1. TENSIONS IN HEVRON
In Hevron, one explosive device and 13 firebombs were hurled by Palestinian
rioters at IDF forces in the morning hours.  Jewish homes in the city were
attacked by stones.  In response, the security forces fired rubber bullets
wounding five.  The IDF is now working to establish a dividing barrier
between the Jewish and Arab neighborhoods of the city.

In the Binyamin region, an IDF patrol discovered this morning a cache of 11
firebombs adjacent to the road leading to the Jewish community of Maaleh
Michmas.

2. CABINET DISCUSSES HEVRON VIOLENCE
This morning's cabinet meeting concentrated on the issue of the increased
violence in Hevron.  A solid majority of the ministers called for a tougher
response to the Arab rioting.  Defense Minister Yitzchak Mordechai stated
that the current guidelines for opening fire are no more restrictive than
they have been in the past, and that in some areas, the current orders are
actually more lenient.  

Prime Minister Binyamin Netanyahu explained that the crisis with the
Palestinians stems from their refusal to recognize that the current
government has a different defense policy than the previous one,  in regard
to terror, the issue of Jerusalem, and a retreat to the 1967 borders.  "We
are prepared to reach security arrangements with the Palestinians, but not
at all cost.  If there will be a further
exacerbation of violence, " he warned, "there will be a very heavy price to
pay."  Netanyahu added that the government was required to continue the
building and development of the Jewish community in Hevron.

3. HEVRON RESIDENTS DEMONSTRATE
While government ministers were convened in the Prime Minister's Office for
the weekly cabinet session, hundreds of residents of Hevron and Kiryat Arba
demonstrated outside.  The protesters called on Defense Minister Yitzchak
Mordechai to institute tougher measures in response to the Arab violence in
Hevron.  The demonstrators also called upon the government to allow the
resumption of building in the Jewish community of Hevron..

In an interview with Arutz Sheva this afternoon, Hevron spokesman Noam
Arnon said that the  community is "still waiting for the government to
enact measures that will guarantee the security and stability of the Hevron
Jewish community.  The government can do many things, not the least of
which is to enable the soldiers to fight the Arab terrorists in Hevron as
enemies, with the full force they can muster.  Last week, the IDF dispatched 
undercover troops and arrested many Arab inciters, which was very good.
They should do this more and more, and the terrorists should spend tens of
years in jail."  Concerning the halt of construction in Hevron, Arnon
added, "The current situation is that we are not even allowed to build one
building or make one renovation. This policy is interpreted by the local
Arabs as a lack of resolve to build the City of the Patriarchs and invites
further pressures and violence."

4. STILL NO BUILDING PERMITS FOR HEVRON
MK Rabbi Benny Elon (Moledet) sharply criticized Defense Minister Yitzchak
Mordechai today for hampering the Prime Minister's plan to build additional
Jewish housing projects in Hevron.  Rabbi Elon stated that all necessary
preparations for the Beit Nachum and Yehuda project have been completed,
and that the project only awaits the permits from the Defense Ministry.

5. ISRAEL DEMANDS APOLOGY FROM PA OFFICIAL
Cabinet Secretary Danny Naveh demanded today of PA Official Abu Allah to
publicly apologize for the burning of an Israeli flag in his presence in
the course of a demonstration in Ramallah.  Naveh declared that the
Palestinians must honor their obligation to curtail incitement against
Israel.  Labor Party Chairman Ehud Barak also condemned Abu Allah's
participation in the flag burning.

MK Uzi Baram (Labor) told Arutz Sheva this afternoon that though the flag
burning in the presence of a PA official is to be condemned, "nothing the
Arabs can do would convince me that we are to suspend the negotiations."
"The Oslo Accords," said Baram, "must continue at all costs because they
are in Israel's interest."

6. IDF OFFICERS FORBIDDEN FROM MEETING ARAFAT
Defense Minister Yitzchak Mordechai has forbidden two senior IDF officers
assigned to forces in Judea, Samaria and Gaza, from meeting with PLO
Chairman Yasser Arafat.  Arafat had requested the meeting with the two,
Maj.-Gen. Gabi Ofir, and Brigadier-General Yitzchak Eitan.  Staff members
at the Defense Ministry explained that the meeting was vetoed due to
inappropriate timing.

7. TWO INJURED IN LEBANON
Two IDF soldiers were lightly injured this morning from Hizbullah anti-tank
and mortar fire.  The soldiers received treatment at their outpost and were
later transferred to a hospital.  Exchanges of fire occurred throughout the
weekend.  This morning's incident took place along South Lebanon's eastern
front.

8. ILLEGAL BUILDING IN JERUSALEM DEMOLISHED
Workers of the Jerusalem Municipality destroyed an illegally-constructed
building in the Arab suburb of Issawiya, this morning.  Several weeks ago,
the destruction of such illegal structures was halted after an injunction
was issued by the Jerusalem District Court.  However, since that time, the
owner of the building razed this morning has not appealed to the
Municipality to prevent the implementation of the demolition order.

