1. ALBRIGHT MEETS WITH ARAFAT, REPEATS CALLS TO FIGHT TERROR
U.S. Secretary of State Madeleine Albright visited the Palestinian
Authority city of Ramallah this morning, where she met with Yasser Arafat.
Extra-strong security precautions were taken in and around the region, and
U.S. Marines took part in the protective forces.  The meeting between the
two lasted 2.5 hours, over an hour longer than planned.  At a joint
conference afterwards, Albright repeated her remarks of yesterday in
support of "sustained and relentless Palestinian efforts against terror,
and not just when it is convenient."  When asked about Israeli construction
on Har Homa, she said that the actions of bulldozers cannot be equated to
those of terrorist bombers.  She did cite Israel, however, for withholding
funds earmarked for the PA.  After meeting with Arafat, Secretary Albright
met privately with Prime Minister Netanyahu for about fifteen minutes.  She
then met with him and Ministers D. Levy, Mordechai, and Sharon, mainly to
discuss the Iranian threat.  She is scheduled to dine together with the
Prime Minister this evening.
Yesterday, Secretary Albright was visibly moved during her visit to the Yad
Vashem Holocaust Museum in Jerusalem.  Two of her grandparents were among
the six million Jews killed by the Nazis.  "I am grateful for the
opportunity to visit Yad Vashem." she wrote in the Visitors' Book, and
said, "I pay tribute to the people of Israel for remembering [the
Holocaust] at Yad Vashem."
Secretary Albright told Prime Minister Netanyahu yesterday that she had
already asked the Lebanese Prime Minister to return the body of Sgt. Itamar
Iliya, one of the IDF soldiers killed there last week.  She met last night
with opposition leader MK Ehud Barak (Labor), who asked her to intervene to
secure the release of Azzam Azzam from Egyptian prison.  Albright talked
with Barak about his plan for an Israeli withdrawal from Lebanon, which
would be in cooperation with the Syrians.
2. MK UPSET AT PRESIDENTIAL INVITATION FOR OUTSIDE INTERVENTION
The remarks yesterday of President Weizmann to Secretary Albright, inviting
her to pressure Prime Minister Netanyahu to make concessions, continue to
draw criticism from various political figures.  MK Alex Lubotsky (Third
Way) said that Weizmann's statement is reminiscent of the invitation by the
sons of King Yannai to the Romans to intervene in an internal Jewish
struggle here.  Lubotsky also said that he will take this incident into
account when Weizmann stands for re-election.
3. INTERIOR MINISTRY LOOKS INTO LEGALITY OF ARAB STREET-NAMING 
Interior Minister Eli Suissa has asked that his Ministry's Legal Counsel
decide whether the naming of a street in an Israeli-Arab village after Arab
marauder Izaddin el-Kassam is legal.  A spokesman for the town of Kafr Kara
told an Arutz-7 reporter today that it has not ruled out naming another
street after Yichye Ayash, known as the Engineer, who designed the
explosives used to kill many Israelis in terrorist attacks.  The legal
decision will be made by next week.  
4. PALESTINIAN MEMBER CALLS FOR ARAB RIGHT OF RETURN
A member of the Palestinian Legislative Council, Jamila Tsidam, says that
the PA insists that Israel fulfill Resolution 194 of the United Nations.
The resolution, almost fifty years old, states that Israel must return all
Arab refugees to their homes and compensate them for the property they lost
during the War of Independence in 1948.  Tsidam spoke at a symposium this
week in Gaza, and her remarks were quoted in the newspaper Al Chiyat al
Jadida, identified with the PA.

1. ALBRIGHT VISIT ENDS
U.S. Secretary of State Madeleine Albright visited an Arab school in
Ramallah this morning, where she addressed the students.  In a speech
carried over Voice of Palestine Radio with simultaneous Arabic
translation, she said, "The Palestinians have no greater enemy than
the terrorist organizations amongst them.  Hamas and the Islamic Jihad
hurt Israel, true, but they also hurt you."  She met afterwards with
Yasser Arafat for 45 minutes, after which Arafat told reporters, "We
had a very good meeting, as usual, and I hope that it will bring good
results very soon."  
