Reporters will not be invited. 1. PROTEST AGAINST COOK'S PLANS TO VISIT HAR HOMA WITH HUSSEINI Prime Minister Binyamin Netanyahu said in today's government meeting that he will refuse to meet with Great Britain's Foreign Secretary Robin Cook if the latter insists on visiting Har Homa with Palestinian official Feisal Husseini. In today's cabinet session, Mr. Netanyahu said that Israeli officials are acting in the diplomatic arena to have Cook change his plans. Knesset Law Committee Chairman MK Chanan Porat (NRP) said, "The reaction of the Prime Minister is ridiculous. What is required now is not condemnations and expressions of anger, but to begin construction at Har Homa." A rally is planned for Tuesday afternoon at Har Homa in protest of the Cook-Husseini visit. Spokesmen for Women in Green and Our Jerusalem, the sponsoring groups, said, "[Cook's] visiting Har Homa with Husseini is akin to Benjamin Netanyahu visiting London and demanding to be escorted by the IRA... Britain and the European Union should realize that their pressure is unacceptable." They also said, "No amount of pandering to Arafat and the Arab world to gain favorable markets for Great Britain will bring peace to this region." 2. ARABS IN ACTION Yasser Arafat has held talks in Cairo with Egyptian President Mubarak. The talks focused on efforts to resume negotiations with Israel. VATICAN PUBLISHES HOLOCAUST DECLARATION The Vatican released today its long-awaited declaration entitled "We Remember: A Look at the Holocaust". The document states, inter alia, "The Catholic Church was not involved in the Holocaust, which was a result of Nazi ideology, the roots of which originated outside of Christianity... Some Christians helped save hundreds of thousands of Jews, but the spiritual and practical objections of many Christians did not meet that which could be expected of [members of the Church]... The Church expresses its regret - which is more than an apology - for the actions of some of its members..." The declaration does not directly address the failure of then-Pope Pius XII to speak out openly against the Holocaust. 2. COOK TO BYPASS YAD VASHEM Great Britain's Foreign Secretary Robin Cook, on his way to the Middle East today, was forced to land in Cyprus today because of sand storms. (A similar storm covered all of Israel today, and citizens throughout the country awoke to a yellowish haze outside their windows.) Cook has canceled his plans to visit Har Homa with PA senior Feisal Husseini, but is still causing consternation to Israel with his plans to bypass the traditional Yad Vashem Holocaust Museum visit, and go to Har Homa privately instead. David Bar Illan, Director of Policy Planning and Communication in the Prime Minister's Office, told Arutz-7 that although he would not agree to call Cook's plan "chutzpah," he would say that it is a clear political declaration, and "we therefore think that it should not be carried out. Every other Foreign Minister on his first visit here goes to Yad Vashem... which he is not doing, and we will expect an explanation for this from him." SPECIAL INSERT: Interview with MK Rabbi Benny Elon (Moledet) MK Rabbi Elon addressed the beginning of his remarks to the feelings of frustration expressed by the Jewish residents of Hevron to Chief of Staff Shachak's remarks: "It is very sad that [the Hevron residents] have these feelings of [frustration]... but I would advise Anat Cohen, and myself, and you, not to allow ourselves to be pushed into this corner that the Chief of Staff has managed to push us into. Do we then have to start proving how much we love the soldiers? Of course we love them - after all, they are us. Shachak's statements, as some of his other actions, and the remarks about the kippot by [reserves General Shlomo] Gazit, are a sign of the politicization of the army, which is a dangerous thing, and I protest against it and demand that it be stopped... Second of all, regarding the actual matter at hand: I have tried to discuss this several times with the people of Hevron, and to convince them that... we must return to the original verse in the Torah: 'Kiryat Arba is Hevron.' We must stop thinking of Hevron as just a certain amount of families, but rather as a [full-fledged] neighborhood of Kiryat Arba... We must ensure that between Kiryat Arba and Hevron there be a territorial contiguity, which actually already exists! We must simply widen [the road that connects the two] more... We must ensure that the H-2 area, which according to this terrible Oslo agreement is under our control, is totally Jewish... Rajub constantly refers to the small