1. CLASSIFIED REPORT MADE AVAILABLE TO MINISTERS
A copy of the classified findings of the Shamgar Commission, which
investigated the Rabin assassination, was made available this morning for
government ministers to peruse.  The first to arrive was Science Minister
Michael Eitan, who has been demanding an investigation into the activities
of GSS agent-provocateur Avishai Raviv for the past year.  After reading
over several of the classified documents, he told reporters, "There is no
doubt that hundreds of acts maligning Yitzchak Rabin were carried out by
Raviv."  Similar remarks were made by Deputy Defense Minister Sylvan
Shalom, who also looked at the documents.  Minister Eitan later told
Arutz-7 that the report confirms all of his claims on the matter, and that
he sees no reason why 90% of the secret report should not be declassified.
Eitan further said that he has additional information on Raviv which did
not reach the Shamgar Commission.  "We must look into the responsibility of
the political echelons of that time for the manner in which Raviv was
employed within right-wing circles," said Eitan.

Arutz-7 correspondent Chizki Zisman reports that the secret part of the
Shamgar findings state that Raviv acted without his handlers' supervision,
and sometimes even broke contact with them.  It stated that Raviv initiated
provocations on his own, and never should have been allowed to do the
things that he did.

2. MORE DEMANDS FOR INVESTIGATION
MK Chanan Porat (NRP) and party colleagues have requested that Prime
Minister Netanyahu establish a public commission of inquiry to look into
the entire Avishai Raviv affair.  Porat says that we cannot suffice with
the Shamgar committee's findings, because much new information has been
revealed that the commission did not have.  MK Shaul Yahalom (NRP)
succinctly summed up the topic while speaking on television yesterday:
"For two years the left has been screaming about the terrible right-wing
incitement that led to the abominable murder of the Prime Minister, and
here it becomes clear that a large part of this incitement and headlines in
this regard was caused by none other than a GSS agent, under the Labor
government!  How can we let this go un-examined?"

Former Police Minister Moshe Shachal (Labor) has joined the chorus of those
demanding that Avishai Raviv be made to stand trial.  Shachal said that he
bases this opinion on what he read of  the classified sections when he was
in the government.  On the other hand, MK Yosi Sarid (Meretz), who served
as Environment Minister in the previous government, said that the
right-wing will not find what it wants to find in the document.

3. TERRORIST GROUPS TURN DOWN ARAFAT
In its latest issue (Oct. 27), the Beirut weekly newspaper A-Shira'
reported that Yasser Arafat recently asked some Palestinian organizations
to carry out fedayeen operations against Israel.  The report continues:
"The leaders of these organizations replied:  We do not wish to place the
blood of our martyrs at the service of an authority that will sell us out
at the first opportunity. When Arafat asked what makes them think he will
sell them out, they answered:  Abu-Ammar [Yasser Arafat], you will be the
first person to arrest our leaders in the West Bank and Gaza in order to be
able to tell the Jews: These are the people who are fighting you.  The
leaders continued:  After you release them, our heroes will become easy
targets for pursuit by the Zionist security agencies. We will not hand over
this opportunity to you or to them.  If you want to fight Israel, you have
thousands of troops, employees, and security personnel whom you can use."

4. IRAQI-PALESTINIAN RELATIONS TIGHTEN 
A group of Palestinians held a pro-Saddam Hussein demonstration yesterday
in Samaria.  This was just the latest of several signs of a close
relationship between the Palestinians and Iraq.  The Jerusalem Post reports
today that Yasser Arafat's home in Baghdad - recently designated as the PA
Embassy in Iraq - is being used to store secret documents related to Iraq's
buildup of mass destruction weapons.  It was recently reported in the
Palestinian press that $100 million in aid from Iraq is being blocked by
the UN.  In addition, policemen in the Palestinian force were trained in
Iraq, and Arafat has met with a top Iraqi figure in Amman.  The Post also
reported that five Palestinian organizations, including Fatah and the
Popular Front, sent a joint message to Saddam yesterday stating their
opposition to American "aggression" against Iraq. 

