1. OPERATION "CHAMETZ-BURNING" CONTINUES
Operation "Chametz Burning," begun by the IDF immediately following the
slaughter in Machaneh Yehuda last week, has shown some impressive results.
Arutz-7 correspondent Haggai Huberman reports that 150 Palestinians have
been arrested over the past few days, and much inciteful material has been
collected. Every night, representatives of the IDF Central Command, the
GSS, and the Civil Administration meet to define the targets for that
night's operations. All of the arrests have been made in Area B, which is
under Palestinian administrative control and Israeli security control. The
IDF has so far refrained from acting within Area A - under Palestinian
security control - although it is permitted to do so after prior
coordination with the Palestinian Authority. The security apparatus in
Israel is concerned about the fact that absolutely no trace of the
identities of the Machaneh Yehuda suicide-terrorists has been discovered,
and is making every effort to find out what it can. Prime Minister
Netanyahu said that, notwithstanding the fact that we do not know from
whence the terrorists came, we know that they received assistance from
elements within the autonomy.

2. ISRAEL HOLDS BACK PA MONIES
The Finance Ministry did not transfer the monthly sum of returned taxes and
value-added tax to the Palestinian Authority this past Friday. In
accordance with the decision of the security cabinet, the first of the
month passed without the usual transfer of monies, which represent over 63%
of the monthly income of the PA. The Palestinians have protested, saying
that they will not be able to pay salaries to their clerks and policemen.
Correspondent Haggai Huberman quoted sources in Jerusalem as saying that
Arafat's personal bank accounts in Israel and abroad could easily cover the
salaries, but that they don't expect him to do so, so as not to weaken his
claims of financial need vis-a-vis the donor countries.

3. ARABS GET AROUND CLOSURE
The internal closure on Arab travel between the autonomous cities in Judea
and Samaria continues. However, Arutz-7 correspondent Kobi Sela reports
that the many Arab drivers who wish to circumvent the barriers have no
problem doing so. Many side roads enable unimpeded passage between the
areas. One of these "bypass roads" connects Ramallah with the highway to
Shechem, and the detour traffic spills out directly opposite the main IDF
headquarters in the region. After our reporter called the army's attention
to the phenomenon this morning, the IDF sent a tractor to close off the road.

4. VOICE OF PALESTINE INCITEMENT CONTINUES
Inciteful broadcasts on the Voice of Palestine today and yesterday included
the following: a report that Israel closed 200 infirmaries, preventing
children from receiving needed inoculations, as well as a report that
Israel prevented Friday prayers in mosques in various villages. Security
sources were furious at these broadcasts, calling them "outright lies."
Yesterday morning, the Voice of Palestine broadcast a call to Fatah to
carry out "popular operations" against the "conquest."

Mordechai Kirschenbaum, Director-General of the Israel Broadcasting
Authority, refused a request of Communications Minister Limor Livnat to
help jam the inciteful broadcasts of the Voice of Palestine. Limor had
asked him to lend an AM transmitter to the efforts, but Kirschenbaum said
that he engages in broadcasting, not jamming broadcasts. Kirschenbaum's
term of office is scheduled to end three months from now.

5. WHAT ARAFAT HAS DONE TO FIGHT TERROR
Deputy Defense Minister Sylvan Shalom says that Yasser Arafat knew of the
terrorist activity of Palestinian Police Chief Ghazi Jabali, and may have
even directed him to carry out attacks. The statement comes on the
backdrop of reports from the Defense Minister and other sources that the PA
has done very little in the past week to uproot the Hamas infrastructure.

6. ONE PRO MILLE OF ILLEGAL STRUCTURES RAZED
Two illegal Arab buildings were razed this morning by the Jerusalem
municipality in the neighborhood of Isawiya, near Mt. Scopus, and another
one in Shuafat. The buildings were supposed to have been demolished last
week. Our correspondent Meir Rabinovitch notes that there are some 3000
illegal Palestinian structures in Jerusalem.

7. FIVE HIZBULLAH TERRORISTS KILLED
An IDF force raided a Hizbullah base north of the security zone in Lebanon
this morning, and killed five terrorists. Among the liquidated terrorists
were two senior regional commanders. No IDF troops were wounded in the
two-hour battle.

8. FM LEVY PROMISES PARENTS OF TERROR VICTIMS
Foreign Minister David Levy told the parents of murdered terror victims
this morning that he would emphasize again the Israeli demand that the
terrorists be extradited to Israel. The parents had come to protest to Mr.
Levy regarding the hesitant steps being taken by the government in bringing
the murderers to justice, in accordance with the Oslo agreement. Dr. Aryeh
Bachrach, whose son Ohad was murdered in Wadi Kelt two years ago by
terrorists presently in refuge in Jericho, suggested that Levy raise the
issue in the international arena, particularly with the Americans.

9. SHECHEM YESHIVA CLOSED
Yeshivat Od Yosef Chai at Joseph's Tomb in Shechem has been closed since
the bombing in Machaneh Yehuda. The IDF says that it must take such
precautionary measures in order to protect the students. The students
themselves have gathered at nearby Camp Horon to protest the closure, and
say they will not agree to a situation in which the terrorists commit
attacks and the yeshiva's studies are disrupted as a result. A Torah
lecture by Rabbi Uri Dasberg will be held at the Shalom al Yisrael
yeshiva-synagogue in Jericho tonight.
