TODAY'S HEADLINES:

1. IBA STAFFERS TO BE INDICTED
Attorney-General Elyakim Rubinstein has advocated disciplinary action
against Zvi Lidar, spokesperson for the Israel Broadcasting Authority
(IBA), and
Aharon Goldfinger, producer of the high-spirited television symposium
Popolitika.  A special commission appointed by the IBA found that the
Popolitika editorial board initiated a journalistic investigation of Gabi
Butboul, a member of the IBA board of directors, after he demanded the
dismissal of IBA Executive Director Mordechai Kirschenbaum.  Butboul told
Arutz-7 today that after he found that decisions of the IBA board of
directors were not carried out, he demanded that Kirschenbaum be fired;
shortly afterwards, he found that "inquiries" were being made about him in
his previous places of employment, such as the mayoral office of the Karnei
Shomron Local Council, in order to 'dig up dirt' about him.

2. MORDECHAI MEETS WITH NABIL SHA'ATH
Minister of Defense Yitzchak Mordechai met last night with senior
Palestinian Authority official Nabil Sha'ath.  Mordechai brought up the
extreme severity of the fact
that Palestinian policemen are involved in terrorist attacks at a time
when Israel and the Palestinian Authority (PA) are attempting to build a
peaceful relationship.  He told Nabil Sha'ath of the problem caused by the
fact that PA officials -- including a senior officer with the rank of
Colonel -- are active in terrorist activity.  Mordechai stated that the
planned attack by Palestinian policemen a few days ago was the most severe
violation of the Oslo agreement since it was signed four years ago.
Mordechai demanded that the Palestinian Authority take immediate and resolute
steps to prevent such acts from recurring.  Official Israeli sources state
that PA officials are upset at the phenomenon.  One expert told Arutz-7
that such terror acts on the part of PA policemen are even worse than the
PA-initiated violence of last September because these involve attacks
against civilians, and because it involves a blatant violation of the trust
Israel placed in the PA by providing it with weapons.

3. PREPARING FOR RESUMPTION OF NEGOTIATIONS
Arutz-7 correspondent Haggai Huberman reports that the defense
establishment is developing a proposal wherein the the exact borders of the
settlements in Judea and Samaria will be coordinated with the Palestinian
Authority, in order to prevent violent confrontations between Israel and
the PA.  According to the plan, Israeli representatives will present the
developmental plans of the communities, outline their planned population
growth, and explain that they have no intention of taking over all of Area
C (presently under Israeli control) in anticipation of the beginning of the
permanent-status negotiations.  The Palestinians had complained that this
was Israel's intention, which would frustrate Palestinian expectations to
receive most of those areas.  The PA is expected to object to the doubling
of small communities, but not to other developmental plans.  Defense
Minister Mordechai has been attempting to advance the first stage of the
Egyptian initiative to solve the issues of the Gaza ports, the safe
passage, and the Yesha communities.  It is assumed that the end of July
- the date at which the Americans and Egyptians have agreed that the
Egyptian mediation will end - will see increased PA-sponsored violence.

Minister of Internal Security Avigdor Kahalani has stated that Israeli
control of eastern Jerusalem must be reinforced.  An inter-ministerial
committee has been appointed for this purpose, headed by Avi Blustein,
Director-General of the Ministry for Religious Affairs.  He will coordinate
the expansion of the activities of governmental ministries in the eastern
half of the capital.  Jerusalem Mayor Ehud Olmert said earlier this week
that 60 demolition
orders have been issued against illegal buildings in eastern Jerusalem, but
that the political levels are preventing their enforcement.

Plans by the Ministry for Religious Affairs to renovate the area in front
of the Western Wall has aroused angry response in the Arab world.  Feisal
Husseini, who holds the Jerusalem portfolio in the Palestinian Authority,
has said that this is an additional violation of the Oslo agreement, and is
a clear indication of the "extreme and racist policies of the Netanyahu
government."  Husseini said on Radio Palestine that the situation could
deteriorate and lead to war:  "There is no doubt that the grassroots
explosion - when it come - will be great, and will cover a wide area of the
region."

The Antiquities Authority has completed its search for burial caves along
the route of Highway #1 in north Jerusalem.  So far, three burial caves
from the First Temple period, as well as four more from the Byzantine
period, have been discovered along the highway's route.  A spokesperson for
the Antiquities Authority announced that future digs will be conducted in
full coordination with representatives of the Ministry for Religious
Affairs. The Jewish burial caves are apparently related to the Biblical
site of Givat Shaul, identified with King Saul.

Interior Minister Eliyahu Suissa (Shas) rejects NRP claims of
discrimination against the national religious sector by the committee
responsible for appointing dayanim (rabbinic judges).  Minister Suissa told
Arutz 7 that the appointment committee employed only professional criteria
in choosing the candidates, and did not choose them according to their
political affiliation or personal philosophy.  Deputy Minister for
Religious Affairs Yigal Bibi, on the other hand, said that the fact that
only one dayan out of the six chosen yesterday is affiliated with the
religious-Zionist sector clearly indicates a bias on the part of the
committee.  Last night the NRP announced that its support for the Prime
Minister in next Monday's no-confidence vote is not assured, and its
executive will meet today to discuss the issue.  It is estimated that a
solution satisfactory to all will be found by next Monday.

8.
The Maccabbiah tragedy:  Legal authorities (?????????) are reported to be
preparing to take over from the police the investigation of the collapse of
the bridge.  This was decided after it was discovered that police and
security vehicles had driven back and forth over the bridge, which may have
contributed to the bridge's collapse.


9. NEW COATINGS FOR PRODUCE
A new type of cheap and edible coating for fruits and vegetables has been
developed by a research team at Hebrew University of Jerusalem.  The
commonly used material for this purpose is wax.  The new family of coatings
consists of edible gums and various hydrophobic ingredients common in the
outer layers of specific fruits and vegetables.  The researchers point out
that their work has led to the firm conclusion that development of
successful coatings requires careful study of each product that is to be
protected, and that there can therefore be no single coating that suits all
products or needs.  Interest has already been expressed by local citrus and
mushroon growers; similar inquiries from abroad are anticipated.

Correction: The order signed by Maj.-Gen. Uzi Dayan to establish a Beit-El
Municipality will go into effect in 45 days, and not as reported yesterday.
