PALESTINIAN STOLEN-CAR WASH The monthly magazine of the Yesha communities, Nekudah, reports in its upcoming issue that the Palestinian Authority has begun a new campaign to "launder" stolen Israeli cars. In official announcements in the press, the PA informs the drivers of stolen cars that for a monthly fee of between 300 and 400 shekels ($86 - $114), it will issue a new license plate to what it calls "temporary" cars. Nekudah notes that the license will have the Arabic letter 'mem,' denoting that it is temporary. The license, white with black numerals, will enable Arab car thieves to drive their cars freely through Area B - where Israel has control over security, but not administrative matters - as the IDF does not normally stop Palestinian cars. Transportation Ministry Director-General Nachum Langental is furious over the new "arrangement," and says that Israel demands that the stolen cars - which number some 20,000 in the autonomous areas - be returned. 2. JUDGE REAFFIRMS RIGHT TO JEWISH PRAYER ON TEMPLE MOUNT Jerusalem Magistrates Court Judge Shimon Feinberg rejected this morning the request of the police to prohibit Chai Vekayam members Yehuda Etzion and Shlomo Neiman from entering the Temple Mount. The two activists were arrested yesterday as they attempted to pray on the Mount, and afterwards refused to sign that they would not re-attempt to enter the site. Judge Feinberg ruled that there was no reason to arrest Etzion and Neiman. "After reviewing the entire penal code, I did not find any clause that forbids them from doing what they did," said the judge. In a related item, the Chief Rabbinate republicized a previous ruling forbidding entry to the Temple Mount. Kiryat Arba Chief Rabbi Dov Lior explained to Arutz-7 yesterday that there are areas that are definitely permitted for entry, according to Jewish law, "provided one knows what they are and has immersed in a mikveh (ritual bath)." However, Rabbi Ratzon Arusi, a member of the Chief Rabbinate Council, told our correspondent Hillel Fendel that the Chief Rabbinate should be the supervisory body over the Temple Mount, and until such time, no one should ascend to the Mount on his own. 3. ISRAEL FACES IRANIAN NUCLEAR THREAT Israel is attempting to solve the threat of Iran's nuclear capabilities via diplomatic channels. So said Prime Minister Binyamin Netanyahu today while visiting the IDF Enlistment Base in Tel Aviv. He said that he would recommend to the Syrians to seek cooperation with Israel and not with Iran. ARAFAT CALLS FOR 'GREAT BATTLE' From his offices in Gaza today, PA Chairman Yasser Arafat released a statement calling upon the Arabs of Judea, Samaria, and Gaza to prepare for "the great battle." He said that the Palestinian Arabs should "amass might, intelligence, and food" and "meticulously plan each stage of the battle." In response, Prime Minister Netanyahu stated at a press conference this afternoon: "I hope that these kind of vituperative statements are done away with. They are not going to serve to get us closer to peace, and they certainly will not achieve what will truly strengthen the Palestinian Authority - and that is fighting terrorism and resisting and indeed stopping rhetorical incitement." This coming Friday, special U.S. envoy Dennis Ross is expected to arrive in Israel in an attempt to renew the security cooperation between Israel and the Palestinian Authority. Regarding the arrival of Dennis Ross in the region, the Prime Minister stated on Monday at a meeting with U.S. Senator Phil Gramm that Ross must "deal mainly with the security issue; perhaps not just mainly, but solely, with the security issue on this visit. I think it is proper to devote all our attention to seeing that the Palestinian Authority fights terrorism." 2. JORDANIAN VISIT TODAY Jordanian Crown Prince Hassan and Prime Minister Abdul Salam Majali arrived today in Jerusalem to confer with Prime Minister Binyamin Netanyahu at the request of King Hussein. Following the meeting, the two dignitaries are scheduled to meet with Israeli President Ezer Weizman. Below are segments of the remarks made at the joint press conference which took place after the meeting: Prime Minister Netanyahu: "We are experiencing difficult times. We have just experienced another savage terrorist attack in the heart of our capital city, Jerusalem, and we know that this campaign of terror must be stopped if we are to have peace. If I had to say what is the indispensable step to saving the peace between us and the Palestinians, it is for the Palestinian Authority (PA) to take firm, decisive, comprehensive, and immediate steps against the infrastructure of the terrorist organizations. We have been calling for such action for many months, and regrettably it was not forthcoming. We are concerned that if it is not forthcoming, it is not only our ability to apprehend those behind the recent outrage, but our growing difficulty in preventing future attacks. Preventing such attacks should be the