9. INDOOR SWIMMING FOR HEROD
The first indoor swimming complex from the Second Temple period to be
discovered in Israel has been uncovered in excavations at the Herodion
National Park.  Excavations at the site, which were discontinued in 1987,
were renewed earlier this year under the auspices of the Hebrew University
of Jerusalem.  The archeological workers, including Bedouin residents of
the area and volunteers, completed uncovering the large bathhouse complex
located at the lower part of Herodion.  Amongst the findings was a mikveh
(ritual bath).

1. PA MUFTI CALLS FOR DESTRUCTION OF U.S.
Vicious anti-Semitic and anti-American slander was broadcast by Voice
of Palestine Radio, the official radio station of the Palestinian
Authority, this past Friday. The malicious vilification was broadcast
in the framework of the weekly sermon by the PA's Mufti, Shiekh Akrama
Sabari, from the al-Aksa mosque atop Jerusalem's Temple Mount. Among
the Mufti's choice expressions: "Allah, destroy America, for it is
controlled by Zionist Jews. Paint the White House black." Another
pearl of incitement was: "The Prophet Muhammad will take his revenge
on the settlers, those sons of monkeys and pigs." No apology or
correction was issued by the Palestinian Authority since the
inflammatory broadcast.

2. PALESTINIAN ATTACKS CONTINUE  
Automatic gunfire was heard after midnight in the area of the gas
station across the road from IDF Regional Command Headquarters in Beit
El just north of Palestinian controlled city of Ramallah. There were
no casualties nor was any damage done. On the site, dozens of spent
cartridges from a Kalatchnikov semi-automatic assault rifle were
found. Kalatchnikov's are standard issue to members of the PA police
and security forces. IDF investigators are operating under the
assumption that the shooter fled to the safety of nearby Palestinian
controlled Ramallah.  In another early morning incident, three petrol
bombs were thrown at an Israeli vehicle traveling along the Kissufim
Road in Gush Katif. Again, there were no casualties.  

3. JAILED ITAMAR RESIDENT FREED BY COURT
A Haifa District Judge freed Itamar resident, Avri Ran, from police
arrest this morning. Ran was arrested following the incident a few
days ago at which Itamar resident attempted to prevent a
German-Palestinian television crew from filming in their community in
central Samaria south of Shechem. Although the police request Ran be
held in jail until the end of legal proceedings, the Court denied
their request. Itamar residents are complaining that since the
incident, the police are harassing them repeatedly.

4. ARAB NURSES CHARGED WITH MURDER OF ELDERLY PATIENT
The Tel Aviv District Court has extended the arrest of two Palestinian
Arab nurses by ten days. The two are accused of the murder of an 85
year old Jewish woman in the Ramat Eyfal nursing home where they
worked. At the hearing, the police presented preliminary evidence
allegedly linking the accused to the elderly woman's murder. According
to the police, one nurse performed the murder, and the second assisted
her afterwards in trying to destroy evidence.

5. CRITICAL OF DEFENSE MINISTER, BUT NO CALL FOR REMOVAL
The Hevron Jewish Community Council denies reports wherein the Council
is on record demanding the firing of Defense Minister Yitzhak
Mordechai. The Council's official spokesperson made clear that
although they are critical of the Defense Minister's performance, any
such calls for Mr. Mordechai's dismissal heard at yesterday's
Jerusalem demonstration in support of Hevron Jewry were not said on
behalf of the Hevron Jewish Community Council.

6. ANOTHER PLANNED BUDGET CUT
At next Sunday's weekly Cabinet meeting, the Government will hold
discussions regarding implementation of a planned cut in the Budget.
The current target cut is NIS. 600 million. Senior Treasury Ministry
staff are already sitting today on proposals to be presented at next
week's session. Sources in the Prime Minister's Office say that the
budget cut will be across the board and affect the budgets of all the
government's ministries.

7. OPPOSITION TO GOVERNMENT PRIVATIZATION PLANS STRIKE BEZEK
 Bezek, Israel's telephone communications giant is on a total strike
 today.
In an attempt to block the sale of thirteen percent of Bezek's shares
to the American investment house, Merril Lynch, as part of
implementing the government's privatization policy, Bezek's workers
called an all out strike of all the company's services.

8. NRP - HAREDI COOPERATION CONTINUES
As part of the now ongoing coordination between the National Religious
Party and the leadership of the Haredi religious public on the matter
of archaeological excavations, Menahem Cohen, Education Minister
Zevulun Hammer's (NRP) personal assistant came to the home of Rabbi
Nissim Karelitz in Bnei Brak for consultations concerning upcoming
legislation in the Knesset to prevent  archaeologists from excavating
ancient graves.

9. SATELLITE TORAH CLASSES
Starting this evening, the weekly Torah classes of the Rishon Lezion
and former Sephardic Chief Rabbi of Israel, Rabbi Mordechai Eliahu,
will be broadcast via satellite throughout Israel. Rabbi Eliahu's
personal secretary, Rabbi Shmuel Zafrani, told Arutz-7 that the
decision to broadcast the classes via satellite is a result of great
public demand, and there is no hidden political motivation behind it.
Rabbi Eliahu, who continues to serve as a "Dayan" - Rabbinical Judge
on the Supreme Rabbinical Court of the State of Israel, is considered
one of the most popular and charismatic rabbinical leaders in Israel.