amount of Jewish families that are in Hevron. As soon as [we make him] realize that this is not the case, but that there are really thousands of Jews living in Kiryat Arba-Hevron - which are the same place - everything will change." "In other words," asked Arutz-7's Haggai Segal, "instead of demonstrating, they should build?" "Exactly," answered MK Elon. "There are still some Hevron residents who do not realize what has happened here with the Oslo agreement, and they still think that a demonstration or two can change the situation... Our public protest must be on behalf of more Jewish construction to connect the Jewish homes of Hevron and Kiryat Arba - the road known as Rabbi Goren Road must be widened and cleared of all the broken-down abandoned buildings, and Givat HaAvot (Hill of the Patriarchs) must be built up, and thus a living entity known as Kiryat Arba-Hevron will be created." "The government isn't building on Har Homa, and you expect to build in Hevron?" asked Segal. "This must be our demand of our nationalist government, and in any event, we must first of all know for ourselves what we want," answered MK Elon. "We must demand this, and we must achieve this... I would like to point out Rabbi Levinger as an example of one who knows how to lead -- in these situations of crisis, he would always know how to achieve some advantage, some added construction, from even the worst situations, and that is what we must do now... HAR HOMA VISIT COOKS UP STORM Great Britain's Foreign Secretary Robin Cook arrived this afternoon at Har Homa, accompanied by Israeli Cabinet Secretary Danny Naveh. Afterwards, contrary to the spirit of the understanding reached between Israel and Great Britain, Cook met with an official of the Palestinian Authority. Some 150-200 members of Our Jerusalem, Women in Green, and other groups, as well as 50 left-wing demonstrators (including Meretz MKs Yosi Sarid and Yael Dayan), showed up at the site amidst pouring rain. In a statement later to the press, Cook called for an end to Jewish construction in Judea and Samaria, an echo of his call this morning after his meeting with Yasser Arafat. Tonight Cook will meet with Prime Minister Binyamin Netanyahu and Defense Minister Yitzchak Mordechai. Sources in Jerusalem and Washington said earlier that Cook's visit to the Middle East failed even before it began. Mr. Naveh said today, "If Great Britain wants to know why its role in the Middle East process is not more significant, this is the reason: its blatant one-sidedness towards the Palestinians." Prime Minister Netanyahu said, "Europe and Great Britain can fulfill a major role in advancing the diplomatic process, but I don't think that opening the Jerusalem issue now is the way to do this." Cabinet Secretary Naveh was asked what he plans to tell Secretary Cook during the visit to Har Homa. Naveh said, "I will explain to him what every Jew around the world feels: that Jerusalem is the heart of the Jewish People. The Har Homa neighborhood is an integral part of Jerusalem, and of the State of Israel. This is land that has been owned by Jews for many years... Jerusalem is not part of any discussions today with the Palestinians, but is rather the heart of the Jewish People." The Zionist Federation and the National Zionist Council, both of Great Britain and Northern Ireland, condemned the proposed visit of British Secretary Cook to Har Homa with Feisal Husseini, likening it to an Israeli Foreign Minister being taken on a tour of London with a member of the IRA. 2. NRP MKs AT HAR HOMA Knesset Members of the National Religious Party visited Har Homa this afternoon, as well, for the purpose of meeting with approximately 100 people who have registered to purchase apartments there. MK Nissan Slomiansky told Arutz-7 today that if construction at the site does not begin very soon, this will signal the end of the government. Slomiansky added that he and his colleagues have already heard many false promises from Netanyahu to renew Har Homa construction, with a different excuse each time. "We are afraid that Netanyahu is saving it [the renewal of construction there] as a compensation for us when he carries out something much worse, such as a large withdrawal from Yesha, Heaven forbid," Slomiansky said. MKs of the Knesset Land of Israel front are planning to visit Har Homa tomorrow; their absence from the Knesset votes is a protest against the government's Har Homa policies. 