Albright departed soon afterwards for talks with Syrian President
Assad in Damascus.  Last night she held a long meeting with Prime
Minister Netanyahu, together with their aides, concentrating on the
renewal of negotiations with Syria.  Albright will be bringing a
special message for Assad from Netanyahu, termed by the Americans
"encouraging."  MK Yehuda Harel (Third Way) said today that he is
confident that Netanyahu is not preparing to cede the Golan, as this
is in direct opposition to the Likud party platform.
2. TWO TERRORISTS KILLED IN LEBANON
It was released for publication last night that an IDF force killed
two terrorists on Wednesday night on the southern border of the
security zone in Lebanon.  A search of the area found much war
materiel left behind by the terrorists.  All of our forces returned
safely.
3. RIGHT-WING DEMONSTRATIONS RESUME
Almost 1000 people marched last night from Zion Square, where they had
demonstrated for an end to the Oslo process,  to the President's Home
in Jerusalem, where they demanded his resignation.  Many of the
demonstrators marched to the American Consulate, protesting American
pressures on Israel in the face of the severe security situation.

1. TWO IDF SOLDIERS KILLED IN LEBANON
Two IDF soldiers were killed last night when a roadside bomb was
detonated adjacent to a routine Golani patrol in the central sector of
Southern Lebanon.  The funeral of First Sergeant Ofir Basol, 21, took
place today in Kfar Saba, near Tel Aviv.  First Sergeant Rozlan
Yosipov, 21, will be interred later in the afternoon in Haifa.  A
third soldier was lightly wounded and later operated on for the
removal of shrapnel from his hand.
Last night's clash follows a long and heavy battle on Friday night in
which 18-year-old Hadi Nasrallah, the son of Hizbullah leader Sheik
Hassan Nasrallah, was killed along with three other Hizbullah
terrorists, and six Lebanese soldiers.  The battle began at
approximately 6:00 PM and raged for some 12 hours.  No IDF soldiers
were injured.  The IDF troops located and returned to their base the
bodies of two of the terrorists, including that of Nasrallah.  Senior
security officials said that the bodies would be interred in Israel
and might be used in an exchange for the corpse of IDF soldier Itamar
Ilya, who fell during the foiled Naval commando raid last Friday.
Arutz Sheva spoke with Meir Amor the uncle of Basol, who said that
Ofir was an alumnus of the Midrashiat Noam Yeshiva High school and
"insisted upon volunteering for a combat unit, and being stationed at
an active outpost."
2. INFORMATION WAS LEAKED TO HIZBULLAH
The British weekly Foreign Report claims that a double agent provided
early intelligence information to Hizbullah terrorists about the
ill-fated Israeli navy commando operation in Lebanon.  Based on the
information, the Hizbullah carefully planned an ambush which resulted
in the deaths of 12 Israeli soldiers.  According to the weekly, the
commandos had intended to capture Hizbullah leader Hallil Harb.  The
same double agent reportedly aided an Israeli Golani infantry unit a
month earlier in a successful operation against the Hizbullah. Five
Hizbullah fighters, including two senior regional commanders, were
killed in that raid.
3. PA OFFICIAL CALLS FOR DESTRUCTION OF AMERICA
The Israel Government Press Office reports that for the second time in
two months, a senior Palestinian Authority (PA) official has called
for the destruction of the United States.  Following are excerpts from
the Friday prayer sermon delivered by PA Mufti Ikrama Sabri at the
Al-Aksa mosque in Jerusalem on September 12, 1997.  Sabri's sermon was
broadcast on the Voice of Palestine, the PA's official radio station,
immediately following the 10-minute address by U.S. Secretary of State
Madeleine Albright to Palestinians on the same station.  Sabri is the
official Mufti (senior Muslim cleric) of the PA, and was appointed to
his position by Yasser Arafat.