5. PALESTINIAN YOUTH LEARNS IMPORTANCE OF MARTYRDOM
According to Palestinian Authority television, Mazen 'Izz Al-Din, head of
the National Guidance Directorate in the Palestinian Authority, said during
a visit to the Khaled Ibn Al-Walid school in Nuseyrat (Gaza):  "Our
[Palestinian] people is capable of erasing the political implications of
the Balfour declaration through convoys of martyrs..."

6. CHAMISH PRESENTS MAIN POINTS
Arutz-7 News Editor Haggai Segal spoke today with Barry Chamish, the first
to begin promulgating the "conspiracy" theory behind the assassination of
Yitzchak Rabin.  Some excerpts:

A7: You are known as the father of the conspiracy theories.  When did you
first begin to suspect that something was wrong with the official version
of the events?

Chamish: On the night of the assassination, when the television showed an
archive film of Yigal Amir being led away from a demonstration two weeks
before.  I could not understand how they could have let him get so close to
Rabin.

A7: Without getting into all the details, what is your main claim?
Chamish: First of all, I don't know who killed Rabin, but I do know who
didn't kill him.

A7: You don't know who killed Rabin? It was Yigal Amir!  
Chamish: Yigal Amir did not shoot fatal bullets. As the medical reports
show, Rabin was shot at point blank range, including one from the front,
and his spine was shattered... Amir shot his blank bullets, Rabin was then
pushed into the car, the car got lost on the way to the hospital for 8 and
a half minutes, and they liquidated him [then].  There was a fourth man in
the car [in addition to Rabin, his driver Damti, and the injured bodyguard
Yoram Rubin], as can be seen in the video taken by Roni Kempler.

A7: For this to be true, a lot of people would have to be lying - Rabin's
driver, Damti, for instance.
Chamish: Of course he's lying, as he did many times throughout his
testimony, such as when he said that at the time of the shots he opened the
door for Leah Rabin, when in fact she was about nine meters away at the
time... 

A7: And if he sues you for libel over these remarks?
Chamish: I'm waiting for him to do that!  I can prove that I'm right, and
they know it...

A7: Aside from your accusations, and strange facts that you have collected
- such as the car door closing in a mysterious way - do you have any
positive proof of your claims?

Chamish: I have over 250 pages of documents, testimonies, and reports.  It
will be proven to anyone who reads these documents correctly that the GSS
people lied and changed their testimonies.  I know one simple thing: no
court in the world would have found Yigal Amir guilty.

A7: What?! There's a film of him shooting Rabin!
Chamish: I can just tell you that that experts who have reviewed the film
in England said that that film was gone over so well - it was cut and
treated so much that it simply is not worth a lot.  Although it does show
some interesting points, such as the fact that Rabin kept on walking after
the shots were fired, and the door of the car closing before the passengers
got in.  So there are some true things in the film, but it can't be relied
upon entirely.

A7: Tell me, Mr. Chamish, are you really Uri Barkan [the author of the
conspiracy plot 'found' on the internet and published in HaTzofeh]?
Chamish:  Barkan simply wrote a novel... [ed. note: Barkan alleged that
Shimon Peres was involved; Chamish made no such claim]... In any event, I
give a lot of credit to HaTzofeh for printing the two medical reports - the
one by Dr. Gutman that was released at 11:30 PM that night, with all of the
doctors, that said that his spine was smashed and that he was shot in the
chest.  The second report came at 1:30 in the morning, when all of a
sudden, pathologist Dr. Yehuda Hiss came out and said that there was no
damage to the spine.  [sarcastically] All of the doctors who were in the
operating room before made a mistake...

A7:  ...Dr. Yehuda Hiss was involved in another similar incident when his
report contradicted a previous report regarding the genetic examination of
Tzila Levine and Margalit Omeissi, which shows that mistakes can happen...
In any event, I think we have understood your main points, and thank you
for being with us.
Chamish: Thank you for having me, and you should know that you are a "rare
bird" in the media for having me.

behind the strong accusations sounded here.

** 1. ISRAEL REPORTS PROGRESS

Contradicting assessments are coming from Washington where the Israeli
and Palestinian negotiators are meeting to hammer out all the
outstanding issues blocking the implementation of peace agreements.

American and Palestinian officials are saying that no progress was
reached. By contrast, Israeli officials insist there was some
movement.

Two more Palestinian negotiators are due in the US today, after PA
leader Yasser Arafat agreed to expand the delegation, originally
numbering three.

