1. MUBARAK BLAMES NETANYAHU OVER AZZAM ISSUE Egyptian President Mubarak announced today that he would not pardon Azzam Azzam, the Israeli Druze recently sentenced to fifteen years in prison for spying. Mubarak said that he would not pardon him because Prime Minister Netanyahu had expressed criticism of the judicial system in Egypt, and therefore he - Mubarak - could not allow himself to become involved. Netanyahu's Arab affairs advisor, Assad Assad, said that he regrets Mubarak's decision. He said that when Azzam suddenly disappeared in Egypt ten months ago, the Prime Minister had no choice but to raise the issue via the public media. Azzam's brother Sami told Arutz-7 today that if President Mubarak blames Prime Minister Netanyahu, then the Prime Minister should apologize and the two leaders should straighten matters out between them so that the issue could be worked out as quickly as possible.
Prime Minister Netanyahu, visiting in Austria today, responded by saying, "The man is innocent, and all the rest is excuses."
2. SHABAK SUCCESSES The recent successes of the General Security Service continue. Two days ago it uncovered another Islamic Jihad terrorist cell, one that was responsible for the murder of policeman Meir Alush in the Shomron area over a year ago. The gang had also planned to kidnap soldiers in the Hadera area. Last week it was revealed that another gang had been apprehended, the members of which were planning a mass terrorist attack in a Jerusalem mall, as well as the kidnapping of Jerusalem Mayor Ehud Olmert. Defense Minister Yitzchak Mordechai said that the five terrorists who committed the Machaneh Yehuda and Ben Yehuda bombings were residents of the autonomous areas. Prime Minister Netanyahu said that the peace process will not continue if Arafat does not make a major effort to fight terror.
3. ECONOMIC UPSWING PREDICTED FOR ISRAEL Senior economists of the International Monetary Fund told a Yediot Acharonot reporter in Hong Kong that Israel faces a bright economic future. Finance Ministers of the G-7 (the seven largest industrialized nations) are presently meeting in Hong Kong, and the IMF and World Bank will hold their annual convention there next week. Israel will be represented by Finance Minister Yaakov Ne'eman and Bank of Israel Governor Yaakov Frenkel. The economists forecast that there will be heightened growth in the Israeli economy in the coming year, and that both inflation and unemployment could fall to an annual rate of 7%. They said, however, that political and military 'complications' in the region could change the forecast. They attributed Israel's rosy future to "the surprisingly courageous moves of Prime Minister Netanyahu in budget-cutting and privatization." IMF Vice President Stanley Fischer said, however, that Israel must be careful not to make the same mistakes as Thailand, which has seen its currency lose 40% of its value in the past two months.
4. PALESTINIAN PORT NEARLY COMPLETED Arutz-7 correspondent Haggai Huberman reports that the Palestinians have been making progress at Israel's expense in terms of "establishing facts on the ground." A seaport in Gaza is all but completed, he reports, built despite Israel's objections and under false pretenses. Over the past few months, the Palestinians have claimed that they were "expanding a fishery" in Gaza City, when in fact they were preparing a full-fledged port, eleven meters deep, capable of accepting very large ships. The port was to have been built near Netzarim, which would have enabled Israel to supervise the incoming cargo and ensure that war supplies are not brought in. "The main problem is that we can't exactly station IDF soldiers inside Gaza for the purpose of supervising the incoming cargo," explains Huberman. "To impose a naval blockade on the port would be legal, but would of course arouse an uproar of international objections. Another possibility is for Israel to check the incoming ships at sea, but this also does not seem very realistic."
Huberman also reported that an IDF investigation into the arrest and release of PA Security Chief Jibril Rajub two weeks ago is nearly completed. The investigation has found that the soldiers who detained Rajub after they found weapons in his car acted correctly when they released him shortly afterwards. This is due to the total lack of clarity in the regulations regarding the passage of Palestinian VIPs in Israel and the weapons they are allowed to carry. O.C. Central Command Maj.-Gen. Uzi Dayan has ordered an investigation and clarification of the regulations on this matter.
5. BARAK NIXES TALK OF UNITY Talk of a national unity government is again on the agenda in Israel. Knesset Members of the Third Way party, led by Minister Avigdor Kahalani, met today with some of their colleagues from the Labor party, in an attempt to convince them of the importance of the formation of such a government. They met last week with Minister of Infrastructures Ariel Sharon, who expressed his support of the initiative. Labor leader Ehud Barak continues to object to the unity option, saying that only if the Prime Minister changes his policies "by 180 degrees" and makes an offer to Labor, will there will be something to talk about. Kahalani said that he feels there is an openness on the part of Labor leaders for a unity government, and that "the 180 degrees that Barak mentioned are not really 180 degrees." He plans to meet with the Prime Minister and Shas spiritual leader Rabbi Ovadiah Yosef on the topic. Defense Minister Mordechai has expressed his opposition to the idea.
