1. SOLDIER KILLED IN LEBANON
Capt. Gil Levran, 21, of Rishon Letzion, was killed today in southern
Lebanon.  An anti-tank rocket shot by Hizbullah terrorists scored a direct
hit, killing Capt. Levran, and wounding another soldier.  The shooting
began when a roadside bomb exploded, injuring soldiers of the Southern
Lebanese Army.  
2. IDF NOT IMPRESSED WITH PA'S ANTI-HAMAS MOVES 
The Intelligence Wing of the IDF refutes the General Security Service claim
that Arafat has begun a determined fight against Hamas terrorism.  The
Intelligence experts say that the recent PA arrests of Hamas members over
the last few days total no more than 70, as opposed to 1000 arrests carried
out by the PA after the terror attacks of March 1996.  Furthermore, they
claim, none of those who appear on the list of wanted terrorists,
transferred by Israel to the PA, has been arrested.  
3. ARAFAT PREDICTS EARLY DEMISE
Yasser Arafat estimates that he will not live until his 70th birthday.
Time Magazine reports that Arafat, 68, told as much to his close advisors
recently.  Time reports that the PLO leader's health is deteriorating,
despite official denials.
4. LEVY IN NEW YORK
Foreign Minister David Levy met this morning with U.S. Secretary of State
Madeleine Albright, but they were unable to come up with a formula to
enable the renewal of talks between Israel and the Palestinians.  Levy will
speak today before the U.N. General Assembly, in which he will focus on the
steps that the Palestinian Authority must take in the war against
terrorism, the efforts to resume negotiations with the PA, and Israel's
proposals for  permanent settlement talks.  In the course of his visit,
Minister Levy has met with American Jewish community leaders and held
briefings with the American and Jewish media.  On Thursday evening, the
Foreign Minister opened Israel's 50th anniversary celebrations in the U.S.,
in an event overseen by New York Mayor Rudolf Giuliani.
5. WEEKLY CABINET MEETING
The following issues were raised at yesterday's weekly Cabinet meeting:
The Director of the GSS briefed the cabinet on security matters... The
Prime Minister said that the Palestinian Authority has begun to take the
correct preliminary steps in the fight against terrorism, but added that
these steps must be continuous, serious and systematic.  He therefore
announced his decision to release half of the remaining funds to the
Palestinian Authority... He discussed the likely possibility that there
will be an agreement to resume the negotiations of the Interim Agreement
committees... The Prime Minister said that the war games held by the IDF in
the event of a possible deterioration vis-a-vis the Palestinians have
nothing to do with government policy or its operative plans, but that "we
have no intention of compromising with violence and terrorism."... 
The Cabinet approved the extension of IDF Chief-of-Staff Lt.-Gen. Amnon
Lipkin-Shachak's term of office until July 9, 1998.... The Cabinet approved
the upcoming visit of President Ezer Weizmann in the United States, at the
invitation of U.S. President Bill Clinton... The government discussed the
issue of the Histadrut strike, supported the Finance Minister's position,
and called for the resumption of negotiations.

1. TALKS TO RESUME NEXT WEEK
Following a meeting last night in New York with Foreign Minister David
Levy and Palestinian Authority figure Abu Alla, U.S. Secretary of
State Albright announced that the talks between the Israelis and the
Palestinians will resume on Monday, October 6.  The issues to be
discussed are the safe passage between Gaza and Jericho, and
operations of the Palestinian seaport and airport.  On October 13,
talks on four as yet unresolved points will begin, with the
participation of American representatives.  On the agenda for then
are: PA cooperation in the war against terrorism; the interim-stage
withdrawals; definition of the "time-out" during which no unilateral
moves will be made; and the acceleration of the permanent-status
talks.  The central question at present is, what is the implication of
the term 'time-out'?  Here are some answers:
 Prime Minister Netanyahu:  "Each side explains it differently.  We
will enable natural growth of the Jewish communities, and construction
there continues, and I do not intend to stop building."
Foreign Minister Levy - does not rule out the possibility that
construction in Yesha will be temporarily halted.
 Secretary Albright: "Our agreement does not say [a cessation of
construction].  We will deliberate on the meaning of the term
'time-out,' but it is no secret that some of the construction activity
appears to the Palestinians to hurt the atmosphere, and I think that
everyone knows my position, that everything must be done to keep the
atmosphere comfortable."
Chief-of-Staff Lt.-Gen. Amnon Lipkin-Shachak said today that the
recent efforts by the PA against Hamas are meant merely to "appease
the Americans."  
2. PA ADMINISTRATIVE VIOLATIONS
The Prime Minister's Office has released a detailed list of
Palestinian violations of the administrative aspects of the Oslo
agreements.  The PA is assuming unauthorized responsibilities
concerning lands and properties, is taking over areas in
Israeli-controlled territory (Area C), and is carrying out
archaeological digs in the Hasmonean Palaces in Jericho.  In addition,
the PA has issued passports to citizens of eastern Jerusalem who
travel to Mecca, and has even forced them to travel to there within
the framework of the PA delegation.  The Palestinian television
station broadcasts from Bethlehem, Beit Jalla, Khan Yunis, Shechem,
and Gaza -  in violation of the Oslo agreement.
3. PM: JEWS STILL CAN'T PRAY ON THE MOUNT 
"We will not change the status quo that has been in effect on the
Temple Mount ever since the Six-Day War," says Prime Minister
Netanyahu in an interview with the newspaper HaTzofeh, referring to
his refusal to allow Jews to pray there.  In the interview, which will
appear in tomorrow's edition, the Prime Minister said after examining
the issue, he has come to the conclusion that a change in the status
quo there would not be a wise move.  Mr. Netanyahu criticized those of
the nationalist camp who attack him, and called upon them to support
him as he strives to withstand the heavy international pressures
exerted upon him.  He said that the nationalist camp lost the
elections in 1992 because of too much self-criticism and in-fighting. 
In the economic sphere, the Prime Minister foresees that the coming
year will see a significant recovery, which will lead to a drop in
unemployment.
4. HEVRON JEWS WON'T BE CONNECTED
A request of the Jewish Community in Hevron to be connected to the
Kiryat Arba water supply has been rejected.  Arutz-7's Hevron
correspondent Aharon Granot reports that intense negotiations on the
issue were underway for several weeks.  Two days ago, however, Prime
Minister Netanyahu decided that the Hevron agreement in fact
stipulates that the municipal infrastructure of the Jewish houses in
the city is under control of the Arab municipality.  The repaving of
King David St. will prevent the Jewish quarter from being connected to
the Kiryat Arba water network in the future as well.