Foreign Minister David Levy said last night after the talks that he
felt the Palestinians are, indeed interested on advancing on interim
issues and not just the further redeployments and the "time-out" in
settlement activity.

Israeli officials say there was some progress on talks of the Gaza
seaport and airport in Raffach.

Palestinian negotiator Nabil Sha'ath said nothing was achieved in the
discussions and that there are still major gaps between the two sides.

** 2. UN FOLDS UNDER IRAQI THREATS

The UN has announced suspension of U2 surveillance flights over Iraq
while UN mediators try to persuade Iraqi president Saddam Hussein to
cooperate with UN weapons inspectors.

Earlier, Iraq agreed to suspend its plans to expel American members of
the UN weapons inspection team while a three member mediation mission
is in Baghdad until after the UN Security Council reviews the issue
next week.

The chief weapons inspector, Richard Butler said the U2 flights were
suspended in response to a request by UN Secretary General Kofi Anan.

In Washington, Spokesman Mike McCurry said the US stresses the
importance of the flights, undertaken to determine if Iraq is hiding
nuclear and chemical weapons and added that the flights will resume at
a time determined by the UN. {KOL ISRAEL 11/5 H}


** 3. GOV'T PLAN CALLS FOR HAR HOMA DEVELOPMENT

The Ministry of Building and Construction is planning to begin selling
land for development at the controversial Har Homa site, beginning in
1998, according to the ministry's 1998-99 housing program.

The program was submitted in the last few days for the approval of
ministry officials. The program includes plans to sell land in Har
Homa in 1998 for the construction of 1,000 housing units, and another
300 units in 1999. In total, the Har Homa program contains plans for
6,500 units.

The first stage of infrastructure work has recently been completed at
the site. The Har Homa project is the only area to be put up for sale
by the Ministry of Building and Construction in Jerusalem over the
next two years.

The ministry will also sell land for 1,320 housing units in Givat
Ze'ev, of which 820 will be sold in 1998 in the Ayalot area and is
currently awaiting authorization from the Knesset planning committee.

** 4. NEGOTIATORS WRAP UP MEETINGS

Israel and the Palestinians have concluded another round of talks.
Foreign Minister David Levy is due to meet Secretary of State
Madeleine Albright today to sum up the negotiations.

They will be joined later in the meeting by Palestinian negotiating
team leader Abu Mazen.

The talks will wrap up by the end of the day. The US State Department
spokesman called the talks "serious and constructive."

Levy said both sides did very good work which brings the two sides
together and moves the peace process forward.

Palestinian negotiator Saeb Erekat again said major gaps remain. One
official said disputes over larger issues such as further
redeployments and the "time-out" on settlements remain.

The talks are due to resume in the region next week between the nine
committees dealing with civilian affairs. {KOL ISRAEL 11/6 H}

** 5. UN TO DISCUSS SETTLEMENT POLICY

The UN General Assembly will convene another "emergency" special
session next week to discuss Israeli settlements and their impact on
the peace process.

The session was first convened in April, after the Netanyahu
government announced the Har Homa project was announced.

After work began in July, another special "emergency" session
recommended that member states actively discourage Israeli settlement
construction.

Next week's session is expected to result in another resolution. There
is no veto in the General Assembly, but its resolutions are
non-binding, therefore meaningless. {GALEI TZAHAL 11/6 H}


** 6. SYRIA: PEACE IN THREE MONTHS FOR GOLAN

Syrian Vice-President Abdel Khalim Khadam said peace could be reached
with Israel within three months of the return of the Golan Heights.

He added that the resumption of peace talks in Washington between
Israeli and Palestinian delegates was a new maneuver by Israel to give
the impression of progress.

He said it was an attempt to get Arab states to attend the Middle East
Regional Economic Conference in Qatar on November 16, to which Israel

** 7. HAMAS ACTIVIST SENTENCED

A Jerusalem court has sentenced Hamas activist Fayez Duyat to
twenty-five months in prison with a thirty-five month suspended
sentence. He was convicted of conspiracy to kidnap Jerusalem mayor
Ehud Olmert and an IDF soldier.

Duyat also admitted he suggested carrying out terrorist attacks in
Jerusalem's Sacher Park and Sultan's Pool amphitheater. {KOL ISRAEL
