1. NETANYAHU SPEAKS ABOUT SYRIA IN JAPAN
Prime Minister Binyamin Netanyahu, visiting in Japan today, said, "There is
no chance that Syria will receive the entire Golan Heights."  He also said,
however, that Syria had been instrumental in calming the Lebanese situation
this week, thus increasing the chances for a renewal of negotiations with
the Syrians.  Mr. Netanyahu met with the Japanese Defense Minister, and
then with heads of the Jewish community in Tokyo.  He departs for South
Korea tomorrow.
2. PA PERPETUATES "STARVATION"
The Palestinian Authority is perpetuating the construction freeze in Gaza,
despite the fact that Israel removed the ban on the entry of building
materials.  The Palestinians continue to claim that Israel is "starving the
Palestinians," yet say that they are waiting for cement prices to go down
before they continue to build.  4000 Palestinians had been employed in
construction in Gaza before the closure went into effect.  In addition, the
PA has not issued the permits that Israeli has authorized for workers in
the Jewish communities in Yesha.  Some 13,000 Palestinians are thus
employed.  However, after Israel announced on its Arabic language
broadcasts that they were allowed to return to work, many of them have
begun to do so.  Correspondent Haggai Huberman reports that, according to
Israeli sources, Arafat is attempting to increase unrest within the
Palestinians, which will be translated to violence against Israel.
4. NORWEGIANS HELP YESHA COMMUNITY "IN COMPENSATION"
A Christian group from Norway, supporters of Israel, has raised $70,000 for
an intensive-care ambulance for the Binyamin community of Nachaliel.  A
spokesman for the group said that helping the Yesha communities is its way
of attempting to compensate for the Norwegian government's role in bringing
about the Oslo agreements, "which endanger Israel."  Many Norwegians object
to their government's role in Middle East affairs, according to the group
spokesman.
5. NSC: VIOLENCE MAY BE THE BEST WAY
U.S. mediator Dennis Ross is expected to arrive in the Middle East next
week for what has been termed a "rescue visit."  On the other hand, the
U.S. National Security Committee recommended to President Clinton that he
allow what it calls the "explosive" situation between Israel and the
Palestinians to deteriorate to a violent clash.  The NSC feels that this
will convince the sides of the need to renew negotiations.  Secretary of
State Madeleine Albright is not expected to arrive here before late
September or October.

1. BEIT LECHEM CLOSURE LIFTED
Defense Minister Yitzhak Mordechai and IDF Chief-of-Staff Amnon
Lipkin-Shahak lifted the internal closure on Beit Lechem (Bethlehem)
and Beit Sahur this afternoon allowing Arabs there to reach other
areas of Judea, Samaria, and Gaza (Yesha).  The area remains a closed
military zone preventing Israelis from entering the city.  The general
closure placed on Yesha following the Machane Yehuda bombing 28 days
ago continues. Yesterday marked the fourth day of violent Palestinian
rioting in the Beit Lechem area.  Radio Palestine, broadcasting from
Jericho, threatened that Palestinian demonstrators there are liable to
break through the IDF roadblock at the tip of Jerusalem's
southern-most neighborhood Gilo. Assistant Commander of the Beit
Lechem brigade, Lieutenant-Colonel Eitan, this morning warned that a
mistake on the part of either Palestinians or IDF soldiers could
escalate to the use of live ammunition by both parties.
Speaking from Korea, Prime Minister Binyamin Netanyahu stated today
that Israel has definitive evidence that the Palestinian Authority is
encouraging violence in anticipation of next month's projected visit
of United States Secretary of State Madeleine Albright.  Commander of
the Beit Lechem District Coordinating Office Lieut.-Col. Uzi stated
yesterday that the Palestinian Authority not only did nothing to
prevent the recent riots, but even encouraged the youth to intensify
the violence.
Notwithstanding the breach in security matters between Israel and the
Palestinian Authority, the IDF and the Palestinian police carried out
a joint exercise in the evacuation of wounded today.  The exercise
took place in the Netzarim area of Gaza.  The Palestinian police
stressed that the exercise involved cooperation only on a humanitarian
level.
