NETANYAHU WARNS ARAFAT Prime Minister Binyamin Netanyahu responded this morning to Mr. Yasser Arafat's threats yesterday to renew Intifada violence and declare a Palestinian Arab State. Speaking before the Board of Governors of the American Jewish Committee in Jerusalem, the Prime Minister stated that such threats to violence in and of themselves constitute a violation of the Oslo accords. "Instead of living up to their commitment to repeal the Palestinian Covenant which calls for our destruction," said Mr. Netanyahu, "they are threatening us with violence." Netanyahu warned, "If Arafat actualizes his threats, the Oslo agreement will be considered null and void, not just violated." The Prime Minister also criticized the Palestinian Arab demonstrations of support for Saddam Hussein. 2. ALBRIGHT PRAISES ARAFAT'S STAND ON IRAQ U.S. Secretary of State Madeleine Albright praised the reactions of the Palestinian Authority regarding the crisis in Iraq. In an appearance before a special Senate committee last night, Albright remarked that there is great improvement in Arafat's behavior vis-a-vis Iraq now as compared to 1991. Secretary Albright also noted that the PA's armed forces attempted to stop the rallies of support for Saddam Hussein. TIBI'S VIEW OF CO-EXISTENCE: "WE'RE PREPARING OUR ROOFS" Israeli-citizen Ahmed Tibi, Arafat's advisor, caused a storm on Friday when he said, "You [Israelis] are preparing your shelters, while we are cleaning our roofs." He was referring to the Palestinian dancing on the roofs during the Persian Gulf war when Scud missiles landed in Tel Aviv. Tibi's remarks, which were made in the framework of a forum on "Co-Existence and Neighborliness between Jews and Arabs," caused an uproar in the audience. 2. PALESTINIAN POSITIONING Regarding the recent support shown by Palestinian Arabs for Saddam Hussein, Fatah leader Marwan Barghouti said that Fatah, as the main PLO faction, had made a deliberate decision to have stone-throwing demonstrations at the end of every pro-Iraqi march. Today, Palestinian Arabs in southern Lebanon demonstrated in support of the Iraqi dictator, complete with the usual American- and Israeli-flag burnings. Leading Palestinian Authority figures gathered last week to commemorate the 50th anniversary of what they called the "1948 Palestinian Catastrophe." Yasser Abed Rabbo, responsible for the culture and information portfolio in the PA, said, "We meet today as the representatives of one people, which the conspiracy had failed to uproot from its homeland soil; [this people] is planted today, with its three millions, in its homeland soil, and three other millions or more await their return to the homeland. This meeting today demonstrates that we are one people, from the Galilee, the Triangle District, and the Negev up to the Gaza strip. up to the core of our homeland and our people - Holy Jerusalem." Yasser Arafat, appearing at the event, said that he wished Allah would grant him martyrdom for Jerusalem's sake, in answer to a well-wishing Arab who wished him long life and the opportunity to see "liberated Jerusalem as the capital of the independent Palestinian state." 3. KATYUSHA ROCKETS FIRED LAST NIGHT Several katyusha rockets were fired last night by Hizbullah terrorists in southern Lebanon towards IDF outposts and northern Israeli towns. The rockets landed in outposts in the eastern and western sectors of the security zone in Lebanon, causing minor damage. In addition, Galilee residents spent the night in bomb shelters after hearing explosions nearby; at least one rocket was later found in the Galilee. Uri Lubrani, Government Coordinator of Activities in Lebanon, said today that last night's attacks are a "blatant violation" of the post-Grapes of Wrath understandings, and that Israeli will bring this up with the Tracking Committee. Lubrani also said, ""I do not see this as an escalation of hostilities, but rather as something connected to internal politics there." Former MK Shlomo Buchbut, mayor of Maalot, who now serves as chairman of the forum for Confrontation Line Communities in the north, said that talk like this on the part of the Israeli government is "weakness," and called upon it to show no further restraint in the face of the Hizbullah onslaughts.
