TERRORISTS MURDER YESHIVA STUDENT Palestinian Arab terrorists opened automatic gunfire at approximately midnight on two yeshiva students. Gavriel Hirschberg, 26, who immigrated to Israel from Hungary eight years ago, was killed, and 18-year-old Binyamin (ben Leah) Dell was seriously wounded. Dell, a resident of Holon, underwent a 12-hour surgery and is in serious condition. The funeral procession of Hirschberg will depart from Machon Meir in Jerusalem tomorrow morning at 9:00. The attack occurred in the Old City of Jerusalem as the Israeli students were walking unarmed on their usual route from their study hall to their dorm - Beit HaNeches. The police have as yet no clue as to the whereabouts of the terrorists. Prime Minister Netanyahu called the terrorist attack "very serious and intolerable." In a special forum of government ministers convened this morning, it was decided to re-establish the police station in Beit Elchanan, near the site of the murder, and to reinforce the security in the area. A spokesman for Yeshivat Ateret Cohanim stated that the police very recently turned down its request to increase security escorts there. Mati Dan of Ateret Cohanim called upon the government to respond to the Arab attack in the "traditional Jewish-Zionist manner" of further Jewish construction. Dan called to begin immediately the construction of the Jewish neighborhood on the Mt. of Olives. MK Chanan Porat (NRP) said that it is clear that the Arabs are attempting to diminish the Jewish presence in the Old City, and that we must therefore respond by increasing it. The forum of ministers concluded that no permits for further building will be authorized in response to the attack. One Old City student told Arutz-7 today, "Of late there has been a turn for the worse in the security situation here. We have been spat upon and cursed as we walk down the street, and there were even some cases of students getting beaten up. Recently there was an Arab holiday of some sort, and the whole old city was filled with PLO flags. We told the police, but they did not do too much." 2. ILLEGAL ARAB CONSTRUCTION TIME-OUT RAISED American Mideast envoy Dennis Ross, in answer to a question, publicly acknowledged that the U.S. call for a "time out" in housing construction should also apply to the Palestinian Arabs, not just Israel. Ross gave no indication, however, as to whether he or other U.S. officials will directly press Yasser Arafat and the Palestinian Authority to observe such a "time out." Ross made his remark in response to a question last week by Morton A. Klein, National President of the Zionist Organization of America, after Ross' speech at the General Assembly of Jewish Federations, in Indianapolis. Palestinian construction is proceeding at a high rate in the same areas in which Israel is being pressured to take a "time out" on its construction. ISRAEL WILL BLOCK PA CENSUS Public Security Minister Avigdor Kahalani said the police will block attempts by the Palestinian Authority to conduct a census of the Arab population of eastern Jerusalem. He said that a Palestinian census in Jerusalem is a clear breach of Israeli sovereignty. The Oslo accords stipulate that the PA will not conduct any activity in the eastern part of the capital. 3. WHITE HOUSE VISITORS Shimon Peres and Leah Rabin are visiting the White House in Washington today. They will grant U.S. President Bill Clinton the Yitzchak Rabin Peace Prize. This was the outcome of a visit by Prime Minister Binyamin Netanyahu to the area of last week's murderous terrorist attack. Yeshivat Ateret Cohanim, where the victim of the attack, Gavriel Herschberg, was a student, announced that 18 families are planning to join the Jewish families in the Moslem Quarter of the Old City. The yeshiva asked that the government issue permits for two new buildings on Jewish-owned plots in the vicinity. Mati Dan of Yeshivat Ateret Cohanim told Arutz-7 today that media reports that 20 yeshiva students were evacuated today from a building in the Moslem Quarter today are simply not true. "Several students went to the building, which is owned by the Yeshiva, to make preliminary checks. When they finished checking, they left. We plan to move into the building, certainly, but not today," said Dan. 2. PERES IS THE SOURCE The "Israeli source in Washington" who has been widely quoted to the effect that U.S. President Clinton sharply criticized Prime Minister Netanyahu is none other than - Shimon Peres. Israel Television reporter Ehud Yaari broke the story last night. The 'source' claimed that Clinton had told him that the Prime Minister broke his promise to stop building in the Yesha communities. Publicly, Peres said he would not divulge what Clinton told him about Netanyahu, and said that it is "readily apparent." The Prime Minister stated at today's government meeting that he never made a promise to stop building in Yesha, and that he made it clear to Secretary Albright in his recent meeting with her that demands to freeze construction are not compatible with the Oslo accords. 3. ANOTHER ARAB LAND-DEALER DEAD Palestinian Authority residents who are suspected of selling lands to Jews continue to suffer the consequences. Several days ago, Nafa Mardawi died in jail in Shechem. He had been accused of conducting land-dealings with Jews. He was a resident of Kfar Habla in Shomron. 4. 