2. IDF CLOSES HAMAS 'CHARITY' OFFICES
The Civil Administration closed the Hamas "Charity Committee" center
in the village of Bani-Naim, east of Hevron last night.  The closure
came in the wake of the finding of inciteful material, praising the
suicide terrorists, at the Committee's offices.  The material included
video recordings, books, and magazines inciting to terrorist action
against Israel.  The "Charity Committee" is a part of the Hamas
civilian infrastructure, through which money and employment,
educational and medical benefits are channeled.  The benefits are
often earmarked for the families of suicide and convicted terrorists.
Israel security officials say that these institutions serve as
incentives for the recruitment of new activists.
3. SURPRISE RELEASE OF PA OFFICER
Yesterday Israel released the deputy commander of the Palestinian
Police in Tulkarm, Muneir Abushi, who had been arrested on suspicion
of planning terrorist actions against Israel.  Abushi, had received
his instructions from Palestinian Police Commander Ghazi Jibali.
Arutz Sheva corespondent Haggai Huberman reports that Abushi's release
came as a surprise to the Israel Defense establishment, because of the
conclusive evidence they have against him.  In deliberations with the
Palestinians, Israel repeatedly refused the request to turn Abushi
over to the Palestinian Authority for investigation, in exchange for
the removal of Ghazi Jibali from his position.  Apparently Israel has
now decided to confer with this request.
Abushi was arrested on July 15 for his role in terrorist attacks
against Israel in the Tulkarm area.  Security officials connect him to
the Palestinian officers who were apprehended on the way to
perpetrating a terrorist action at the Bracha community, south of
Shechem.  The same Palestinian Police/terrorist squad shot at the
Levanon family while they were driving home two months ago.
4. NETANYAHU IN SOUTH KOREA
Prime Minister Binyamin Netanyahu met this morning with the President
and Prime Minister of South Korea.  Israeli officials are awaiting to
hear details of the missile deal between North Korea, Syria and Iran,
which came to light following the defection to the United States of
two brothers from the North Korean diplomatic service.  According to
current information, the deal involves missiles with the ability to
reach all parts of the State of Israel.
5. ARROW II PROJECT 'ON TIME'
At a special press conference today, researchers and developers of the
anti-missile Arrow II missile announced that the new weapon will be
operational at the end of the coming year.  Uzi Elam, head of Defense
Ministry Development department, explained that the cause of the
mishap that occurred during last week's trial has already been
identified, and that its correction will not delay the completion of
the project.
6. KNESSET MEETS IN KIRYAT SHEMONAH
The Knesset is holding a special session today in Kiryat Shemonah as
an expression of solidarity with the residents of the North.  Arutz
Sheva Knesset reporter Chezki Zisman notes that the Defense Minister
expressed hope that the population of the settlements near the
Northern border will be doubled within ten years.  Kiryat Shemonah
Mayor Prosper Azran will attempt to convince the Knesset to pass the
Kiryat Shemonah Law which would require various government ministries
to provide special budgeting for the city.
7. A DAY OF PERMITS AND THE LACK THEREOF
Jerusalem Municipal officials demolished three illegal Arab building
starts this morning in Jerusalem's Ras El-Amud neighborhood.
Spokesperson for the Municipality Tal Marom clarified that there are
approximately 3,000 illegal structures in the Arab neighborhoods of
the capital.  According to Marom, only those edifices erected on lands
slated for public use are actually destroyed.  In most cases, a
cessation order is issued forcing the builders to apply for the
necessary permits.
Meanwhile, the Appeals Board of the Jerusalem Planning and
Construction Committee continues today its deliberations on an appeal
submitted by the Meretz faction asking to cancel existing permits for
the construction of a Jewish neighborhood at Ras El-Amud on the Mount
of Olives. The appellants claim that the construction of such a
neighborhood would harm the Israeli/Palestinian negotiations.

