** 1. ARAFAT CRITICIZES NETANYAHU

Following a meeting with Egyptian president Hosni Mubarak and Foreign
Minister Amr Moussa in Cairo, Palestinian Authority chairman Yasser
Arafat has criticized Prime Minister Netanyahu for saying the West Bank
is part of Israel. Arafat said the West Bank is Palestinian land
occupied by Israel since 1967.

He described the Prime Minister's statements as a "serious and 
flagrant violation of the signed agreements, peace process and 
UN resolutions."

Arafat added that the Palestinians would never accept the judaization of
Jerusalem or the ceding of one grain of soil of the holy city. {KOL

** 2. ALBRIGHT: NO WITHDRAWAL WITHOUT SECURITY

Secretary of State Madeleine Albright told US Jewish leaders during a
conference call on Friday that "if Arafat doesn't carry out his security
obligations efficiently and wholly, he can forget about the next phase
of redeployment.

Albright stressed that she believes in Prime Minister Netanyahu's
commitment to the peace process and the second phase of 
redeployments.

A senior US official said that Washington is easing the pressure on
Netanyahu and given him another two weeks to decide the scope of the

** 3. PM ADDRESSES POSSIBLE EARLY ELECTIONS

Speaking on Channel 2 television last night, Prime Minister Netanyahu
told interviewer Ilana Dayan of "fact" that no Jewish settlement will be
dismantled and that every Jewish settlement will be under sole Israeli
authority under the permanent settlement agreement.

The Prime Minister said that he believed Israel's needs ahead of the
final status negotiations could be determined by mid-January. He added
that Israel is willing to carry out one further redeployment, but that
any further territorial handover must be made within the framework of
the permanent status only.

Netanyahu addressed the possibility of early elections being held within
months. When asked if he could beat opposition leader, Labor chairman
Ehud Barak, Netanyahu replied that he is convinced that once elections
are held, even if in a few months, he will win. {KOL ISRAEL 12/22 H}


** 4. NETANYAHU REMARKS CAUSE ARAB STORM

Egyptian President Mubarak said that Prime Minister Netanyahu's remarks
on Friday are a "regression," and that "the Egyptian nations is enraged
to hear such things."

Palestinian Authority Chairman Arafat said, "This is a violation of the
signed agreements.  The Palestinian nation vows to liberate [Judea and
Samaria] from the Israeli conquest."

The remarks that aroused their ire were made by Mr. Netanyahu on Friday,
when he said, "I will not return to the May 1967 borders. Those were
war-borders, which almost led to the annihilation of the State of
Israel. I have no plans to turn Israel into a 10-kilometer wide state...
This is our Land, our homeland... I propose a permanent arrangement
where in the densely-Arab populated areas are under Palestinian control,
while the areas that are vital for our security and that are basically
empty will be under our control."

The official Palestinian Authority newspaper Al Hayat Al Jadeeda
published the following reactions on Sunday:

Yasser Arafat: "The Palestinian people adheres to the liberation of its
occupied land from the claws of occupation. We insist that Jerusalem
will be the capital of the Palestinian state, and we will never agree to its 
unification nor will we give up one grain of its land."

Arafat's advisor, Nabil Abu-Rudeina: "There won't be peace and there
won't be security for anyone, without a redeployment [of the Israeli
army] in the entire West Bank and all of the Occupied Territories since
1967, including East Jerusalem."

Spokesman for the Information Ministry: These statements unveiled the
disgrace of the Netanyahu government, which is the only side responsible
for the difficulties in the peace process. By this Netanyahu's
government has taken upon itself the destruction of the peace process
and the reintroduction of the winds of war, confrontation and violence
to our region."

Editorial comment: "Who can imagine that a people who have sacrificed
all the sacrifices the pain and blood [as the Palestinian people have]
will be content with less than self determination, the right of Return
and the establishment of an independent Palestinian state whose capital
is Jerusalem? Netanyahu himself knows that our people do not stand empty
handed. He knows the people of the Intifada, [he knows] what it was like
before the Intifada and after it, and he realizes that water produces

** 1. BIGGEST HANUKKAH FOR 2300 YEARS!

In one of the special and prominent 50th anniversary projects of the
Foreign Ministry, the leaders of various countries will on Tuesday,
23.12.97 light the first Hanukkah candle to open the celebrations
Foreign Ministry efforts have succeeded in bringing some 33 leaders to
light the Hanukkah candle and to welcome Israel's jubilee.

