News organizations are reporting about yesterday's heinous terrorist attack, yet most have failed to inform the public of important contextual
information: the campaign of incitement carried out by the Palestinian Authority in recent months, as well as direct involvement in terrorist
activities by high ranking officials of the Palestinian Authority Police.

*    UNDER-REPORTING OF PA'S FAILURE TO FOSTER TOLERANCE AND PREVENT INCITEMENT

Article 22 of the Oslo 2 agreement states that Israel and the PA "shall 
seek to foster mutual understanding and tolerance and shall accordingly
abstain from incitement, including hostile propaganda against each other
..." The article obligates them to "take legal measures to prevent such
incitement by any organizations, groups, or individuals within their
jurisdiction."


    On June 25, 1997, PA Deputy Minister of Supplies Abdel Hamid al-Qudsi said in an interview with the newspaper Yediot Aharonot,
     "Israel is distributing food containing material that causes cancer and hormones that harm male virility and other spoiled food
     products in the Palestinian Authority's territories in order to poison and harm the Palestinian population.  We absolutely feel that 
     it is an organized plan and conspiracy which is under the auspices of the Israel Defense Forces...this is a planned and initiated war
     against the Palestinian people."

    On July 11, 1997, in his weekly Friday sermon delivered at Al-Aqsa Mosque, the PA appointed Mufti of Jerusalem, Sheikh 
     Ekrima Sabri, said, "Oh Allah, destroy America, for she is ruled by Zionist Jews...Allah shall take revenge on behalf of his prophet
     against the colonialist settlers who are sons of monkeys and pigs..."   The Palestinian Authority broadcast the sermon, without
          criticism or rebuke, on the Voice of Palestine, the PA's official radio station.

    At a July 19, 1997 rally in Hebron, Hamas leader Naif Rajub told the thousands who had assembled, Jews are "the children of pigs
     and monkeys."  Also, in a blatant attempt to incite the crowd, he accused Israel of planning to destroy the Al Aqsa mosque.


*    UNDER-REPORTING ON PA VIOLATIONS OF SECURITY PROVISIONS

Where are the in-depth reports about the following serious violations?

    According to a 7/21/97 Ha'aretz article, the Israeli government has transcripts connecting the Palestinian Civilian Police Commander,
     Razi Jibali, to involvement in the attempted terrorist attack at the Har Bracha setlement.

    Assistant Commander Jihad Masimi of the PA police in Nablus ordered terrorist attacks against Israelis.

    The Palestinian Authority organized rioting in Hebron in March/April and June/July of 1997, even going so far as to pay
     Palestinian children 30-50 shekels per day to riot and attack Israeli soldiers.  They repeatedly failed to contain the rioters even when
     they rushed toward the Jewish section.

    The number of Palestinian police is four times the amount allowed under the accords and many are armed with weapons prohibited
     by the agreement.

Please contact CNN, AP, NPR and the New York Times. Demand more in-depth
coverage of these troubling violations, particularly in light of yesterday's
horrifying carnage.

Public pressure can dramatically affect peace negotiations.  Progress is more
likely when both negotiating parties feel assured that the world community will note
and respond to violations, as well as implementation, of signed agreements by
either side.  However, if every conflict or setback between the peace partners is
routinely blamed on one side, regardless of the facts, the process is hindered rather
than helped.  Because the media play such a large role in forming public opinion,
it is vital that they be vigilant in fairly representing the actions of both sides.

Remind the media that failure to report both sides' progress (or lack
thereof) in implementation of the accords is unprofessional and detrimental to the peace
process.  Ask why Israel's documentation of the Palestinian Authority's
violations of signed agreements are routinely ignored.  Ask about one or two specific
accord violations, e.g. "Why have we not read about the relentless demonizing of
Israelis and Jews by Palestinian leaders, such as [insert one or more quotations]?"
Or, "Why have I not read in your paper that the PA paid Palestinian children
to riot?"  Inquire why reporters are not doing their own research into these
issues.  Encourage them to remedy this imbalance.
