1. SMALL OSLO COMPENSATION
The Interior Ministry has transferred 30 million shekels to the local
municipalities in Judea and Samaria.  This is in compensation for the
added expenses the Yesha communities were forced to bear as a result of
the Oslo agreements.  The original decision to transfer the sums was
made by the previous government.
2. ARAFAT IN HEVRON
Yasser Arafat arrived in Hevron today, where he met with representatives
of Hamas and other local Arab groups.  Also in Hevron today, the police
have removed their presence from Beit Schneersohn, after the residents
of the building began court proceedings against them.  The police
continue, however, to guard the road works being carried out on King
David St.  The Jewish residents there claim that opening the road to
Arab traffic will endanger their lives.
For the second time this week, there were Arab disturbances this morning
at the Rama (Atarot) junction, north of Jerusalem.  One soldier was
lightly wounded.
3. BARAK APOLOGIZES TO SEPHARDIM
The two major political parties in Israel will be holding their annual
conventions in the near future.  In anticipation of the Labor
convention, beginning this Sunday in Netivot, party head MK Ehud Barak
issued an official apology on behalf of the party, towards all those who
immigrated to Israel from Oriental and North African countries, and who
were "mistreated by the party over the past half century."  He said that
for decades, the party did not recognize their genuine contributions to
the growth of the country.  Several Labor leaders did not agree with
Barak's gesture.
4. PM PROMISES MORE BUILDING IN GUSH ETZION
Thousands participated last night in a celebration in honor of the 30th
anniversary of the Jewish return to Gush Etzion.  Rabbi Shlomo Riskin of
Efrat, speaking at the commemoration, said, "Please, Prime Minister
Netanyahu, allow us to build until we reach Jerusalem!"  The Prime
Minister in fact seemed to accede to the request, at least partially,
and said that the construction of 300 new apartments in Efrat was in the
works.  U.S. Secretary of State Madeleine Albright hurried to criticize
Netanyahu, saying that construction there does not help produce the
atmosphere necessary for the "peace process."  The Etzion Bloc is
comprised of 14 communities, including the township of Efrat, with a
total population of 20,000.
Prime Minister Netanyahu said, "I see the story of Gush Etzion as a
reflection of the history of the Jewish nation.  After 19 years of exile
and destruction [between 1948 and 1967], the children of the original
residents have returned home.  Similarly, after 19 centuries of
wandering and suffering, the Jewish people have come home to their
roots, to rebuild their lives."  Shilo Gal, Gush Etzion Regional Council
Head, said, "We are continuing the way of those who came before us, for
the sake of the future generations...  For you, Jerusalem, we are
building a southern gateway, to be populated by tens of thousands of
Jews on these thousands of Jewish dunams.  To our Arab neighbors I say,
when we returned here 30 years ago, we stopped by for a visit at one of
the villages here.  One of the elders said to us, 'You Jews, you are
like crab-grass: You get uprooted, and you come back; you get cut off,
and you return...'  We are not here to make an accounting of blood, even
though the book is still open.  We are sorry that there were some of you
[Arabs] who, although you wished to come and celebrate with us together
tonight, did not do so, out of fear of the Palestinian Authority."
5. JOINT MANEUVERS TO BE DELAYED
The joint naval maneuvers to be conducted by Turkey, Israel, and the
United States have been put off.  The Americans say that their ships
will not be able to make it to the region at the scheduled time - late
November - and have asked that the maneuvers be re-scheduled for a few
days or weeks later.
6. AMERICAN ORTHODOX UNITY
In a strong show of unity, four major American Orthodox organizations
have issued a joint statement in favor of a single standard of Jewish
Law in Israel, and against any change in the religious status quo in the
country. The statement by the four groups - Agudath Israel of America,
the Rabbinical Council of America, the Orthodox Union, and the National
Council of Young Israel - blames those who have attacked the religious
establishment for having "created a climate of ill-will and anger.'' 
"All Jews, regardless of level of religious observance or affiliation,
should recognize that there must be uniformly acceptable Jewish
standards for religious marriage, divorce and conversion if the
integrity of our peoplehood is to be preserved,'' the statement reads. 
Leading Reform Rabbi Eric Yoffe attacked the announcement.  He said that
Israel is a "spiritual wasteland," and that the issue is "not about
preserving the integrity of Jewish peoplehood, but about preserving
control of the Orthodox monopoly over religious life in Israel.''
