1. ORIENT HOUSE STILL OPEN FOR PLO BUSINESS
The illegal diplomatic activity in PLO headquarters in Jerusalem's Orient
House in Jerusalem continues.  Feisal Husseini met this afternoon with
foreign ambassadors there, and took them for a tour of the new Maaleh
HaZeitim neighborhood in the Ras el-Amud section.  Two weeks ago,
Palestinian National Council member Ziyad Abu Ziyad hosted representatives
of the European Union there for an official, albeit unpublicized, meeting.
Arutz-7 correspondent Haggai Huberman reports that diplomats from Spain,
Belgium, and France participated in the meeting.  The Oslo agreements
specifically prohibit any sort of official PA activity in Jerusalem.
2. TERRORIST IDENTITIES OFFICIALLY REVEALED
The Prime Minister's Office announced last night that four of the five
suicide terrorists who committed the two recent bombings in Jerusalem have
been identified.  As Prime Minister Netanyahu pointed out, the significance
of the revelations is that the killers are of local origin, and not, as
Arafat had claimed, from abroad.  The four are from the village Asira
a-Shmailia, just north of Shechem, within Area B.  IDF Intelligence Head
Moshe Yaalon explained yesterday that the murderers are purposely drafted
from villages within Israel's security control, so as to avoid the blame
being placed on the PA security apparatus.  In any event, there is a
Palestinian police station in the village.
The four terrorists were wanted by the Israeli GSS in December 1995, after
they were involved in the shooting and wounding of two IDF soldiers.  They
were arrested by the Palestinian Authority, which reported that they
"escaped" a few months later.  The terrorists were identified conclusively
based on DNA tests carried out on their relatives.  IDF and Border Guard
units continue to close off the village Asira a-Shmailia, from whence
originated the five recent suicide-terrorists.   
3. PALESTINIAN COOPERATION WITH ISRAEL "JUST A PLOY"
Israeli security officials met last night with PA security personnel, in an
effort to come to a working understanding.  The nature of the cooperation
that the PA provides Israel was explained by Muhammad Dahlan, head of PA
Preventive Intelligence in Gaza, in an interview with the Saudi newspaper A
Shark al-Ausat:  "Our collaboration with Israel in security matters is
simply a diplomatic tactic that conforms to the American [demands], while
at the same time preserving our rights... We have effectively removed
Israel's ability to attain security information within the autonomous areas."
4. HAMAS FLOURISHED UNDER PALESTINIAN CONTROL
The GSS claims that the masterminds of the recent murderous attacks remain
at large within PA-controlled areas.  Israel has supplied their names to
the PA - not for the first time - and demanded that the PA arrest them.
Yaalon said that Arafat ordered the arrest of 100 Hamas and Islamic Jihad
members immediately before the visit of Secretary Albright to the region,
and began releasing them upon her departure.  Haaretz newspaper reported
that a senior security source said that the Palestinians allowed Hamas to
grow and expand, and that it now operates in many of the towns under PA
control.  He warned that further attacks are possible, despite the recent
Israeli arrests.
5. MK EZRA EXPLAINS
Arutz-7 correspondent Tuvia Rosenfeld asked former GSS head and present-day
Likud MK Gideon Ezra to explain the significance of the achievement of the
GSS in uncovering the identity of the suicide terrorists.  His answer:
"This is a very notable achievement, in that until now most of the time
Hamas itself released the names of the suicide terrorists.  They stopped
doing so, however, when they saw that the families of the terrorists were
being punished by the IDF.  In order to identify the terrorists now, the
GSS must find a needle in a haystack, and the fact that it succeeded is a
great tribute to the GSS.  But the names were not new - we knew them
before, and they were included on a list of names of wanted terrorists that
we gave to the PA."
A-7: Did the GSS also succeed in discovering the masterminds behind the
killings?
MK Ezra: No, and we still have a lot of work ahead of us.  Arafat too -
until now, he claimed that the terrorists came from abroad, and he sat back
and did nothing.  Now he has to roll up his sleeves and get to work.
A-7: Does he have any motivation to do so?
MK Ezra: Of course he does!  He knows that if not, we will not advance at
all, not a single meter.  The Islamic fundamentalist wave is a world-wide
thing - look at Algeria, and Egypt, and Sudan, Iran, Hizbullah - he knows
that if he wants to live, he will cooperate with us [in fighting them].
6. MK LANDAU CALLS FOR OSLO-RECKONING 
A stormy Knesset session was held today on the topics of terrorism, the
Oslo agreements, and related issues.  MKs Alsana and Dahamshe of the United
Arab List were expelled from the plenum for disturbing during the speech of
Deputy Defense Minister Sylvan Shalom.  Labor MK Shimon Peres attacked the
Likud for dividing Jerusalem, as well as Dr. Irving Moskowitz for "using
his money for things that have to do with endangering lives."  Likud MK Uzi
Landau said, "Now, during the month of Elul and before the High Holy Days,
we must make a careful reckoning of the Oslo agreement.  Shimon Peres
should confess the many sins he committed in connection with the Oslo
agreement, such as agreeing to place Jerusalem on the negotiating table.
This was an invitation to terror, because each side wants to strengthen his
negotiating position, and it was an invitation to massive illegal Arab
construction in Jerusalem, and an invitation to hundreds of Rajub's
security personnel to enforce their power in Jerusalem."
7. ILLEGAL ARAB CONSTRUCTION THREATENS JEWISH NEIGHBORHOODS
Deputy Housing Minister Meir Porush warns that the continuing phenomenon of
illegal Arab construction threatens to cut off the northern Jerusalem
suburbs of N'vei Yaakov and Pisgat Ze'ev from the rest of the city.  Porush
reports that Yasser Arafat is thickening the Arab neighborhoods between
Ramallah and Jerusalem, and that 50,000 Arabs already live there.
8. 30 YEARS FOR GUSH ETZION 
Prime Minister Netanyahu will take part in a ceremony this evening
commemorating the 30th anniversary of the renewal of the Jewish communities
in Gush Etzion.  The Prime Minister will meet with students in the town of
Efrat, and afterwards will dedicate a new center for Judaica at the Gush
Etzion junction.  An interview (in Hebrew) with one of the sons of the
original Gush Etzion residents, and a prime founder of the present-day Kfar