Among the leaders are US President Bill Clinton who will light a
Hanukkah candle in the Oval Office together with pupils from a Jewish
school; the Prime Minister of Great Britain Tony Blair; the President
of Germany Roman Herzog; Prime Minister of France Lionel Jospin; Prime
Minister of Canada Jean Cretien; Prime Minister of Australia John
Howard; Chancellor of Austria Wolfgang Schiessel; the Prime Minister
of Thailand Chuan Leekpai; President of Georgia Eduard Shvardnadze;
the President of the Czech  Republic Vaclav Havel; and the President
of Italy Oscar Luigi Scalfaro, who will light the Hanukkah candle
under the Arch of Titus.

Deputy Prime Minister and Tourism Minister Moshe Katzav will attend
the ceremony in Rome with the Italian President and other leaders. The
ceremony will take place on Tuesday, 23.12.97, at 19:00 (Rome time).
Minister Katzav, Italian Prime Minister Romano Parodi, Foreign
Minister Lamberto Dini, Deputy Prime Minister and Culture Minister
Walter Voltroni, the Mayor of Rome Francesco Ratali, the Chief Rabbi
of Italy Elio Toaff and the Israeli Ambassador Yehuda Milo will speak
at the ceremony.

An artistic program will accompany the ceremony. Minister Katzav will
also attend at 16:30 (Rome time), at the Vatican gardens, a ceremony
to light the first Hanukkah candle by Cardinal Cassidy and Vatican
Secretary of State Monsignor Jean Luis Taurin.

Other leaders who will light Hanukkah candles are the Presidents of
Costa Rica, Slovenia, Cyprus, Ireland, Finland, Uruguay, Ecuador,
Latvia, Moldova, Bolivia, Kyrgyzstan, the Dominican Republic and
Macedonia, the Prime Ministers of Bulgaria, Azerbaijan, Kazakhstan and
the Netherlands. Other dignitaries will include the Foreign Minister
of Myanmar; the President of the Chamber of Representatives of
Uruguay; Foreign Minister of Romania; Deputy Chancellor of Austria;
Foreign Minister of Bolivia; Foreign Minister of France and the Mayor

** 2. SHEETRIT: JERUSALEM OR PEACE

Palestinian and Israeli officials attending an international
conference in Athens on the future of the Middle East peace process,
traded accusations when the head of the Israeli delegation MK Meir
Sheetrit asked the Palestinians to choose between Jerusalem and peace,
which has outraged the Palestinian delegation.

Infuriated by Sheetrit's statement, member of the Palestinian
delegation Sufian Abu-Zaydeh said: "The Palestinian people has offered
more concessions in Haifa, Jafa, Lyd, Ramleh, and Acre and is just
asking for 23% of the total area of historic Palestine namely the West
Bank and Gaza Strip on the basis of UN Security Council resolutions
242 and 338 and the principle of 'Land for Peace' emphasized by the
Oslo Accords."

Senior PNA official in Jerusalem Faisal el-Husseini also said on this
subject: "We do not want to divide the city but call for sharing
Jerusalem two capitals for two states" adding that East Jerusalem with
its 1967 borders will be the capital of an independent Palestinian
state. He said "Jerusalem is like the heart and soul for the
Palestinian body, and I cannot imagine a lasting peace in the region
without solving the Jerusalem issue. He added those who are arguing
not to give the Palestinians their legitimate rights are

TODAY'S HEADLINE:

MINISTERS FLY OVER YESHA
A group of government ministers took a helicopter tour of Judea and
Samaria this morning, as part of their preparations for the
permanent-status negotiations over the future of those areas.  The
special ministerial staff of Prime Minister Netanyahu, Foreign
Minister David Levy, Defense Minister Yitzchak Mordechai, and
Infrastructures Minister Ariel Sharon will convene afterwards to
continue their discussions on the permanent-status map. Today's trip
concentrated on Minister Mordechai's national security interests map,
while a similar trip next week will deal with Minister Sharon's
general national interests map.  Ministers David Levy and Rafael Eitan
boycotted the trip, for opposing reasons.  Eitan said he has no
interest in listening to IDF officers explain why they are willing to
concede our national interests.  He objects in general to the IDF's
involvement in the diplomatic process.  Levy, on the other hand, feels
that the maps under consideration are not sufficiently generous to the
Palestinians.