"Oh Muslims, we must raise our voices against America, its ally
Britain, and all the infidel nations and say that Israel is stealing
our land and establishing illegal settlements... Why does America
support settlements in Israel?  Are the settlements not terrorism? 
And therefore, America is the chief of the terrorists.  Oh Allah,
destroy America, her agents and her allies!  Cast them into their own
traps, and cover the White House with black!"
"Oh Muslims, our brothers in faith everywhere, the purpose of the
American Secretary of State's visit to Palestine is to support the
Israeli position regarding deceitful security and fanatical
settlements...  The strategic covenant between Zionism and the
Crusaders is a satanic alliance hostile to Islam and the Muslims, and
we expect no good from it.  The Muslim masses in Palestine and the
world over condemn Albright's declarations issued today and in the
past two days.  The masses condemn America's pro-Israeli stance, which
demonstrates that global forces, the heretics, the terrorists and
those filled with hate are forging an alliance against Islam and
Muslims...
 Oh Allah, destroy America, her agents and allies!  Allah, raise the
 flag of Islam over the Al-Aksa mosque, Jerusalem and Palestine..."
Two months ago, in his prayer sermon of July 11, 1997, Sabri also
called for the destruction of America.  Following are excerpts from
his July sermon, broadcast on the Voice of Palestine: 
"Oh Allah, destroy America, for she is ruled by Zionist Jews... Allah
will paint the White House black!  Clinton is fulfilling his
reverend's will to identify with Israel... The Muslims say to Britain,
to France and to all the infidel nations that Jerusalem is Arab.  We
shall not respect anyone else's wishes regarding her.  The only
relevant party is the Islamic nation, which will not allow infidel
nations to interfere...  The homes the Jews are building will become
Arab property, with Allah's help.... Allah shall take revenge on
behalf of his prophet against the colonialist settlers who are sons of
monkeys and pigs.... Forgive us, Muhammad, for the acts of these sons
of monkeys and pigs, who sought to harm your sanctity."
The Voice of Palestine is under the auspices of the PA's Palestinian
Broadcasting Corporation (PBC).  According to the Philadelphia
Inquirer (September 7, 1997), the PBC has been funded by the United
States government.
4. OK GIVEN FOR MT. OF OLIVES NEIGHBORHOOD
The Interior Ministry's Committee of Appeals for Planning and
Construction in Jerusalem unanimously rejected this afternoon the
appeal submitted by two Meretz-party Jerusalem City Councilmen against
the building of a Jewish neighborhood on the Mt. of Olives (Ras-El
Amud).  Today's session was the final legal barrier standing in the
way of the construction of the neighborhood.  The establishment of the
neighborhood is being privately initiated by Dr. Irving Moskovitz, a
renowned Jewish philanthropist.  In 1984, the Supreme Court confirmed
that the purchase of the area by Dr. Moskovitz was legal, and the
neighborhood was approved by the Jerusalem Municipality during the
term of Mayor Teddy Kollek.  Today's decision allows for construction
of 6 edifices on the site.
5. WEEKLY CABINET SESSION
In today's weekly cabinet session, Prime Minister Netanyahu declared
that under no circumstances would he agree to freeze construction of
Jewish homes in Yesha (Judea, Samaria, and Gaza) as a concession to
the Palestinians.  On the other hand, Mr. Netanyahu stated his
intention to release some of the funds which were frozen following the
latest terrorist attacks in Jerusalem.  The cabinet also decided to
appoint a ministerial committee to aid Israeli businessmen in
collecting outstanding debts owed to them by Palestinian residents of
Yesha.  Justice Minister Tzachi Hanegbi was chosen to chair the
committee.  During the meeting, a proposal was floated to declare five
Palestinian groups operating abroad as illegal, due to their
connections with Hamas.  Levy expressed serious reservations about the
idea, as did Mordechai.  In the end, the cabinet empowered the Prime,
Defense, and Foreign Ministers to reach a decision in the matter.  