6. COURT HAMMERS TV DECISION The Supreme Court has ruled that Minister of Education Zevulun Hammer must allow Israel Educational Television to screen a program dealing with homosexuality. Hammer had prevented the screening for the past year, claiming that the program presents only positive aspects of the topic. He told Arutz-7 that he is disappointed by the Court's intervention in his decisions as Education Minister on educational matters. In addition, he said that the decision stems from the particular philosophy-of-life of the judges and not from legal considerations. MK Chanan Porat (NRP) said that the decision will cause many people to turn away from the public television station, which promotes an atmosphere encouraging such phenomena.
7. ARAFAT SUCCESSOR SOUGHT American intelligence officials say that Yasser Arafat suffers from a muscular disease. Jibril Rajub, however, denies the reports and says that Arafat is a "strong and healthy horse." In any event, Fatah leaders continue to attempt to find a potential successor to the Chairman. Names that have been mentioned include Feisal Husseini, Abu Maazen, Farouk Kadoumi - who objects to the Oslo agreements - and Abu Alla.

1. TWO ISRAELIS SHOT IN JORDAN Two Israeli diplomats in the Israeli Embassy in Jordan were shot at this morning from a passing car, in front of the home of one of them. They were taken to a hospital in Amman, and are being treated there for wounds to the arms and legs. One is listed in light condition, and the other is in moderate condition. The Jordanian police have arrested several suspects, and announced that they will do all they can to apprehend those responsible for the attack. No organization has claimed credit for the attack, but Israeli security officials believe that Hamas spokesman Ibrahim Roche, who was released only yesterday after serving a prison sentence in Amman, is connected in some way with the attack. An Israeli Embassy spokesman, in answer to a question, told Arutz-7 today that security for Israeli personnel in Jordan is always high, and that now it will be heightened even more.
2. ISRAEL REQUESTS TRANSFER OF FOUR MORE TERRORISTS FROM THE PA Justice Minister Tzachi Hanegbi submitted to the Palestinian Authority today four requests for the transfer of terrorists suspected of serious attacks in Israel. On the instruction of the Attorney- General, arrest warrants have been issued against them. The transfer requests refer to three members of the "Zurif" terrorist cell, who are suspected of carrying out the terrorist attack at the Apropos Cafe in Tel-Aviv in which three women were killed, as well as a series of shootings which killed a total of seven Israelis. The fourth request is for Amjad Hinawi of Nablus, who murdered David Boim, 17, near Beit El over a year ago. This brings to a close the struggle of David's parents to cause Israel to request Hinawi's extradition. Israel has now requested a total of 36 terrorist-extraditions from the PA, including Palestinian Police Commissioner Razi Jabali, and eleven others who are either serving in the Palestinian police or are in the process of joining its ranks. The PA has rejected two of the requests, and has failed to respond to the remainder, in blatant violation of the Oslo accords.
3. POLLARD REQUEST TO DISQUALIFY RUBENSTEIN Atty. Larry Dub, representing Jonathan Pollard, submitted a petition last week to the High Court of Justice, requesting that Attorney-General Elyakim Rubenstein be disqualified from representing the government in the Pollard court case scheduled for October 29, 1997. Jonathan Pollard, an Israeli citizen, has been imprisoned in the United States for the past 12 years on charges of espionage. The upcoming court case will deal with his demand that the Israeli government explain what it has done in order to bring about his release. In addition, Pollard asks the Court to investigate why Israel has never declared that he was an Israeli agent.
Dub stated that 13 years ago Rubenstein participated in a conspiracy to obstruct justice in the Pollard case. He cited as evidence passages in a new book by former President Nixon-aide Leonard Garment, "Crazy Rhythm," which details the alleged conspiracy and Rubenstein's role in it. Dub says that Rubenstein should therefore not be allowed to take part in the case. In a separate petition in the High Court, Pollard's attorney requested that the government be ordered to release the findings of two commissions of inquiry into the Pollard affair which have been kept classified for the last ten years.
4. STABBING VICTIM IN EMERGENCY CARE Jerusalemite Emanuel Ne'eman was stabbed last night by two Arabs near Damascus Gate in the Old City. He is in the emergency ward in Ein Karem Hadassah Hospital.
5. MT. OF OLIVES BUILDING WAS OWNED BY JEWS Dr. Irving Moskowitz bought the recently-occupied building in Ras el-Amud from Jews, not Arabs. Mati Dan of Ateret Cohanim told Arutz-7 today that during the Jordanian occupation of Jerusalem between 1948 and 1967, an Arab took over the house and attempted to illegally erase its Jewish ownership in the official tabu listings. The government of King Hussein recognized the offense, and began legal proceedings against him, which were cut off by the Six-Day War. The case continued in Israeli courts, and in 1984 then-Supreme Court Justice Aharon Barak (currently the President of the Supreme Court) ruled that the building belonged to a Habad group, which had originally acquired the property in 100 years before. An Arab filed trespassing charges today in an Israeli court against the Jewish residents there.