3. JEWISH LEADERS DISAPPOINTED BY VATICAN DECLARATION Many Jewish leaders throughout the world have expressed disappointment at the contents of the Vatican's declaration on the Holocaust, which was published yesterday. Israel's Chief Rabbi Yisrael Meir Lau, who called a press conference last night to announce his reaction to the declaration, demanded an "explicit apology for the shameful attitude of the Pope." Rabbi Leon Klenicki, director of interfaith affairs in the Anti-Defamation League, said that the new document - promised to Jewish groups over ten years ago - is very disappointing in comparison with its earlier versions. He said that the Vatican is attempting to cover up the silence of Pope Pius XII during the Holocaust period. Abraham Foxman, director of the Anti-Defamation League in the U.S., said that the document took very little responsibility for the Church's history of teaching contempt for Jews. "We are perplexed how the Vatican, under the leadership of Pope John Paul II, could have finalized a document that lags behind the unequivocal statements [of apology] of the German and French bishops." Rabbi Eliyahu Touaff, Chief Rabbi of Rome, expressed approval of the declaration. 4. FARRAKHAN EXCOMMUNICATED IN MOSLEM RULING The Board of Clergymen of the Italian Moslem Association issued a ruling on March 7, 1998, excommunicating Louis Farrakhan and his "Nation of Islam" movement. Root and Branch reports that the religious ruling states, "Everyone who belongs to the 'Nation of Islam' is in fact not a Moslem, but a non-believer." The ruling also states, "Moslems must declare this truth, and each one of them who keeps silent while listening to Mr. Farrakhan being called a 'Moslem leader' is sinning." The ruling is based on Farrakhan's teaching that Allah appeared in the form of a human being named Fareed Muhammad, which "is a clear contradiction of the monotheistic faith (Tawhid)." The paper is expected to detail the Administrations opposition to moving the American Embassy to the capital. The issue of moving the embassy came up yesterday at a US Senate Committee meeting on appropriations. Secretary of State Madeleine Albright expressed her opposition to moving the embassy saying that it could hurt the peace process. She added that the future of Jerusalem is an issue that will be discussed in the final status negotiations. Last year Congress appropriated $10 million for planning a new embassy in Jerusalem. PEACE PROCESS ENGLAND HAS A PLAN, THE US "DOESN'T" Int'l Christian Embassy Jerusalem 3/6/98 British Foreign Secretary Robin Cook plans to visit the Middle East next week to promote a new European initiative aimed at pushing forward the stalled Israel-PLO negotiations process. He is reportedly to be followed to the region by Prime Minister Tony Blair in the coming weeks. REUTERS quotes Cook - whose country recently took over the revolving presidency of the EU - as saying Thursday that "as the nearest neighbour to the Middle East, Europe has a major stake in peace. And so tonight I start an intensive European effort to stimulate progress." Cook said his initiative had "two clear aims - justice for the Palestinians and security for the Israelis". In a magazine article published yesterday Cook accuses the Israeli government of endangering the process, and calls for increased pressure on the Jewish state. US PEACE PLAN - ONLY AFTER PASSOVER Summary of Israeli newspapers 3/13/98 The American plan for peace between Israel and the Palestinians will apparently be unveiled only after Passover, at the end of April, Yedioth reports. The plan's principles have already been presented to Netanyahu and Arafat, according to which the second phase will be broken up into thr ee stages and at the end of which some 13% of Israeli-controlled territory will be given to the Palestinians. The plan calls for negotiations on the permanent status to begin in May. PALESTINIAN DIPLOMAT CLAIMS ISRAEL POSSESSES BANNED WEAPONS Kahl's I&G News 3/8/98 Moscow Interfax in English 28 Feb 98 The Palestinian ambassador to Russia has claimed that it is Israel and not Iraq that possesses banned weapons and that Washington is pursuing its own interests in the U.S.