TODAY'S HEADLINES:
  1. PA FUNDS TO ARAFAT'S ACCOUNT
  2. SOME MINISTERS DISPLEASED WITH SHACHAK EXTENSION
  3. PEACE NOW TO HELP ARABS AGAINST GOVERNMENT
  4. WEIZMANN TO EGYPT
1. PA FUNDS TO ARAFAT'S ACCOUNT
The payments to the Palestinian Authority that were frozen after the
Machaneh Yehuda bombing attack, and that were partially unfrozen in honor
of Secretary Albright's visit to Israel, have been paid directly to the
personal account of Yasser Arafat, and not to the accounts of the PA.
Arutz-7 correspondent Haggai Huberman reports that this was done at the
request of Muhammad Rashid, economic advisor to Arafat. Arafat's personal
account is run from the Bank HaPoalim branch on Hashmonaim St. in Tel Aviv,
and it serves as a funnel for funds for various activities of Arafat and
the PLO. 20 million shekels were recently transferred from the account to
the PLO account in Paris.
2. SOME MINISTERS DISPLEASED WITH SHACHAK EXTENSION
Minister of Defense Yitzchak Mordechai announced last night that the term
of office of Lt.-Gen. Amnon Lipkin-Shachak as IDF Chief of Staff would be
extended by an additional six months, until July 1998. Shachak was to have
completed an already-extended three year term this coming January. Several
government ministers, as well as the Prime Minister's Office, are
displeased with the decision. A senior political source told Arutz-7 that
the government's confidence level in the IDF leadership is at a low point,
and that the IDF's top brass frustrates the attempts of the government to
carry out aggressive moves against the PA.
3. PEACE NOW TO HELP ARABS AGAINST GOVERNMENT
'Peace Now' is encouraging Palestinians to demonstrate against the
residents of Gush Etzion. In an announcement released yesterday, the
organization said that it would come to the aid of Arab residents in the
area who would be "hurt" by the government's plans to build an additional
300 apartments in Efrat. The statement read, "We do not intend to sit back
and wait for American pressure on Netanyahu to stop the construction in
Efrat."
On the other side of the spectrum, 'Professors for a Strong Israel' have
come out in support of the Prime Minister on this issue. The group calls
upon Netanyahu not to hesitate because of pressures from within and
without, nor to pay attention to the "extremist left, which identifies with
every Arab nationalist demand, and essentially believes in 'territories for
terror."
4. WEIZMANN TO EGYPT
President Ezer Weizmann will make a surprise visit to Egypt on Sunday. He
will meet in Alexandria with his counterpart President Mubarak. The
meeting will apparently deal with the fate of convicted spy Azzam Azzam,
from a Druze village in Israel. Weizmann met today with Prime Minister
Netanyahu, for the first time since he told Secretary Albright to "put the
pressure" on the Prime Minister.

  1. WEIZMANN UNSUCCESSFUL, SO FAR
  2. OLMERT, TOO, FOUND INNOCENT
  3. IDF EXERCISE PREDICTS VICTORY IN CLASH WITH PA
  4. ISRAEL-PA NEGOTIATIONS TO RESUME
  5. TENTH INTERNATIONAL TALMUD CYCLE CONCLUDED
  6. MORE MONEY TO BE TRANSFERRED TO PA
1. WEIZMANN UNSUCCESSFUL, SO FAR
The visit of President Ezer Weizmann in Egypt today has ended, but
Azzam Azzam is still imprisoned there. Arutz-7 correspondent Chizki
Zisman reports that Weizmann, meeting with Egyptian President Mubarak,
proposed a trade: Azzam in exchange for security prisoners jailed in
Israel. At a joint press conference held after the meeting, Weizmann
said that he expects the Egyptian court system to come up with a
solution for the problem of Azzam's incarceration.
2. OLMERT, TOO, FOUND INNOCENT
Jerusalem Mayor Ehud Olmert was found innocent this morning of charges
that he was involved in financial irregularities in a Likud party
campaign ten years ago. Justice Oded Mudrik of the Tel Aviv District
Court ruled that the prosecution was unable to prove any of the
charges raised against Olmert. The decision has sparked another wave
of criticism against former Attorney-General Michael Ben-Yair and the
State Attorney's office, from where this indictment - and other
unsuccessful ones against political figures on the right - originated.
MK Ruby Rivlin (Gesher-Likud) recommended today that those involved
in handing down baseless indictments against public figures should
face disciplinary proceedings. State Attorney Edna Arbel, in an
unusual public appearance after a case of this sort, said today that
her office is studying the verdict, but noted that the judge had said
that the holding of the trial was "important."
The Interior Committee of the Knesset decided today to enact a "code
of ethics" for the interrogation of public figures by the police.
3. IDF EXERCISE PREDICTS VICTORY IN CLASH WITH PA
"The IDF will emerge victorious from a violent clash with the
Palestinian police force, with relatively small losses compared to
those to be suffered by the Palestinians." This is the conclusion of
a three-day military exercise carried out in the Central Command last
week. Arutz-7 reporter Haggai Huberman says that contrary to prior
reports, the IDF did not conclude that it would suffer high losses.
Various options were sampled during the exercise, including the
establishment of military rule over the autonomous cities. Israel
does not have exact information regarding the amount of weapons and
ammunition held illegally by the PA, although it is known with
certainty that it has anti-tank weapons.
4. ISRAEL-PA NEGOTIATIONS TO RESUME
Israel announced the renewal of Israeli-Palestinian negotiations. The
committees discussing the issues of free passage and the Palestinian
seaport and airport will convene. Israel emphasizes, however, that
even if an agreement is reached regarding the nature of the ports'
operations, this does not mean that they will automatically begin
operations. U.S. Secretary of State Madeleine Albright has softened
her criticism of the Israeli construction plans in Efrat. Following
contacts between Jerusalem and Washington on the issue, Albright
said that construction in Efrat "at another time" would be possible.
5. TENTH INTERNATIONAL TALMUD CYCLE CONCLUDED
The conclusion of a world-wide study cycle of the Talmud will be
commemorated tonight in Yad Eliyahu Stadium in Tel Aviv. Leading
rabbis from all over the country will be in attendance, together with
thousands of Jews who participated in the daily study sessions. The
event will be broadcast live on Arutz-7 beginning at 7 PM tonight, and
will be aired via satellite to Europe and the United States. Rabbi
Yehuda Leib Shteiman will conclude the last page of the Talmud
tonight, following which Rabbi Shmuel HaLevi will begin the first page
of the next cycle. Hassidic musical interludes will grace the event.
This is the tenth time that the Talmud has been concluded by many
thousands of Jews the world over, all studying the same page on the
same day, since Rabbi Meir Shapiro of Lublin instituted the study
cycle 73 years ago.
6. MORE MONEY TO BE TRANSFERRED TO PA
Prime Minister Binyamin Netanyahu has instructed that half of the
monies that were not transferred to the Palestinian Authority
following the Machaneh Yehuda slaughter should now be "unfrozen" and
transferred to the PA. He said that the PA's closure of 16 Hamas
institutions last week, as well as the arrest of dozens of Hamas
terrorists, represents concrete measures on the part of the PA against
terrorism. Minister of Industry and Trade Natan Sharansky proposed
that the money not be deposited in Arafat's personal bank account in
Tel Aviv, because of the wide-spread corruption uncovered in the PA.
The proposal was not accepted, because it stands in contradiction to
prior agreements made between the Labor government and the PA.
