1. COURT ACCEPTS B'TZEDEK CLAIMS
The Supreme Court ruled today that the government must explain within 60
days why the Al-kuds University operating in eastern Jerusalem should not
be closed.  The judicial organization B'Tzedek had appealed to the Court
that the university be closed for two reasons: it has no permit from the
Council of Higher Education, and no official Palestinian Authority
institution is allowed to operate in Jerusalem.  The court accepted the two
points, and ordered the government to answer both of them.

2. COURT TURNS DOWN TEMPLE MOUNT SUIT; CHAI VEKAYAM REACTS 
On the other hand, the Chai Vekayam movement for Jewish rights on the
Temple Mount suffered a loss in the Supreme Court today.  It demanded that
the illegal construction work being carried out at the site by the Waqf -
in this case, the building of a large fountain - be stopped.  The
organization claimed that the construction is in violation of the
antiquities law.  The attorney for the municipality admitted to the Court
that the Waqf never requested a permit for the construction, nor did the
city ever take steps against the construction.  The judge noted this with
some astonishment.  Despite this, the petition was later rejected by the
Court.

Yehuda Etzion, head of Chai Vekayam, released a statement after the
decision was announced.  Its main points: "The Supreme Court has adopted
the position of the State not to take measures against admitted illegal
activity on the Temple Mount. This is the first real official expression of
the loss of Israeli sovereignty on the Temple Mount.  Now that the State
authorities have announced that the State's laws do not apply to the
Islamic Waqf on the Temple Mount, we announce that we claim for ourselves
the same status as that given to the Waqf.  We see ourselves as free from
the burden of the law in everything connected with our entry to the Temple
Mount in order to pray.  From now on we will no longer adhere to
restraining orders, and we will come again and again to the Temple Mount
gates demanding that we be allowed to pray there."

It has now been learned that not only did Attorney-General Elyakim
Rubenstein visit the Temple Mount two weeks ago, but he also pulled out a
pocket prayer-book and said a few prayers.  This is apparently the first
time since the liberation of the area in 1967 that an Israeli government
official has prayed at the holy site.  

3. 'WE WON'T SACRIFICE OUR GRANDCHILDREN TO SAVE OUR SONS'
Richard Erdman, political advisor in the American Embassy in Israel, said
today, "We understand that if Arafat does not fulfill the commitments he
made in the Hevron agreement, Israel will not advance in the process."  He
participated in a first-of-its-kind meeting between Knesset Members of the
National Religious Party and American diplomats.  The Israelis protested
against the pressure exerted by President Clinton on Prime Minister
Netanyahu to execute further withdrawals from Yesha territories. 

Rachel Silvetsky , head of Emunah Women's Organization, participated in the
meeting yesterday.  She told Arutz-7 today that the meeting was held in a
friendly atmosphere, but that the Israelis spoke firmly.  She said, "I told
them that as mothers, we of course want peace for our sons, but we would
not sacrifice our grandchildren for a fake peace just to save our sons."

MK Nisan Slomiansky told the Americans that he had lost his faith in the
fairness of the Americans.  MK Chanan Porat gave them the names of the
three terrorists who murdered Ita and Ephraim Tzur last year, and said that
the three are walking free in Ramallah.

4. ARAFAT IN FAVOR OF SADDAM
PLO Chairman Yasser Arafat sent a letter of support this week to Saddam
Hussein, in which he emphasizes the Palestinian people's support of the
Iraqi nation against the Americans.  The Palestinian minister of public
works, who also serves as coordinator of the PA's relations with Iraq,
returned to Gaza yesterday after a few days visiting in Iraq, where he
delivered the letter.  A large Palestine Authority-organized rally of
support for Iraq was held in Hevron this past Sunday.

** . EU OPPOSES PLO BID FOR UN MEMBERSHIP

The European Union has asked the UN General Assembly to reject a
request from the PLO to upgrade its observer status to that of a
state. The fifty member union has circulated the amendment in response
to a draft circulated by sixteen, mostly Arab and Muslim states, which
asked to confer upon Palestine the same rights and privileges of
participation as those conferred on member states. The resolution and
amendment are expected to be brought to a vote today. The PLO was
given observer status in 1974. {KOL ISRAEL 12/2 H}