-Iraqi standoff. "We know for certain where banned weapons actually are and not just where they 'may be.' We can even indicate where they are stored," 'Abd-al-Fattah Khayri al-Uraydi told Interfax-AiF weekly in an interview to appear in Monday's issue of the paper. He noted ironically that he had never heard of any "special commission" for the disarmament of Israel. Washington, al-Uraydi said, was pursuing an anti-Arab policy and was putting "pressure on Baghdad not in order to have any U.N. resolutions obeyed, but solely to satisfy its own interests." NETANYAHU IS PLAYING ROUGH WITH KOSOVA 3/15/98 by Barry Chamish, Israeli writer A few days after PM Netanyahu returned from his NWO tour of Europe, meeting Juan Carlos, Kohl, Blair and the anonymous Norwegian PM, the equally unknown PM of Albania arrived in Israel for a visit with him. Since Albania has no diplomatic ties with Israel, the visit should have been a bigger media event than it was. And while the two men sat for their Jerusalem tete-a-tete, the G7 met in London to discuss Albanian dissent in Kosova. Discussions with one of my trusted sources led to the following options: 1. To get the EU to agree to place soldiers in the Lebanese Security Zone and/or to lay off the pressure to give up vital territories to the PLO, Netanyahu agreed to arm and train the Albanians for the upcoming clash with Yugoslavia as is being concocted by the G7. 2. Because the EU is conspiring with the US branch of the NWO to gang up on Israel to force suicidal concessions, Netanyahu has promised to stir up the Balkans by arming an Albanian liberation army in preparation for a march on Kosova. Either way, the machinations of the EU will, if successful, result in the dismemberment of Israel and the igniting of Kosova. PREPARATIONS FOR WAR AMERICAN CIA TRAINING PA SECURITY FORCES IINS News Service -Israel-3/5 The CIA has been training the security forces of the PLO Authority (PA) in espionage, information gathering, interrogation and other techniques, the New York Times reported today. Citing government officials, the newspaper said the CIA has been instructing PA security officials in the United States since mid-1996, with Israel's knowledge. FBI agents, who work at the CIA's "Counterterrorist Center," have also helped train the PA troops, the Times said. The Times said the program has two aims: to improve the PA troops' "ability to identify and arrest suspected terrorists,'' and to increase the Israeli government's confidence in the PA forces. SHEIKH YASSIN: "WE WILL CARRY OUT ATTACKS UNTIL YOU OFFER US JERUSALEM" Summary of Israeli Newspapers 3/8/98 Ma'ariv reports that Hamas spiritual leader Sheikh Ahmed Yassin said his organization is planning attacks against Israelis that will be so violent "that Israel will offer Jerusalem to the Palestinians." In an interview to the Arabic newspaper Al Hayat in London, Yassin said "the Israeli siege imposed on hundreds of thousands of Palestinians bars them from work, causes dire poverty -- and will lead to an Intifada more violent than in the years 1987 to 1993." This time, he said, "it will be an armed Intifada, not with stones and strikes." GSS CHIEF; TERROR ATTACKS ON THE RISE IINS News Service -Israel-3/11 According to figures provided yesterday by the chief of the General Security Service (GSS/Shin-Bet), Ami Ayalon, Israelis who believe that Arab terror is down are living in a "false bubble of tranquility." Ayalon stated that in 1997 there were 463 terror incidents recorded, which included firebomb attacks, shootings and suicide bombings. This represents a sharp increase from the 268 attacks recorded in 1996. PREPARATIONS FOR THE MILLION-MAN PALESTINIAN MARCH, marking the 50th anniversary of the 1948 'Catastrophe' Al-Ayyam March 10, 1998 " The Monitor Committee of the 'Supreme National Secretariat for 'the Catastrophe' Commemoration' is making preparations for launching a Million-Man Palestinian march in Ramallah, on May 15. The committee expects all bodies represented on the [Palestinian] National and Legislative Councils, and of all popular and official institutions, to take part in the preparatory committees entrusted with the organization of the march... In addition, similar activity is being held among Arab- Israelis and Diaspora Palestinians. HUSSEINI; "I SMELL A NEW INTIFADA IN THE AIR" IINS News Service -Israel-3/13 PLO Authority (PA) chief Yassir Arafat continues to publicly call for restraint, following Tuesday's shooting of the Arab men by IDF troops at the Tarkumia Checkpoint. Arafat has called for restraint during the past few days, where Arab rioting has been taking place throughout Judea and Samaria, particularly in the Hevron and Dura areas. PA Minister of Jerusalem Affairs Faisal Husseini stated that he smells a "new Intifada in the air," hinting to his usual threats of a renewed increase in violence, if Israel continues to remain steadfast in its demands and fail to comply with PA demands for territorial concessions. IRANIANS WORKING ON PILOTLESS PLANE Yehoshua Meiri 3/5/98 According to Egypt's daily El Waft, American intelligence accuses the Iranians of developing a pilotless plane with which to attack Israel with chemical and biological weapons.