6. SUMMARY OF ALBRIGHT VISIT
After today's cabinet meeting, Prime Minister Binyamin Netanyahu is
scheduled to confer with Defense Minister Yitzhak Mordechai and
Foreign Minister David Levy to summarize the visit of U.S. Secretary
of State Madeleine Albright to the Middle East.  Meanwhile, the
Foreign Ministers of the Persian Gulf states are meeting with Albright
today in Saudi Arabia. The Secretary of State is reportedly pressing
Saudi King Fahd to drop his opposition to a regional economic summit,
to take place in two months in Qatar.  In his meeting with Albright,
Egyptian leader Hosni Mubarak rejected her request to release from
prison the Israeli businessman Azzam Azzam, who was convicted by an
Egyptian court for allegedly spying on behalf of Israel.  Mubarak
stated that the court has rendered its decision; he expressed his
astonishment at the "fuss" Israel is making over Azzam's imprisonment.
 Also in their meeting, Albright criticized Egypt's "cold peace"
policy vis-a-vis Israel.  "We would like to see more tourism and
greater normalization between the two states," she remarked.

1. MITZPEH DANIEL NEIGHBORHOOD AT RAS EL-AMUD
Three Jewish families settled last night in an abandoned building -
owned by Dr. Irving Moskowitz - in the new Jewish neighborhood Mitzpeh
Daniel (Ras el-Amud).  Feisal Husseini arrived on the scene, and
shortly afterwards Palestinian rioters began throwing stones at the
building and at cars of journalists.  After midnight, the disturbances
became more intense when loudspeakers in eastern-Jerusalem mosques
called upon the Arab residents to come to the area.  Dozens of Arabs
arrived, chanting, "With blood and spirit we will redeem Palestine!"
and attempted to break into the building.  The three Jewish families
managed to close and lock the gate just in time.  Some twenty minutes
later, police forces arrived, and restored quiet to the area.
Prime Minister Netanyahu, who was apparently informed of the impending
move of the families shortly beforehand, was not in favor of the
families moving in, but after consulting with Attorney-General Elyakim
Rubenstein, came to the conclusion that there was no legal action he
could do to stop it. However, he later said, "The move is bad for
Jerusalem and bad for the State of Israel.  Although the people moved
in legally, only the government will decide on the settlement of
sensitive spots."
2. MK EXPLAINS OBJECTIONS; NEW RESIDENT EXPLAINS MOTIVES
Arutz-7 spoke today with Labor MK Ofer Pines-Paz, who expressed his
objections to the recent developments at Ras el-Amud.  "It is true
that everything was done legally, and of course we can't violate the
law, and I don't think that we have to make a special law just for
them.  But if there is no legal way, then it's clear that these people
are taking advantage of a legal loophole in order to bring Jerusalem
to an [explosion].  They are doing what they feel is right, of course,
but it is liable to cause loss of life," the MK said.  Arutz-7 News
Editor asked him, "The Labor party always says that it is against
dividing Jerusalem, yet it always objects to new building or
settlement activity in Jerusalem, such as Kfar HaShiloach, Har Homa,
and now this.  Where and when can we build, according to you?"
Pines-Paz answered, "In our opinion, it is exactly this type of
settlement activity that will lead to the division of Jerusalem.  The
Arabs can use this and prove to the world that they are being treated
like second-class citizens and that we don't want them here."
Yossi Kaufman, one of the new residents of the building, reacted to
these remarks by telling Arutz-7 today, "Statements like those show
that they really would like to divide Jerusalem.  We are here because
in the entire area between Maaleh Adumim and the Temple Mount,
including the Arab neighborhoods of Abu Dis and Ras el-Amud, there are
only Arabs and no Jews.
 The previous government planned, together with the Palestinians, that
 this
exclusively-Arab corridor should exist, and thus to divide Jerusalem. 
We are here to ensure that this plan is not carried out."