interest of the PA as it is ours. It is certainly their solemn obligation. This is the heart and the main principle of the Oslo accords. We have no intention to inflict undue suffering on the Palestinian population. We are engaged in an effort to protect our people - this is the principle of peace which we stand firmly behind." Crown Prince Hassan: "It is our hope that full security cooperation can be resumed. We received President Arafat yesterday in Jordan, and we impressed upon him the importance of the fact that we live a period of anticipation prior to the loss of life in a particular outrage such as the disaster which took place here in Jerusalem and the tragic loss of life. I say anticipation in the sense that with the absence of progress in the peace process, the possibilities of extremism destroying and derailing the peace process are many." 3. MACHANE YEHUDA TERRORISTS CAME FROM JUDEA AND SAMARIA Security experts in Israel are becoming more firmly convinced that the suicide terrorists who blew themselves up in the Machane Yehuda Market did not arrive from abroad, as claimed by Palestinian sources, but in fact came from Judea and Samaria. Arutz-7 reporter Haggai Huberman learned that according to security experts, the terrorists were not amateurs, but were in fact first-rate professionals, who knew exactly what to do in order to carry out a terror attack of this type, and also how not to leave behind any evidence. The terrorists took steps to create the impression that they had come from abroad: they removed the labels from their clothing, as terrorists traveling from one country to another often do; they had no documents on their persons; and they carried Jordanian currency in their pockets. Immediately following the suicide bombing, Damascus Radio "disclosed" that the attack was the revenge of the Hizbullah, in order to draw attention to what is going on in Lebanon. Jabril Rajoub also claimed that the terrorists apparently came from Lebanon, but in Jerusalem it is estimated that Rajoub was influenced by the Radio Damascus announcement. According to information available to Israel's security forces, the terrorists used explosives assembled in Judea and Samaria, rather than materials brought in from abroad. It is estimated that the terrorists used TNT type explosives of a very high quality, that can be assembled in home laboratories as well. 4. PA ACTIVITY IN JERUSALEM INTENSIFIES Ha'aretz correspondent Nadav Shragai revealed a recent report presented to the Prime Minister which documents increased Palestinian activity in Jerusalem. The report shows that the Orient House has become an asylum for those PA offices and high-ranking PA officials whose activities have been forbidden in Jerusalem. Operations by Palestinian security forces have not ceased in Jerusalem either, including the abduction of Arabs from Jerusalem and their transfer to the Palestinian Autonomy for interrogation. 5. RABBINATE FIRMLY OPPOSED TO COURT DECISION Ashkenazi Chief Rabbi Yisrael Lau has said that the decision by the Supreme Court sitting as the High Court of Justice to have Reform women included in religious councils is unreasonable. Rabbi Lau said that people who do not believe in Halacha (Jewish law) and who do not accept its authority cannot be members of religious councils which are based on the principles of Halacha. The chief rabbis of Israel have decided to convene all the city chief rabbis to discuss the practical implications of the decision by the High Court of Justice. The Sheikh pointed out, however, that the prohibition does not apply to the recent suicide attacks - which, he asserted, are a form of self-defense against stealing of land. Al-Azhar alleged that Jewish religious leaders are fanning the flames of oppression of Palestinian Arabs. 2. MERETZ SNUBS NETANYAHU AND MEETS WITH ARAFAT Members of Knesset from the far left-wing Meretz faction met today in Gaza with PLO chief Yasser Arafat. The meeting was held despite Prime Minister Binyamin Netanyahu's appeal to the opposition to refrain from contact with Arafat as long as he fails to fight terror. Arutz-7 correspondent Kobi Sela reports that during Mr. Arafat's visit this week in Jordan, he conferred with the Iraqi ambassador, who delivered to him a special message. The Jordanian newspaper Al-Arab Al-Yom wrote that Arafat also met in Jordan with Musa Abu Marzuk, a senior Hamas official who found refuge in the Hashemite Kingdom after being expelled from the U.S. some two months ago. The newspaper added that the two Arab leaders, talking in a private session at the Palestinian mission in Amman, discussed relations between Hamas and the Palestinian Authority. 