9. PA DEMANDS ARUTZ-7 CLOSURE
Yediot Acharonot reports that the Palestinian Authority has formulated a
list of nine demands upon Israel.  The Palestinian negotiators submitted
the list at the talk being held in Washington.  Some of the PA demands: the
closure of Arutz-7; the cessation of meetings between Prime Minister
Netanyahu and groups of "extremist settlers;" the removal of the symbols
from the gravesite of Baruch Goldstein; the firing of Justice Minister
Tzachi Hanegbi; the arrest of "right-wing extremists" and the cessation of
the policy of releasing them.  Israel had earlier publicized a list of ten
demands upon the PA, including: total and unconditional cooperation from
the PA on security matters; removal of terrorists from the Palestinian
police; fulfillment of the Hevron agreement; transfer of wanted terrorists
to Israel; and the dismantling of the terrorist infrastructure.

FOUR SUICIDE BOMBERS IDENTIFIED

Today, (Tuesday) 23.9.97, the security services, aided by the Biology
Laboratory of the Forensic Medical Institute, the IDF and Israel
Police have revealed the identities of four of the five suicide
bombers in the Jerusalem  Mahane Yehuda Market and Ben Yehuda
Pedestrian Mall attacks. The security services evaluation is based on
intelligence data and DNA tests.
Their identities are as follows:
1. Mouai'a Mahmoud Ahmad Jarar'a - born in 1974.
2. Bashar Mahmoud Asad Zoualha - born in 1973.
3. Touwafik Ali Mahmoud Yassin - born in 1972
4. The identity of the fourth suicide bomber, Yosef Ahmad Shouli, born
in 1974, is being checked.
All were residents of the village Azira Shamaliya, near Nablus.
The four were wanted by the GSS for questioning regarding their
involvement in the shooting attack at IDF vehicles at 'Ein Bidan
near Nablus in December 1996, during which an Army doctor and soldier
were wounded.
The four were arrested by the Palestinian Authority during the arrests
following the wave of terrorist attacks of February - March 1996.
In September 1996, the four escaped from the Palestinian prison in
Nablus and were wanted fugitives since then.
A demand for the four men's arrest as soon as possible was made to the
Palestinian Authority following their escape from Nablus prison,
because of the concern that they would carry out more attacks.  It
should be noted that the four names were included in the list of 88
Hamas and Islamic Jihad activists whose arrests Israel requested,
which was given to the Palestinian Authority during the trilateral
meetings held after the Mahane Yehuda Market attacks.
It must be emphasized that the security service;s investigation is
continuing with the aim of uncovering the entire Hamas Izz a-Din
al-Kassem infrastructure that lies behind the terrorist attacks in
Jerusalem's Mahane Yehuda Market and Ben Yehuda Pedestrian Mall.
Details of the investigation have been kept secret under a court order
banning their publication.
According to GSS, this terrorist infrastructure is dangerous because
of its ability to carry out additional attacks in the immediate
future.
