BUDGET DELIBERATIONS CONTINUE Prime Minister Binyamin Netanyahu met this morning with leaders of the coalition parties in an attempt to achieve a compromise agreement which will enable the 1998 budget to be passed. Prime Minister Netanyahu promised the National Religious Party that an additional 225 million NIS would be allocated to the Education Ministry and 25 million NIS would be provided for the paving of new bypass roads in Judea, Samaria, and Gaza. NRP Knesset members declared after their meeting with Netanyahu that their support in the budget vote is contingent upon a written guarantee for the promised funding. Moshe Leon, head of the Prime Minister's office, met this morning with David Levy's Gesher faction to discuss their budgetary demands. Finance ministry officials are negotiating a compromise proposal for changes in the Health Law with Health Minister Yehoshua Matza in an attempt to gain his support. 2. PALESTINIANS MONITOR IDF COMMUNICATIONS PA Security Chief Jibril Rajoub recently purchased an electronic eavesdropping system which can monitor cellular telephone conversations over a range of many kilometers. The system, which was purchased in the U.S. for $160,000, is capable of monitoring IDF military cellular phones as well. When asked by the Americans what he needs this high-tech surveillance equipment for, Rajoub replied that he needs it to monitor the Palestinian opposition parties. With this system, the PA can now monitor 20 cellular telephone calls simultaneously and track onto a particular phone every time a conversation is initiated from or to it. According to Arutz-7 correspondent Haggai Hubberman, the Palestinians are operating such a system in the Shomron already. Hubberman noted that the IDF prohibited the use of cellular phones for military use by its officers in Lebanon after it discovered that Hizbullah terrorists had obtained information passed through cellular calls. The Palestinians also have the capability of monitoring information passed through the beeper system used by the IDF. A senior IDF officer said that a special solution to this problem must be found. 3. MINISTERS PREPARE FOR FINAL-STATUS DEBATE Cabinet members toured Judea and Samaria again today in preparation for deliberations on a final-status arrangement with the Palestinians. National Infrastructures Minister Ariel Sharon led the group and spelled out the assumptions underlying the national interests map that he presented to the government. At one point on today's route, 100 protestors met the ministers and called upon them not to carry out any further withdrawals from Yesha. Last week Defense Minister Mordechai presented his proposal to the ministers during a similar tour of Yesha. Ministers David Levy and Rafael Eitan refused to participate in both of the tours. Reportedly, Levy's refusal stems from his position that Israel should have presented a concrete withdrawal plan to the U.S. as requested without "belaboring" the issue. 4. ARNON: RETALIATION OPERATION NEEDED Hevron Jewish Community Spokesman Noam Arnon said that the recent Arab attacks upon Jewish targets in the city require a forceful IDF response. IDF officers assured Hevron's Jewish leadership that a fitting response would be forthcoming, but Arnon believes that political considerations will prevent the IDF from carrying out the necessary measures. In the meantime, leaders in Hevron are making every effort to restrain any spontaneous response to the Arab attacks from Hevron's Jewish residents. Despite the Arab hostilities over the weekend, busloads of visitors arrived in Hevron today from Israel's major cities to take part in Chanukah festivities organized by the Women-in-Green movement. In addition, preparations are underway for the annual Carlebach music festival which will be held this coming weekend in Hevron.