3. ROSS EXPECTED TO PROPOSE HAR HOMA FREEZE U.S. special envoy Dennis Ross, scheduled to arrive in Israel Saturday evening, is bringing with him a proposal for a temporary freeze on construction of housing at Jerusalem's Har Homa site, in exchange for a renewal of activity by the joint Israeli-Palestinian security committee. The Israeli daily Yediot Acharonot once again claimed that Prime Minister Netanyahu was inclined to support this idea before the Machane Yehuda terror attack. Cabinet secretary Danny Naveh seemed to indicate this morning that Washington indeed had made such a proposal. SPECIAL INSERT: AN ARAFAT SPEECH Following are remarks made by Palestinian Authority Chairman Yasser Arafat in a speech to his Fatah movement in Gaza on August 5, 1997. The speech was broadcast on Palestinian television on August 5, and appeared in the PA-controlled newspaper Al-Hayat Al-Jadeeda on August 6. "No one can harm the Palestinian revolution, for it will persist and struggle, struggle, struggle.... It is important that we organize our homes and our movements in order to endure the coming battle, which we shall begin. We must say these things because great battles lie before us, and it will now be more difficult than it was in the past... let us each commit one to another and let us commit ourselves before Allah and the Palestinian people that we shall lead the coming battle as we have led previous battles. An oath is an oath and a promise is a promise. The whole world stands by us, while they are alone. They are afraid, but we are not. We cling to the oath and the promise. The Palestinian people is faithful to its oath, the one which we swore upon the first day when the initial shot was fired and the first of our martyrs fell. I must say these things so that you will know where, how and in what direction our movement is heading. Now the Prime Minister can swallow his words. The time has come to tell the truth: There is terror when there is no "progress in the Oslo process," and there is terror when there is "progress in the Oslo process." There is terror when a government of the left is in power, and there is terror when a government of the right is in power. There was terror before we returned to Judea, Samaria, and Gaza in 1967, and there has been terror since 1967, and up until this very day. Why? Because it is not important who is in power, and it is not important what are the boundaries of the State of Israel. Rather, the Arabs cannot tolerate a Jewish entity here. They regard us as a cancer, and they will continue to do everything in order to drive us out of the region - from Hevron, from Gush Etzion, from Jerusalem, from Tel Aviv, and from Haifa. 2. STOP OSLO NOW This week we, the Women in Green, are beginning a major campaign, and I hope that you will join in spreading the new message, a message that will be circulated on stickers, posters, etc., namely: "Stop Oslo Now!" We demand that the Netanyahu government not try to pull the wool over our eyes with its "demands to Arafat" and a "closure of the territories." We're sick and tired of talking - the time has come for action. We must proclaim that the Oslo process is over, and herald in the revival of true Zionism. The sole Zionist-Jewish response to terror is building and settlement in all of the Land of Israel and throughout Jerusalem. The Prime Minister must begin to build today, with his own hands, the Jewish neighborhood in the southern Mount of Olives. Massive Jewish construction in Hevron and the rest of Judea, Samaria, and Gaza must be proclaimed right now. It is very nice that we have a Prime Minister who can maneuver between Dan Margalit, Tommy Lapid, Shelly Yechimovitz and Amnon Dankner on Popolitika. This may be entertaining, but it is not relevant. The People of Israel need a Jewish-Zionist leader with principle, courage, and faith. A leader who is capable of contending with Clinton and all who seek to pressure us. The slaughter in Machane Yehudah is, in fact, Netanyahu's last opportunity to display leadership. Is he capable of rising to the challenge? One rocket scored a direct hit and caused extensive damage to the Shaar HaShamayim synagogue, only minutes after the conclusion of the morning prayers there. Three bystanders were lightly hurt, and damage was also caused to nearby buildings. City residents spent the next several hours in the bomb shelters. Labor party head Ehud Barak arrived in the city today, and said that the attack presents a difficult test for the understandings reached after Operation Grapes of Wrath, which "will cease to exist if the Hizbullah attacks continue." Hizbullah denied that they had attacked Israel today, but the IDF says that it knows "with certainty" that the rockets were fired from areas under Hizbullah control. The IDF statement said, "We are witness to a new phenomenon: Hizbullah's denial of responsibility for attacks against Israel." 2. LABOR STRAINED FINANCIALLY The Labor party is undergoing a severe financial crisis. 128 workers did not receive their salaries this month, and it is not known when they will. Haaretz reports that the party's debts have reached 80 million shekels. Party sources say that if the elections are moved up, there will not even be money to pay for sandwiches for the volunteers.
