibbutz Sdei Eliyahu, 24-year old Maj. Nadav Milo, was killed today in a Hizbullah terrorist attack in Southern Lebanon. Fierce fighting followed the attack, and Israel Air Force planes and helicopters attacked Hizbullah bases. Three Lebanese citizens were injured in the attack. The bombing raid took place in the area of Tufah, considered a Hizbullah stronghold. 2. YESHA RESIDENT DETAINED AND THREATENED BY PA POLICE Shmuel Yosef, a resident of the Mateh Binyamin community of Nachaliel, was nearly abducted by Palestinian police on Thursday night when he lost his way and mistakenly entered Ramallah. He was able to make radio contact with the Israeli security services, but was unable to speak to them for fear that the Arabs would harm him. They surrounded his car and pointed their guns at him. After repeated attempts by the security services to make contact with the Jewish driver, one of the Arab police finally grabbed the microphone, misrepresented himself as an Israeli border guard policeman and implied that everything was fine. At that point, they security services ceased their attempts to help the Jewish driver. Mr. Yosef later recounted that only "miracle" saved him, when a joint patrol happened to arrive on the scene and rescued him. The security officer of the Binyamin Regional Council, Avigdor Shatz, said that he is gravely concerned over what happened. The IDF is reviewing the incident, in an effort to learn how to avoid its recurrence. 3. MORE GAZA TUNNELS FOUND, DESTROYED Four more underground tunnels between Egypt and the Gaza Strip area were recently discovered and destroyed this morning by the IDF. The IDF suspects that the tunnels were used to smuggle weapons to Gaza and wanted persons to Egypt. The tunnels, four meters underground and one meter in width, allowed people to crawl through without difficulty. IDF sources accuse the PA of sanctioning the digging of the tunnels. The Arabs in Gaza have been digging such tunnels since the Egypt-Israel peace agreement was signed, and they continue even now. The sandy earth of Rafiah facilitates tunnel-digging, and each tunnel is more advanced than the one before it. The IDF conducts tunnel-search operations from time to time, using modern tracking and drilling methods. 4. PA HOLDS TWO ARABS FOR SELLING LANDS TO JEWS The Palestinian police of Bethlehem arrested four residents of the Arab village Kfar Nahalin last week, on suspicion of having helped in the sale of lands to Israelis. Two of them - aged 55 and 23, respectively - are still being held in custody. 5. TZOMET IN GUSH KATIF The Tzomet party leadership visited the Gush Katif community of Morag this afternoon. At the same time, they planned to discuss the possibility that the national elections will be advanced. MK Modi Zandberg, party faction head, told Arutz-7 that the elections may very well take place as early as next summer. He said that the present government is the best there is for the nationalist camp, and that everything should be done in order to prevent its fall. 6. EGYPTIAN PAPER: PA OUT OF TOUCH WITH MASSES IMRA reports on the following excerpt from a recent article in the English-language Egyptian paper Al-Ahram Weekly: "Despite the tension, the protest at Morag has an orchestrated feel, led and controlled by the PA. The tents are sponsored by the PA's Sports and Youth Ministry, the PA's National Guidance Committee and the PLO's veterans of the Palestinian Revolution. Between them mingle khaki-clad officers from the PA's police or National Security forces. The masses are conspicuous in their absence [partly because the PA does not want a mass confrontation, but also because]... "We have recognized the game," says Kamal, a Palestinian from Dir Al-Balah. "In September, Gaza lost 31 people in the confrontations. For what? For nothing. The protest in Morag is to polish the PA's prestige. It's not coming from the people."... NE'EMAN TO BE APPOINTED FINANCE MINISTER Shai Bazak, Prime Minister Netanyahu's media advisor, officially announced the appointment of Professor Yaacov Ne'eman as Minister of Finance. In the announcement it was stated that Professor Ne'eman agreed to return to the government, after previous refusals, at the repeated requests of the prime minister and public figures. However, disagreement between MKs Silvan Shalom and Michael Eitan concerning the Ministry of Science portfolio is holding up the Ne'eman's appointment. Professor Ne'eman told an Arutz Sheva correspondent a short while ago that it is not yet completely clear that he will in fact be the next Finance Minister. He explained that the source of the delay was the friction in the Likud concerning the expected cabinet reshuffle. Prof. Ne'eman, who was forced to resign from his position as Justice Minister because of false allegations against him, is considered an international expert in economic law and served as Director-General of the Finance Ministry in the early 1980's. The announcement from the Prime Minister's Office also stated that the Prime Minister will, from time to time, consult with Foreign Minister David Levy and Minister of National Infrastructures Ariel Sharon in matters of state and security. Before accepting the post, Professor Ne'eman consulted with Minister Ariel Sharon who congratulated him on his decision to return to the government as Finance Minister. 