SPECIAL INSERT: PA MEDIA WATCH

On August 25, 1997, the official television station of the Palestinian
Authority broadcast a cultural affairs program which hosted
Palestinian author Hassan al-Agha. Following are excerpts from the
program:
"Moderator: It is well-known that every year the Jews exaggerate what
the Nazis did to them. They claim there were 6 million killed, but
precise scientific research demonstrates that there were no more than
400,000. Has the complex which the Jews have as a result of the Nazis'
actions created within them psychological burdens which they are now
releasing against the Palestinians?
Al-Agha: The truth is I do not think so. Psychological baggage after
40 or 50 years. I am skeptical. But I do think that we are talking
about an investment. They have profited materially, spiritually,
politically and economically from the talk about the Nazi killings.
This investment is favorable to them and they view it as a profitable
activity so they inflate the number of victims all the time. In
another ten years, I do not know what number they will reach, Last
year, for the first time, a statistic appeared according to which 1 ½
million children were killed by the Nazis. This number was not
previously known. If this number was indeed correct, then someone
would certainly have remembered it. In my opinion, it is an
investment, and as you know, when it comes to economics and
investments, the Jews have been very experienced ever since the days
of the Merchant of Venice."
Responding to the broadcast, Director of Policy Planning and
Communications in the Prime Minister's Office David Bar-Illan said,
"It is regrettable that an official outlet of the PA has stooped to
Holocaust denial coupled with an allusion to Jewish venality and
greed.  It means that Palestinian propaganda is no longer limited to
anti-Israel incitement, but has crossed the line to undisguised
anti-Semitism."

1. FIGHTING IN LEBANON
The Lebanese front has heated up once again.  Israel Air Force planes
attacked Hizbullah terrorist bases this afternoon, in the eastern
sector of southern Lebanon.  Prior to that, fire had been exchanged
between Israel and Hizbullah, after two Amal terrorists were killed in
an engagement with an IDF force.
2. SPIES IN PRISON
The appeal of Naif Abu Salaah, 30, a student in the Humanities
department of Damascus University and a resident of the Israeli Druze
village of Majdal Shams in the Golan Heights, was rejected today by
the Haifa District Court.  The Haifa police had been deployed in extra
strength, after the angry protests in Majdal Shams yesterday, but the
hearing proceeded without incident.  Abu Salaah was arrested on
suspicion of spying for Syria, and will remain in prison at least
until next Sunday.  A similar arrest of another Arab woman, teacher
Nadia Fuda, on suspicion of spying for Egypt, was publicized
yesterday.  She is originally from Acre, and has been living in Egypt
for the past 12 years.
3. TEN FOR TALMON
Ten caravans (trailer homes without wheels) were brought to the
growing Western Binyamin community of Talmon today.  The approval for
the action was given by Defense Minister Mordechai over two months
ago.  Aharon Domb, Secretary-General of the Yesha Council, said that
the new caravans will be for families and public use.
4. CLOSURE BEING LIFTED
The internal closure on Bethlehem was lifted yesterday, and as of this
morning Israelis are permitted to enter the city.  The committee on
the "territories" will convene today in the office of the Defense
Minister, and it will apparently decide to gradually allow the entry
of Palestinian workers into 'smaller' Israel as of next week.  The
decision to lift the closure yesterday was made on Tuesday, despite
the fact that the Defense Minister - as well as the Prime Minister,
visiting in Korea - continued to defend the closure until yesterday
afternoon.  The Foreign Affairs Ministry responded to statements by
the Greek Foreign Minister against the closure on the territories with
the following statement: "...The steps which Israel took in the wake
of the terrorist outrage at the Machaneh Yehudah market in Jerusalem
were necessary in order to protect the lives of civilians from further
terrorist attacks.  These measures were not intended to cause harm to
the civilian population nor to undermine the status of the Palestinian
Authority. If the PA had actually fulfilled its responsibilities and
acted resolutely to uproot the terrorist scourge from areas under its
control, then the civilian population of both sides would have been
spared suffering."