900 SMUGGLED TAXIS Over 900 taxis, some of which were stolen from Israelis, have been smuggled into Gaza. Nachum Langental, Director-General of the Transportation Ministry, said that this a new phenomenon that has cost tens of millions of shekels to the State coffers. In addition, he is willing to cease construction activity in several Yesha communities. He summoned two Yesha leaders on Saturday night, and told them of his plans to propose these ideas in exchange for a Palestinian agreement to begin permanent-status negotiations without delay. He asked the two leaders to attempt to persuade members of the Land of Israel Knesset front to agree to this plan, and to explain to them that the alternative is a leftist-led government. MK Nisan Slomiansky (NRP) said today that the Prime Minister would be well-advised not to rely forever on the preference of the right-wing MKs for him over the alternative. Netanyahu will meet tonight with several senior government ministers to brief them on his plans. 2. REACTIONS MK Tzvi Hendel (NRP) reacted to the news of Netanyahu's plan to execute a further withdrawal by saying, "For Likud party politics problems, he can switch his top aides [referring to the resignation of Avigdor Lieberman - see below] and set up committees, but regarding the Land of Israel this kind of solution will not help... A further withdrawal means nothing less than the end of the Netanyahu government." Similar remarks were made by Deputy Minister Moshe Peled and MK Michael Kleiner of the Land of Israel front. The Land of Israel lobby convened this afternoon for an emergency session on the issue. Former Prime Minister Yitzchak Shamir called upon his colleagues in the Land of Israel front not to agree to any compromise in this area, even at the expense of the fall of the government. On the other hand, Minister Michael Eitan called upon the above MKs not to topple the government. He expressed confidence today that a large majority of the nationalist camp understands that the struggle for Eretz Yisrael can only be waged under the Netanyahu government. Eitan warned that the alternative is a leftist government whose concessions will be much greater than those being discussed now. 3. LIEBERMAN DEPARTS Avigdor Lieberman, who resigned last night from the position of Director-General of the Prime Minister's Office, said at a press conference today that he will continue to do what he can to support the Prime Minister and his policies. He said that he believes we should not give up "even one step" of the Land of Israel, but that we must attempt to bring peace between "northern Tel Aviv and northern Samaria" [referring to the left-right clash in Israel]. Lieberman had strong criticism of government ministers who worked behind the Prime Minister's back to topple him from power. Minister Natan Sharansky suggested that Lieberman be appointed Ambassador to Russia, and said that his party would be willing to forego the option granted it of naming the next Ambassador in Moscow. The Prime Minister's press secretary, Shai Bazak, emphasized this morning that Mr. Netanyahu has no plans to declare early elections. There had been reports that the Prime Minister's Office was making initial preparations for such an eventuality. Eyal Arad, however, who served in the past as Netanyahu's press aide, feels that the coalition is falling apart and that there will be no choice other than to advance the elections. Maariv's political commentator, Shalom Yerushalmi, told Arutz-7 today that he does not believe that the government will fall in the coming year. He said that there will not be found 61 MKs who would act to bring about new elections. 4. VISITORS IN THE OLD CITY The Knesset Members of the National Religious Party visited the Old City of Jerusalem today. They met with the heads of Yeshivat Ateret Cohanim and discussed plans for expanding the Jewish presence in the Moslem Quarter. Ministers Rafael Eitan and Deputy Minister Moshe Peled, both of Tzomet, toured the Moslem Quarter this morning. 5. HEROD WATER CARRIER DISCOVERED A recent archaeological excavation in southern Jerusalem has uncovered the remnants of the upper water carrier from the period of King Herod (over 1900 years ago). The ancient water carrier connected Solomon's Pool and the Mamila Pool, and was an important source of water for Jerusalem. The section that was uncovered is 200 meters long, 50 centimeters wide, and as deep as one meter in some places. Jerusalem District Chief Archaeologist John Zeligman said that the discovery represents another step towards understanding how Jerusalem's water problems were solved. EU LINKS PRODUCTS TO PRE-'67 BORDERS Senior European Union sources have demanded the elimination of products originating beyond the Green Line from its free trade agreement with Israel through a strict interpretation of the rules of origin as stipulated in the agreement. Israeli sources have told Ha'aretz that there is a tendency in the Union to link the political crisis with Israel to the matter of the rules of origin. Until the orange juice scandal, the Europeans turned a blind eye to the fact that Israel has been exporting products originating in the territories (including East Jerusalem and the Golan Heights) as products of Israel. The orange juice scandal took place in 1991-1993, when Israeli businessmen imported orange juice from Brazil and then exported it to Europe as Israeli produce. Israeli sources admit that the investigation which Israel was to have conducted was inadequate, and therefore the fraud scandal has got out of hand. The Europeans contend that the trade agreement applies to "the State of Israel" and