2. ARCH-TERRORIST SENTENCED IN MILITARY COURT Terrorist Hassan Salameh, who commanded the bombings of the two number 18 buses in Jerusalem and the attack in Ashkelon fifteen months ago, was sentenced today to forty-six life sentences and an additional 20 years imprisonment. One of the three judges in the military court panel sentenced Salameh to death, despite the fact that the prosecution, in accordance with orders received from the highest government echelons, did not demand the death sentence. The same judge rhetorically asked: "If Salameh's case does not warrant capital punishment, what else needs to happen for the death sentence to be imposed?" The first attack under Salameh's command was on February 25, 1996 (Adar 5, 5756) near Jerusalem's central bus station. A terrorist detonated an explosive of over 10 kilograms on a crowded number 18 bus killing 26 and wounding 51. Less than a half an hour later on the same day, a second suicide bomber blew himself up at a crowded bus stop in Ashkelon claiming the life of one soldier and wounding 38 other soldiers and civilians. On March 3rd (Adar 12), a week later almost to the minute, a third attack shook Israel when an Arab suicide terrorist detonated a heavy explosive inside the number 18 bus in the center of Jerusalem, killing 19 people and wounding nine others. The head of the panel of military judges, Colonel Ilan Katz, read aloud the names of each of the 46 victims of Salameh's slaughters. 3. INSIDE THE KNESSET The Knesset faction of the NRP demanded a short while ago to meet with the Minister of Defense to discuss the issue of building permits in Hevron. The NRP hinted that his response on this matter will affect their vote in the Knesset on the cabinet reshuffle. Prime Minister Netanyahu met with his predecessor Yitzchak Shamir this afternoon, in an effort to reach a reconciliation between them. Shamir had expressed sharp criticism of Netanyahu following the resignation of Dan Meridor as Finance Minister. 4. NEGOTIATIONS MAY RESUME SOON Minister of Defense Yitzchak Mordechai will meet with Nabil Sha'ath of the Palestinian Authority this evening. The meeting is an additional indication that within a few weeks Israel will implement a significant political move in an attempt to salvage the Oslo negotiations. The Minister of Defense and MK Aryeh Deri have hinted at such a possibility, as has President Ezer Weizman. The Prime Minister reported last night on the expected move to the president. 5. MORE ARAB VIOLENCE Palestinian terrorists opened fire on an Israeli Border Police vehicle last night on the Bethlehem bypass road, not far from the village of El-Hader. The soldiers returned fire. Later it was discovered that the gunmen escaped through territories under the control of the Palestinian Authority in Bethlehem. Further south, five firebombs were hurled at Israeli cars on the Halhul bypass road near Hevron. No injuries were reported in either of the incidents. 6. RABBIS MUST CONDEMN ALL CASES OF DESECRATION Rabbi Ratzon Arussi, a member of the Council of the Chief Rabbinate has requested that the Chief Rabbis condemn attacks by Moslems on symbols and rites sacred to Judaism. Rabbi Arussi writes in his appeal, that just as the Chief Rabbis condemned the anti-Mohammed leaflets in Hevron, they should have also vehemently protested the stoning of Jews praying at the Western Wall and the desecration of the Torah scrolls at the Yeshiva in Shechem earlier this year. The rabbi also expressed his concern that the outpouring of apologies to the Moslems from Israel may have adverse security implications. 7. EASING OF ENTRY RESTRICTIONS Defense Minister Yitzhak Mordechai and IDF Chief of Staff Amnon Lipkin-Shahak approved today the easing of entrance restrictions from Judea, Samaria, and Gaza (Yesha) to Israel. Amongst the new guidelines is the lowering of the age of married workers allowed to enter Israel from 27 to 25. Easing of the conditions of the closure is part of the defense establishment's strategy that better economic conditions for the Yesha Arabs will make it more difficult for Arafat to mobilize masses for riots like the ones in Hevron. 8. ESCAPEE RETURNS TO CELL Ibrahim Ranimat, the terrorist who escaped last week from his Palestinian jail in Hevron, is again in prison. The Palestinians claim that Ranimat surrendered to Palestinian forces this morning. 9. FORMER MK FOUND GUILTY Former Labor MK Yossi Vanunu was convicted yesterday of bribery, fraud and breach of trust. The Be'er Sheva District Court found Vanunu guilty of giving bribes in order to consolidate his position in local government.
