1. GOVERNMENTAL DECISIONS 
Prime Minister Binyamin Netanyahu met with the head of the General Security
Service this morning to discuss what additional measures should be taken in
light of yesterday's terrorist attack.  Security officials have expressed
the fear that additional mass terrorist attacks in the big cities may be
expected in the near future.   

The Security Cabinet decided upon a number of sanctions against the
Palestinian Authority last night in the wake of yesterday's terrorist
attack in Jerusalem's Machaneh Yehudah market.  Among these measures is a
temporary freeze on the transfer of monies from Israel to the PA.  These
funds represent some 60% of the annual PA budget.  Over the past three
years, Israel has transferred some three billion shekels.

The government decided to jam Voice of Palestine radio broadcasts, but
until now these broadcasts have been taking place as usual.  The Voice of
Palestine radio has termed the terrorist attack "a military operation."  In
addition, discussions regarding the operation of the new airport in
Dahaniah are to be halted.  The government also imposed an internal closure
on the six cities under the control of the Palestinian Autonomy.  IDF
barricades have been set up at the approaches to these cities, but many
Arab drivers know how to circumvent them.  

An arrest warrant has been issued for Palestinian Authority Police Chief
Ghazi Jabali for his involvement in the planning of terror attacks against
Israeli targets.  Since this morning, security officials have prevented the
movement of Palestinian VIPs from Gaza to the areas of Yehudah and Shomron.
 In addition, they have been denied passage through the Allenby Bridge or
Rafiah border crossing points.  Our reporter notes that the border crossing
points there have been closed de facto since this morning, and are open
only for the transfer of goods.  Shlomo Dror, spokesman for the Civilian
Administration, denied reports this afternoon that the Defense Minister had
issued special permits for the entry of tens of Palestinian VIPs.

Avigdor Kahalani, Minister of Internal Security, signed an order today to
close the Palestinian Office for Social Welfare and Development that had
been operating in East Jerusalem.  In the Orient House, however, it was
business as usual.

2. OTHER REACTIONS
Ehud Barak, Chairman of the Labor Party, has promised to support the
government in its efforts to fight terrorism. He calls upon the Government
to employ all possible measures, however extreme,  in the war on terrorism.
 In an interview with Arutz-7, Barak stated that he supports Binyamin
Netanyahu during these difficult days.  "Terror does not differentiate
between a right-wing and a left-wing government," he said.

MK Chanan Porat, of the National Religious Party, told Arutz-7 today that
he is satisfied with the cabinet decisions of last night and today, but
that we must see if they will in fact be implemented.  He called upon the
government to close Orient House immediately, and to begin construction at
once at the Mt. of Olives site of Ras el-Amud.

Yasser Arafat's press advisor, Nabil Abu Rudeina, rejected the security
cabinet's demand of last night to transfer to Israel terrorist-murderers
who have found asylum within the Palestinian autonomy.  "Not one terrorist
will be extradited," said Abu Rudeina.  

3. THE VICTIMS
Several of the victims of yesterday's murderous double-bombing in Jerusalem
were buried today.  David Nesko and Sami Malka, both of Maoz Tzion, as well
as Shalom Golan Zevulun, were buried in Har Hamenuchot in the capital.
Three government ministers participated in the funeral of David Nesko;
Minister of Public Security Kahalani later told Israel Television that the
ministers were not greeted with derision and catcalls, as had been the case
under the previous government in similarly tragic situations.  

Leah Stern, of Bayit Vegan, was buried later in the afternoon in Bnei Brak.
 Mochi Otman of the Arab village of Abu Ghosh was buried this afternoon in
his hometown.  Other victims of the blast whose names have been released
for publication include: Simcha Parmed, 92; Valentina Koblenko, 67; Rachel
Tazagtero, 80; Lev Dasitnick, 60; and Regina Gibber, 76. 

Defense Minister Yitzchak Mordechai visited the Machaneh Yehudah
marketplace this afternoon.  He read a Psalm in memory of the victims, and
lit a memorial candle.  Mr. Mordechai promised that his office would
continue to fight firmly against terrorism.  Prime Minister Binyamin
Netanyahu and his wife visited the injured in Shaarei Tzedek Medical Center
this evening. 58 of the injured in the attacks remain hospitalized in four
Jerusalem hospitals.  One of the victims is in grave condition, and 13
others are listed as serious.

4. THE KILLERS
The identification of the two terrorists who detonated the murderous bombs
yesterday has not yet been completed, but it appears that they are from an
Arab village in Judea.  Rumors that the terrorists arrived from abroad with
British passports have been apparently been proven untrue. 

5. ARAFAT CRONIES FINGERED IN CORRUPTION REPORT
AP reports that a PA committee has found that there have been extensive
financial abuses in all 18 PA ministries, recommending that three ministers
- Nabil Shaath, Jamil Tarifi, and Ali Kawasmeh - stand trial.  All three of
them denied the charges, although Tarifi - accused of giving illegal
customs exemptions on more than 4,300 cars, including a Jaguar for his
father, said that he was "not responsible for the acts of my relatives."
Shaath, a prominent peace negotiator with Israel whom the report accused of
setting up a secret fund for personal expenses, accused the committee of
using "innuendo and rumors."   "We have all the documents," insisted one of
the committee members, Hatem Abdel Kader.  Their report included
allegations that foreign aid had been diverted for personal use, and urged
Yasser Arafat to "form a new Cabinet made up of technocrats and qualified
people."  While the bipartisan committee has no legal authority, its
findings placed Arafat on the spot by fingering top political allies like
Shaath.  Conspicuous in its absence in the report was an investigation of
the office of Chairman Arafat.
 
6. HOUSE OF REPRESENTATIVES PASSES BILL TO SUSPEND PA AID
The U.S. House of Representatives passed an amendment last night which
suspends aid to the PA for three months.  The bill insures that no aid be
given the PA regardless of whether the MEPFA (Middle East Peace
Facilitation Act), due to expire on August 12, is renewed.  It also makes
aid to the PA after the three-month period contingent upon a Presidential
report on efforts being made to have the Palestinians comply with certain
aspects of the Oslo agreements.  Congressman Jim Saxton (R-NJ), a
co-sponsor of the bill, said last night, "One by one, terrorist
organizations under Arafat's thumb have systematically violated each of the
security provisions in the accords.  There are terrorist leaders serving as
PA police, there is no confiscation of illegal firearms, there are accounts
of secret Latin American bank accounts...  They were getting away with
terrorism and getting rich all at the same time - until tonight."

7. VOICE OF PALESTINE
David Bedein, of the Israel Resource News Agency, reports on the content of
the Palestinian Broadcasting Corporation broadcasts yesterday.  PBC radio
news, the official voice of the Palestine Authority reported the news of
the bombs - not its top story - as a "military operation," despite its
having been aimed at a civilian population, which included one Arab among
its dead victims.  Yasser Arafat, who had been quoted widely on the Israeli
and foreign newscasts as condemning the attack, would not allow himself to
be quoted in Arabic as condemning the "operation".  Meeting the Arab media
in Jericho, as he descended from his helicopter, Arafat said nothing to his
people that would discourage praise for the attack.  Meanwhile, PBC radio
played victory music and military marches.  The PBC is partially funded by
grants from the United States Agency for International Development foreign
assistance program.
