1. PA POLICEMEN CAUGHT RED HANDED IN TERRORIST ATTACK
The interrogation of three Palestinian policemen, caught in the act
yesterday attempting to carry out a murderous attack on Jewish targets near
Har Bracha in Samaria, continues. During the capture by IDF forces, shots
were exchanged, and one of the terrorist policemen was lightly wounded.
Found in their possession were illegal weapons and grenades. The IDF
defines the attempted attack as a most serious incident. One IDF source
said yesterday, "We are speaking of armed Palestinian policemen who were
going to carry out an attack against Jews. From our standpoint, this is
very serious, and once again, alters the atmosphere of trust between us
and the Palestinians."

The capture of the terrorist/policemen was made possible by meticulous
field intelligence. It is now being determined whether this is the same
terrorist squad that was involved in the shooting incidents last week: one
at the Elon Moreh junction at the car of Rabbi Elyakim Levanon and his
family (where, miraculously, no one was hit), and another attack on the
school bus carrying Od Yosef Chai Yeshiva students. In the latter
incident, two Israeli Border Policemen in a guard jeep behind the bus were
hurt, one seriously. The Yesha Council issued a statement saying that the
exposure of the terrorist unit proves once again the true face of the
Palestinian policemen, and called on the Netanyahu government to strictly
enforce all clauses of the Oslo agreement regarding the operation of the
Palestinian police force. O.C. Central Command Maj.-Gen. Uzi Dayan said in
a briefing yesterday with the heads of the Yesha Council that the IDF is
preparing itself for the possibility
of an escalation in security incidents in the near future, including
shootings.

2. TRAGEDY STRIKES MACCABBIAH GAMES
During the opening ceremonies to the 15th Maccabbiah games in Ramat Gan
last night, a pedestrian bridge leading to the stadium collapsed as some
100 Australian-Jewish athletes were crossing it. Two athletes were killed
and 68 were injured in the accident. Following a delay, the opening
ceremonies continued, but on a subdued level. However, following
confirmation that at least one athlete had died, Prime Minister Binyamin
Netanyahu, who was at the ceremonies, ordered an immediate halt. He and
President Ezer Weizmann then visited the injured athletes at four Tel Aviv
area hospitals. A public outcry was heard in the Israeli media this
morning concerning the decision to initially carry on the opening
ceremonies. The Office of President Weizmann, under whose auspices the
games are held, denied the decision was his, while Ramat Gan Mayor Tzvi Bar
justified the decision to continue. Bar said that the organizers did not
want the crowd - most of whom were unaware of the tragedy - to panic. El
Al Israel Airlines announced it was providing 65 free tickets for the
families of the injured to come from Australia to visit their children in
hospitals here.

3. HIZBULLAH FIRES KATYUSHAS AT ISRAELI CIVILIAN TARGETS
Four Katyusha rockets were fired by Hizbullah at targets along Israel's
northern
border this morning. The IDF accused Hizbullah of purposely violating the
understandings reached following Operation Grapes of Wrath.

4. STRENGTHENED MEPFA IN CONGRESS EXPECTED
The Middle East Peace Facilitation Act (MEPFA), the Congressional Bill
permitting U.S. financial aid to the Palestinian Authority, is coming up
for renewal later this week. Although originally expected to be introduced
at the end of June, it has been delayed because of the demand by key
members of the House and
Senate to substantially strengthen its conditions; they have expressed
growing impatience with Arafat's consistent non-compliance of the Oslo
Accords, especially the recent spate of PA-
sponsored kidnappings and murders of Arab real estate agents. The more
stringent version of the previous bill is expected to be presented to
Congress later this week. The new bill, sources in Congress told Arutz-7,
will probably only be a 90-day extension, rather than a renewal for an
entire year. Moreover, President Clinton and the State Department will have
to report to Congress by the end of this period whether or not the PA has
fully complied with the new and more detailed restrictions.

5. DEFENSE MINISTRY TO REMOVE AGRICULTURAL SETTLEMENT
The Ministry of Defense notified Kedumim Mayor Daniella Weiss of its
intentions to remove an agricultural development established by town
residents atop the adjacent Hemed Mountain. Mayor Weiss immediately sent
a letter to Prime Minister Binyamin Netanyahu demanding that he intervene
to prevent the development's removal, which, she wrote, "overlooks
thousands of dunams of state-owned land" in central Samaria. In her letter
to the Prime Minister, Weiss also pointed out that O.C. Central Command
Maj.-Gen. Uzi Dayan is actively interfering in the setting up of industrial
areas in Yesha by creating new bureaucratic stumbling blocks.

6. 700 MORE JEWISH FAMILIES TO LIVE IN SAMARIA
In the past few days, more than 700 families have requested to settle in
Jewish communities in Samaria (Shomron) as part of the recent housing fair
sponsored by the Shomron Regional Council. The most popular communities
were Peduel, Yakir and Revava, although in none of these places is any
significant number of empty houses available. Hence, the Shomron Regional
Council is requesting that the Defense Minister, Yitzhak Mordechai, approve
plans for new construction in these and other communities where demand far
surpasses supply. Council Chairman Aryeh Ofri told Arutz-7 that he expects
to receive approval of additional building plans in the coming days.

