** 1. WASHINGTON TALKS OPEN TODAY

The Washington talks opened today between Foreign Minister David Levy
and Palestinian Authority Abu Mazen despite Yasser Arafat's decision
yesterday to only send top officials and not heads of committees dealing
with interim accord issues.

The Palestinians say the members of their delegation, Abu Mazen, Dr Saib
Erekat and Nabil Sha'ath are authorized to discuss interim issues as
well such as the Gaza airport and safe passage between the West Bank and
Gaza Strip.

Palestinian officials say they will not change their position despite
American pressure. Hanan Asfour, a member of the PA steering committee
said that Abu Mazen, David Levy and Secretary of State Albright agreed
that negotiations would focus on further IDF redeployment and "Israel's
unilateral measures."

Asfour argued that the committees dealing with the interim agreement
issues do not have to attend the talks. He stressed that the agenda that
was determined at the end of September with the US does not include
discussions on interim agreement implementation. {KOL ISRAEL 11/3 H}

** 2. LEVY EMPOWERED TO MAKE DECISIONS

Foreign Minister David Levy described the mood among the Israeli
delegation as "optimistic." He said the team has the desire and
authority to advance the peace process. He added that the Palestinian
pessimism surprised him and noted that pessimism doesn't help move the
process forward.

Levy met with Dennis Ross last night in advance of any talks with the
Palestinians. Ross said that he was assured by Levy that Israel intends
to discuss all issues seriously. He added that Washington expects the
two sides to fulfill all their commitments. {KOL ISRAEL 11/3 H}

** 3. QATAR CONFERENCE DECISIONS

The Israel Manufacturers Association has announced that over thirty
business executives will attend the Middle East and North African
Economic Conference in Qatar.

The delegation will be headed by Association head Dan Propper and will
be accompanied by Foreign Minister David Levy.

Egyptian President Hosni Mubarak said yesterday that if the Washington
talks this week are in any way successful, he will rethink the Egyptian
position on the Qatar conference later this month. {YEDIOT AHARONOT, MED

** 4. PA WILL SEND LARGER DELEGATION

Talks will begin this afternoon in Virginia between Israeli and
Palestinian negotiators. The talks were in crisis last night, but the
Palestinians finally agreed to the demand by Foreign Minister David Levy
that they send experts to the talks so that all outstanding issues can
be discussed.

Following the Palestinian agreement to the Israeli demand, US Secretary
of State Madeleine Albright held talks with David Levy and Abu Mazen.
The Palestinians had wanted the talks to concentrate on further
redeployment and the "time-out" in Israeli settlements but the US 
backed the Israeli position that all issues should be

** 5. ASSASSINATION ANNIVERSARY BRINGS TENSIONS

Anti-right incitement appears to be on the increase, as the second
anniversary of Yitzchak Rabin's murder nears. The police prevented Labor
MK Eitan Cabel from erecting an illegal monument in memory of Rabin this
morning in Zion Square in Jerusalem.

Several of the people who aided him were detained for questioning. An ad
appeared in today's Haaretz announcing a 
rally in Tel Aviv for tomorrow tonight in memory of Rabin, headlined:
"Two Years to the Murder of Rabin - We Will Not Forget and We Will Not
Forgive."

Thousands of posters were distributed last night throughout the country
demanding a halt to the recent incitement against the right and the
Prime Minister. Many of them simply had one word: "Altalena" referring
to the Irgun ship that was sunk by the Haganah under Rabin's command in
June, 1948 leaving 16 passengers dead. {ARUTZ 7 11/4 H}
