1. FLIGHT RIGHTS FOR ARAFAT
PLO Chairman Yasser Arafat will be allowed to land and take off from the
Palestinian airport in Dahaniyeh, as a gesture to the Palestinian
Authority.  This was the result of a 2 AM meeting this morning between
Prime Minister Binyamin Netanyahu and Arafat at the Erez Checkpoint in
Gaza.  This was the first time in eight months that the two have met.
According to an official announcement, the meeting dealt with "advancing
the war against terror and the diplomatic process."  American envoy Dennis
Ross said that they will meet again next week.  Cabinet Secretary Danny
Naveh said earlier that the decision not to transfer additional territories
to Arafat's control as long as he does not fight terror - still stands.  
2. HAMAS CEASE-FIRE PROPOSAL "LOST IN THE MAIL"
A proposal for a "cease-fire" was sent by Hamas to Israel two days before
the ill-fated assassination attempt on Hamas leader Khaled Mish'al, but it
reached Prime Minister Netanyahu only three days later, i.e., the day after
the attempt.  The missive was sent via the Mossad, and Mr. Netanyahu has
ordered an investigation into the reason for the delay.  Government
Ministers at their weekly meeting two days ago questioned Mossad chief
Danny Yatom on the subject, and he responded at length.  In any event, when
the Prime Minister did finally receive the proposal, he rejected it as
reflecting only one faction within Hamas.  The statements of Sheikh Yassin
upon his return to Gaza, that "the war will continue until the conquest
ends," serve to strengthen that hypothesis.
3. NEW EVIDENCE AGAINST AVISHAI RAVIV
The State Attorney's Office is investigating new evidence against GSS
agent-provocateur Avishai Raviv.  A notarized declaration by one of Raviv's
chief partners in his activities within and against nationalist
organizations quotes Raviv as saying, "Rabin must be removed at any cost."
When asked how this could be done, given the heavy protection around Rabin,
Raviv responded, "It must be done, even if it's a suicide mission."  The
declaration also lists acts of provocation and harassment in which Raviv
participated, all of which are defined as criminal acts.  The document  was
submitted to the State Attorney by Science Minister Michael Eitan, in
addition to other documents he gave over the  past few months.  Eitan will
not divulge from where he received them.  He says that the central question
raised by the new evidence is, "What did Raviv's GSS handlers really know
of his activities, and why did they not act to prevent the acts of
incitement against Rabin that Raviv himself apparently committed?"  State
Attorney Edna Arbel informed Eitan yesterday that her office is checking
the material, and will decide whether to proceed with the investigation
against Raviv.
4. LEBANESE FIGHTING, NO CASUALTIES
There were no casualties among IDF soldiers during the fighting this
morning in southern Lebanon.  Artillery rockets were fired upon IDF
outposts in the eastern and western sectors of the security zone there.
5. CONGRESSMAN: EXTENSION OF MEPFA NOW IS RIDICULOUS
U.S. Congressman Michael Forbes (R-NY) spoke with Arutz-7 correspondent
Yedidya Atlas yesterday, and said, "The US State Department, unfortunately,
 in an almost desperate attempt to get peace at any price, has tried to get
an extension for MEPFA, the bill that will enable the US to continue to
provide aid to the PA - even though we see that the PA is doing everything
it can to undermine efforts for a just and lasting peace.  This comes on
the heels of Secretary Albright's trip to the Middle East, after which she
expressed her chagrin at the stalemate there and at not being able to get
Arafat to move in any way.  In light of this, extending MEPFA is not only
inappropriate, but downright ridiculous."  To Atlas' question if there are
any bright spots in the new bill presently under consideration, Forbes
answered, "Together with Senator Hollings of South Carolina, we were able
to get Secretary Albright to retreat on her bid to extend MEPFA, which was
not only fitting, but necessary, and I'm glad that we able to play an
important role there.  We have also succeeded in getting ten million
dollars for architectural and engineering work to begin on a building for
an American Embassy in Jerusalem.  The State Department people have been
dragging their feet, and they haven't even selected a site or begun any
work, even though Congress has made its will known that the Embassy should
be up and running by 1999.  So this is an important move in that direction."
6. SEVEN ARAB ESCAPEES MAY BE OUT OF REACH
The police suspect that the seven Palestinian prisoners who escaped
yesterday from Sharon Prison have already managed to enter the autonomous
regions.  An investigative committee has been appointed by the Prison
Service to look into the circumstances of the escape.
7. CHIEF JUSTICE BARAK BEHIND THE SCENES
Minister of Justice Tzachi Hanegbi  is investigating the involvement of
Supreme Court Chief Justice Aharon Barak in a change made in the
composition of the Court for a suit brought against the wife of the Chief
Justice of the Jerusalem District Court.  Hanegbi's advisor Eyal Gabai
informed Bentzi Lieberman, head of the judicial organization B'Tzedek, of
the investigation.  According to reports, Justice Zeiler's wife was to face
a court hearing in Haifa, presided over by Justice Finkelstein.  Zeiler
asked Barak to switch Finkelstein, and Barak did so.  Barak said that he
made the switch because Finkelstein was a friend of the Zeiler family.
