ARAB TERRORIST ATTACKS TOURISTS IN JAFFA A car driven by a Palestinian Arab plowed into a group of young British tourists last night in Old Jaffa, lightly wounding 8 of them. The driver then exited his car and stabbed and mother and daughter with a commando knife and a Japanese sword. Police and Shin Bet intelligence officials believe that the assault was a terrorist attack. The 31-year-old assailant, Israeli Arab Bakr Abu-Rabia from Nazareth, departed from the El-Mahmudia mosque in Jaffa minutes before the attack. Arutz-7 Military Affairs correspondent Kobi Finkler reports that Abu-Rabia, a member of Hamas, had previously been arrested by the Israeli Security Services. All of the British tourists wounded in the attack were released from the hospital and have returned to their month-long "Israel Experience" educational tour. Following the attack, Jewish Agency Chairman Avraham Burg called on Diaspora Jewry to increase participation of Diaspora youth in Israel summer programs saying, "Whoever thinks Israel-Diaspora relations can be damaged through such actions clearly does not understand the strength of the Jewish People." 2. CABINET APPROVES CUT-BACKS IN 1997 BUDGET In a late night cabinet session, the government approved the 1997 State Budget. Twelve ministers supported Finance Minister Ya'acov Ne'eman's proposed budget cut of NIS 800 million. Prime Minister Binyamin Netanyahu bowed to the National Religious Party's request to minimize the Treasury's intention to cut back on the education budget. Defense Minister Yitzhak Mordechai did not attend the meeting that dealt with cuts in the defense budget. Mr. Mordechai claims that the Prime Minister did not keep his prior agreement with Mordechai not to make cuts in the Defense budget. 3. RESULTS OF GOLAN LAW VOTE UNCLEAR The results of the vote in the Knesset today over the proposal to secure the Golan Law are still unclear. According to the new law proposed by Tzomet Party MK Eliezer Zandberg, any change in the Golan Law, which declares the Golan Heights a part of sovereign Israel, would require a majority of 80 in the Knesset. Many legal experts are of the opinion that as long as the Golan Law remains in tact, no part of the Golan can be transferred to a foreign sovereignty. The opposition parties claim that Knesset Speaker Dan Tichon took advantage of the fact that that the opposition party benches were empty while their owners were celebrating the defeat of a previous bill presented by Third Way Party MK Yehuda Harel. Harel proposed to make any transfer of land to a foreign entity contingent upon a majority of 80 members of Knesset. Dan Tichon said that he would examine videotapes of the voting process, and would announce his decision by tomorrow. Beforehand, the Knesset had rejected the draft law presented by Yehuda Harel, with 50 MKs voting in favor of the law, and 50 against. MK Zandberg's law received a majority of the votes, with 43 in favor and 40 against. MKs Ehud Barak, Shlomo Ben Ami, Binyamin Ben Eliezer and Yossi Beilin of the Labor party all voted against the draft laws. The cabinet announced that it was opposed to the law, but many cabinet members, including the Prime Minister himself, voted in favor of the law. 4. PALESTINIAN AUTHORITY OFFICIAL ATTACKED Abas Zaki, a member of the Palestinian Authority, was attacked this afternoon by members of the Ideological Front movement, an offshoot of the Kach movement. According to Itamar Ben-Gvir, the movement's spokesman, a car with Palestinian license plates was seen speeding through the streets of Gilo in a fashion which endangered pedestrians' lives, including a kindergarten summer camp which was crossing the street. Members of the Ideological Front chased the car, blocked its way, beat the driver and tried to drag Zaki from the car. Mr. Ben-Gvir stated that Zaki "deserves to be hung in a public square" for helping to mastermind the PLO Munich massacre and for serving in high positions of Fatah. Mr. Zaki stated that he considers the attack very serious, and that he will press charges with the police and the IDF. 5. NINETY MILLION SHEKELS FOR CONSTRUCTION IN YESHA The Knesset Finance Committee voted to transfer ninety million shekels for housing construction in townships throughout Judea, Samaria and Gaza (Yesha). The cabinet decided on the transfer of funds in this amount some time ago, and the decision was brought this morning to the Finance Committee for approval. 6. NAVEH-ROSS MEETING BEARS NO FRUIT Cabinet Secretary Danny Naveh who met in Washington last night with U.S. Special Envoy Dennis Ross, made clear in a subsequent press conference that the Netanyahu government has no intention of changing its policies regarding the continued building in Har Homa in southern Jerusalem and in the Jewish communities of Yesha. Meanwhile, Yasser Arafat announced that he will not budge from his demand that Israel implement a second and third withdrawal in Judea and Samaria (the first was approved in the Israeli cabinet six months ago, but was not yet carried out) prior to the final status negotiations. Hence, it appears that the American plan to freeze Israeli building activity on the one hand, and call off the second scheduled withdrawal on the other, will not be accepted by either of the two sides. 7. KNESSET COMMITTEE DEBATES CHANGE IN ELECTION LAW The Knesset Law Committee is presently discussing the number of MK's that would be required to change the Law for Direct Election of the Prime Minister. According to the current Law, eighty Knesset members are needed to impeach the Prime Minister without bringing down the Knesset. Opposition MK's Anat Ma'or and Dalia Itzik want to reduce the number of necessary MK's from 80 to 61, but it isn't clear how many Knesset members are needed to effect a change in the current Law. Attorney-General Elyakim Rubinstein has opined that a vote of 80 MK's is required to change the current Law. On the other hand, the Knesset Legal Advisor, Tzvi Inbar, maintains that 61 are sufficient to do so. 8. SHEIKHS INCITE TO VIOLENCE IN FRIDAY SERMONS In the weekly Friday sermon delivered at the Al-Aqsa Mosque on the Temple Mount in Jerusalem, Sheikh Ismael Nohaba stated on July 18, 1997: "Jihad (Moslem Holy War) is a commandment which we are obligated to carry out. Only when this nation launches a Jihad against the Zionist thieves and the hate-filled settlers, will we fulfill our obligation towards Allah. The Children of Israel were enemies of Islam from the outset and continue, to this day, the fight against it with all the means at their disposal... Our battle against them is a religious war." IMRA reports that in the previous week's sermon, PA appointed "Mufti of Jerusalem and Palestine" Sheikh Ekrima Sabri said: "Oh Allah, destroy America, for she is ruled by Zionist Jews... Allah will paint the White House black!.. Allah shall take revenge on behalf of his prophet against the colonialist settlers who are sons of monkeys and pigs....Forgive us, Muhamad, for the acts of these sons of monkeys and pigs, who sought to harm your sanctity." Both weeks' sermons were broadcast on the PA's official radio station, Voice of Palestine. 9. JEWISH LEADERS TO MEET WITH SWISS BANK OFFICIALS World Jewish Congress Secretary-General Israel Singer, Chairman of the International Investigation Commission on Jewish Assets in Swiss Banks Paul Volcker, and Jewish Agency Chairman Avraham Burg depart today for Switzerland where they will receive from the Swiss Bankers Association an initial list of some 1,000 Jewish holders of recently located accounts. A much larger list is expected to be published this September containing the names of 15,000-20,000 dormant account holders, who deposited their funds in different Swiss banks before and during WWII. The names on the lists presented by the Swiss tomorrow will be published in major newspapers and through mass media channels in the United States, Europe, and Israel. Those who believe they or their relatives may appear on the lists, as well as anyone interested in details on the issue, will be instructed to contact a special telephone information center in Jerusalem. Experts estimate that tomorrow's initial list of 1,000 names may represent many tens of millions of dollars and only the "tip of the iceberg."