that Europe has never recognized the annexation of East Jerusalem and the Golan Heights or the Israeli presence in the West Bank and Gaza. They are now demanding that the rules of origin be applied strictly with respect to products from these areas, as is implied by the agreement. David Kriss, spokesman of the European Union in Israel, has denied categorically that the matter of the rules of origin is linked to the political situation. In response to US President Bill Clinton's disappointment over the peace process, Bar-Ilan stressed that Israel is living up to its side of the Oslo peace agreement, but the Palestinians are not. On Friday, Clinton expressed impatience with the attitudes and actions of both sides. He called on Netanyahu and Yasser Arafat to observe a "time-out" on provocative measures. IDF Intelligence sources say they have evidence that the attack on Wednesday night in Jerusalem's Old City which left one man dead and another in serious condition was carried out by Palestinian police. {GALEI TZAHAL, KOL ISRAEL, MED 11/23 H} ** 2. RUSSIAN EFFORTS TO EASE IRAQ CRISIS FAIL US President Bill Clinton and Russian President Boris Yeltsin remained at odds over steps to ease sanctions on Iraq following a forty minute telephone conversation yesterday. A senior American official said Clinton stressed that Iraq must comply with the terms of the peace accords which ended the 1991 Gulf War. While Yeltsin called for an incremental easing of the sanctions. Both leaders agree that the UN arms inspectors must be allowed to do their work unimpeded. At the UN, a Russian bid to restructure the arms inspection program in Iraq's favor has backfired. UN sources say the Security Council agreed to give the inspectors the go-ahead to search for Iraq's closely guarded weapons secrets. The source said they expect the inspection team to accelerate efforts to find Iraq's illegal stores of VX nerve agents and biological weapons. In a report to the Security Council, the twenty nation UN Special Commission on Iraq rejected all of the Russian proposals which the US and Britain believe would politicize the program and undermine the position of the Australian chief inspector, Richard Butler. The commission reaffirmed the American view that Iraq has systematically violated UN resolutions requiring it to destroy all weapons of mass destruction and sought to deceive inspectors about the status of weapons programs. The commission endorsed efforts to investigate the most sensitive sites which Iraq claims are out of bounds because they are essential to protect national security and President Saddam Hussein. {KOL ISRAEL 11/23 H} ** 3. EL PALESTINA FLYING HIGH? "The Palestinian Arab pilots don't know what it means to fly a plane. The Palestinian Arab leadership gives them certification as pilots even though they don't know anything. It is just a matter of time before a Palestinian crashes" said Imad el Kabloi, the leading pilot of the Palestinian Authority, who recently ran away to Sweden. Kabloi accused the PA of establishing an airline at any price - even at the cost of human life. In an interview given from his hiding place to a Swedish newspaper, he stated that when the decision was made to establish a Palestinian airline named El Palestina he immediately volunteered. "The head of the Flight Authority, Faiz Zaidan, gave me orders to train ten pilots. I was astonished to discover that they had already received pilots licenses but had no idea how to fly a commercial airplane. I tried to train them but they maintained that since they already outranked me they wouldn't take orders from me. Immediately, I went to Zaidan, but, to my surprise, he told me to certify them anyway, even if they don't know how to fly well. He said it was a political issue because the PA wants to open an airline and establish facts on the ground. At this point I informed him that I refused to work with them any longer. They immediately reported me to the security forces of the PA. It seems Netanyahu offered Albright a 3 to 5 percent pull-back when he met with her in London, but the Americans are looking for something more along the lines of between 10 and 15 percent. Israelis think the announcement will lay blame on Israel for the stalemate in the Israel-Palestinian peace process. {YEDIOT AHARONOT 11/23 H} ** 2. NO CLINTON-NETANYAHU MEETING SCHEDULED Apparently the White House is in no rush to schedule a meeting between President Clinton and Prime Minister Binyamin Netanyahu. Although the Prime Minister's office has said Netanyahu has been invited to Washington Dec. 8 after a visit by the German chancellor, nothing has been finalized. Although President Clinton is having a difficult time finding a date to meet with Prime Minister Benyamin Netanyahu, he managed to set aside four hours Friday to be with former Prime Minister Shimon Peres and Leah Rabin. The three met at the White House during a ceremony awarding a prize, funded by the Peres and Rabin Fund, to Clinton, naming him the 1997 "Man of Peace." The meeting is apparently a "dig" at the Netanyahu government that Clinton has time to meet with Israelis whom he thinks are committed to the peace process. Prime Minister Shimon Peres said the award ceremony at the White House for the 1997 Man of Peace given to Clinton was "impressive." "I had a meeting with the President of the United States for more than an hour, but I won't tell you what he said to me about Prime Minister Benyamin Netanyahu," Peres said. "It's all quite clear."