7. IDF OFFICER AWARDS MEDALS TO PALESTINIANS
Judea and Samaria Regional Commander Maj.-Gen. Gabi Ofir completed his term
of duty in his present command today. At the ceremony marking the end of
his tenure, General Ofir awarded plaques of recognition to both Col. Jibril
Rajoub, head of the PA's Preventive Security Forces, and to Haj Ismael
Ali, Chief of the Palestinian Police in Judea and Samaria. The plaques
contain an inscription stating that Rajoub and Ali are friends of Ofir, and
cite his "respect and admiration for their efforts in the advancement of
peace." Rajoub, of whom there have been repeated reports of his
involvement in the recent kidnappings of Arab real estate agents in eastern
Jerusalem, personally commanded the PA armed forces in the Ramallah area
who fired upon IDF troops last September, sparking violence that took the
lives of 16 Israeli soldiers. Ofir is being replaced by Brig.-Gen.
Yitzchak Eitan, former commander of the Gaza region.

8. NEW TRAFFIC POLICE UNITS IN JUDEA AND SAMARIA
The Ministry of Transportation and the Israeli Police have decided to
create a branch of the Traffic Enforcement division to operate in Judea and
Samaria. Until now, Israel's traffic enforcement has operated at minimal
levels there, resulting in a much higher than average number of traffic
accidents, as compared with the rest of Israel.

9. NEW HOPE FOR PARKINSON'S SUFFERERS
A new drug for treating Parkinson's disease was developed in Israel by a
research team headed by Hebrew University's Prof. Daphne Atlas and Prof.
Eldad Melamed of the Rabin Medical Center - Beilinson Campus. The drug,
which is now in an advanced testing stage, is intended to become an
alternative to long-term Parkinson's sufferers when the main medication
currently administered loses its effectiveness. Following the clinical
trials, researchers hope to begin the application process for United States
FDA approval. Prof. Atlas cautions, however, that despite the early
successes of the drug, it is still in development, and, she stresses, it
can provide relief from symptoms of Parkinson's, but not halt the
degenerative progress of the disease.

U.S., European, & Middle Eastern Politics

World News Update - John K. McKee; U.S., European, & Middle Eastern
Politics

I've been following the world news for the past several weeks and have
seen some rather interesting developments. The Mid-East is hot with
rumors and propaganda, and the United States sees 'peace' being
secured throughout the world. In addition, we've screened some movies
such as 'Men in Black,' as we can see our society set up for a 'great
falling away.'

Some articles caught my attention over the past several days. Two
weeks ago, an Israeli woman distributed a picture of the Mohammed
portrayed as a pig excrementing on the Koran. This has enraged the
Arabs and has sparked more riots and killings in Hebron. In fact,
Hebron was at the top of ITN's news for all of last week. For those of
you who can watch ITN, it is a European news service based out of
London covering events you may not be able to pick up via CNN. I
highly recommend you check out their web site as well
(http://www.itn.co.uk).

IDF READY FOR INCREASED VIOLENCE

HAZOFE, KOL ISRAEL 7.13.97

The IDF is preparing for the possibility of an increase in violence in
the territories and a further deterioration of the situation in
Hebron. The army has arrested a number of Arab activists responsible
for the rioting in Hebron. The army has increased its undercover units
and step up arrests.

Military sources say they are considering a total closure of the city.
There has been discussion of imposing sanctions on the Palestinian
public if the violence continues. This includes a ban on opening
stores and other commercial activities and more roadblocks to be put
up to prevent the entry of Palestinians from surrounding areas.

The situation will be discussed at today's Cabinet meeting.

Several other articles caught my attention as well. One particular one
states that the law forbidding any Jewish presence, or more
specifically, prayer on the Temple Mount, is eroding and almost dead.
If the law is repealed by the Knesset, than this might be a step
further toward an altar sacrifice and quite possibly a Third Temple
being constructed. I advise you all to follow this closely, Arafat is
having a fit about it.

TEMPLE MOUNT PRAYER BAN ERODING

HAARETZ 7.11.97

Researchers at the Jerusalem Institute for Israel Studies have found
that over the past year, a consensus barring Jewish prayer on the
Temple Mount in Jerusalem, has been breaking down, and is the primary
influence on changes in the status quo in the city.

According to excerpts from a report the institute is preparing ahead
of final status negotiations on the city between Israel and the
Palestinians, prayer on the Temple Mount is no longer considered taboo
in the national-religious camp, and that mainstream organizations such
as the Council for Jewish settlements in Judea, Samaria and Gaza, have
even been advocating such visits.

Until now, rabbinical rulings barred for halachic reasons Jewish
prayer on the Temple Mount complex, which also contains Moslem holy
sites.

ARAFAT ORDERING RIOTS

KOL ISRAEL 7.13.97

Israeli defense sources say Yasser Arafat has ordered the continued
rioting in Hebron to exert pressure on Israel. Arafat leaves for a
trip to Britain and Austria tomorrow and, sources say, the rioting
could escalate during his absence.