Haggai Segal:  "Yossi Kaufman, I would like to ask you this question. 
The Prime Minister has said that he objects to your presence there, at
least for now.  This means that you are taking upon yourselves a great
responsibility, for it is clear that this will cause a violent Arab
reaction.  The question is whether your shoulders are broad enough for
this responsibility."
Yossi Kaufman: "I'll tell you.  Since I began getting involved in this
issue, I have begun to read up on it a lot.  [Former Jerusalem Mayor]
Teddy Kollek, for instance, was very positive about Jews living here. 
Defense Minister Yitzchak Mordechai, when he retired from the IDF and
joined the Likud, said, "The Likud government will ensure that this
[Arab corridor] is populated with Jews.  We will not allow Jerusalem
to be divided."  There are many more such examples...  We are simply
fulfilling these ideals, and all of a sudden we become the 'disturbers
of the peace...'"
Haggai Segal: "No, let's say that you're fine, no one criticizes your
actions, and that they are perfectly legal.  The fact still remains
that these actions of yours will cause violence.  Are you saying that
you're still determined, no matter what?
Yossi Kaufman:  I am saying that given that we are now here, it is now
up to the security forces and the police to ensure - in advance - that
violence does not occur.  The fact is that the Palestinians who throw
the stones are the ones causing the violence, and the police are the
ones who can stop it.  If they show firmness and conviction, as they
are doing now, then we and the Arabs will be able to live here
together in peace."
3. MKs VISIT THE SITE, AND PEACE NOW DEMONSTRATES
Several members of the Knesset Land of Israel front visited the new
Jewish neighborhood today.  MKs Tzvi Hendel and Chanan Porat (NRP), as
well as Rabbi Benny Elon (Moledet), came out in strong support of the
new Mitzpeh Daniel families, and called upon the Prime Minister not to
stop construction of the new Jewish neighborhood there.  Moledet party
leader MK Rehavam Ze'evi has also expressed strong support for the
move, telling the Knesset Foreign Affairs and Defense Committee today
that the families' move to Mitzpeh Daniel was "the right thing at the
right time."  Many MKs in the opposition were furious over the
development, however.  Meretz party leader MK Yossi Sarid called the
new settlers "contemptible."  Labor party leader Ehud Barak said that
the move was a dangerous provocation that would cause Jerusalem to
explode, and called upon Netanyahu to evacuate the families
immediately.  Uri Avneri, head of the leftist organization "Peace
Bloc," visited the area today, and said to the Palestinians, "The
settlers who arrived here today are our enemies.  We must unite
against this enemy and fight him together."  Several dozen Peace Now
demonstrators were forcibly expelled from the site by police during
the course of a demonstration there this afternoon; one was arrested.
4. FEAR THAT PM WILL EVACUATE NEW NEIGHBORHOOD
In light of the Prime Minister's strong words of criticism today, MKs
on the right are now afraid that he will act to evacuate the families
from Mt. of Olives.  This fear is supported by an announcement by the
Attorney-General that the situation will be examined in terms of its
impact on "the well-being of the public."  Transportation Minister
Rabbi Yitzchak Levy (NRP) said that criticism of the new settlers is
fuel on the fire of Palestinian violence.  His party colleague MK
Chanan Porat expressed sorrow that "the Prime Minister does not
understand that the unity of Jerusalem means actions, and not only
slogans... Only active Jewish life near Mt. of Olives will restore the
hundreds of thousands who used to visit the area, but who have not
done so since the intifada."
5. HIGH-RANKING VISITS
Prime Minister Netanyahu will depart on Wednesday for a five-day visit
to Europe.  Austria, Romania, and Hungary are on his itinerary. 
President Ezer Weizmann will conduct an official visit in the United
States two weeks from now.  The visit will last six days.  
6. COMPUTER NUMBERS
Nine out of every ten kibbutz students have a personal computer at
home, according to a new survey carried out by Haifa University.  44%
of the Jewish students in cities have computers, and 30% of Arab
students.
