At $320 per head, 500 cattle will be airlifted from the U.S. to Tel Aviv, 140 at a time. The 14 hour journey will end in a secret settlement in Israel. Besides restoring Israel's Red Angus cattle population, Lott expects the Nebraska herd to provide at least five to seven heifers that might fit the requirements for a Numbers 19 umblemished red heifer for Temple sacrifice. "And by the time they reach the age of three, it would probably be less than half of that," says Lott. "Nevertheless, we'd have more than one that would meet all the requirements." Such an assumption is wholly misleading and contrary to the facts: Many Messianic Jews have testified to a contrary reality, namely, that their attachment to their own nation and its customs was significantly enhanced due to their messianic faith. General Assembly reiterated its condemnation of Israel for failing to comply with its resolutions on the occupied East Jerusalem and other Palestinian territories. In a resolution adopted by 120 votes in favour, three against (United States, Micronesia, Israel) and five abstentions (Australia, Bulgaria, The Marshall Islands, Romania and Swaziland), the Assembly reiterated all the demands made in its earlier resolutions. The resolutions condemned Israel's construction of a new settlement in Jebel Abu Ghneim and all other illegal actions in the occupied territories and demanded that it stop such activities. They also demanded that Israel accept the applicability to those territories of the Geneva Convention relative to the Protection of Civilian Persons in Time of War. U.N. CHIEF CALLS ON ISRAEL, ARABS TO ADVANCE PEACE PROCESS = March 19, 1998 By Tarek El-Tablawy, Associated Press CAIRO, Egypt (AP) U.N. Secretary-General Kofi Annan called on Israel and the Arabs on Thursday to move the peace process forward and said the United States should not be blamed for the lack of progress. Arab countries, including Egypt, have criticized the United States, saying that Washington has been unwilling to pressure Israel to make concessions and comply with U.N. resolutions that call for its withdrawal from occupied territories. "We have ... to urge the parties to take this issue forward with energy, seriousness ... and the courage and wisdom and vision to make the compromises necessary to attain peace,'' Annan said after a meeting with Egyptian Foreign Minister Amr Moussa. "Without that commitment, without that will ... that kind of breakthrough does not happen,'' he said. "And you don't blame the mediator.'' Annan again said he did not bring any proposals for breaking the stalemated talks. The secretary-general arrived in Cairo on Wednesday from Jordan. He also plans to visit Syria and the Palestinian areas, as well as Israel and Lebanon. Annan told reporters that all U.N. resolutions should be fulfilled, including Resolution 425, which calls for an unconditional Israeli withdrawal from Lebanon. NETANYAHU: ONLY ISRAEL CAN MAKE SECURITY-RELATED DECISIONS March 19, 1998 By Hilary Appelman, Associated Press Jerusalem (AP) After failing to persuade the United States to shelve its announcement of a new Mideast peace initiative, Prime Minister Benjamin Netanyahu warned Thursday that "only Israel'' can make decisions affecting its security. Netanyahu told reporters in Jerusalem that "The United States can and from our point of view ought to propose different ways of helping the parties to make progress in the process. "But one thing is clear,'' he said. "It is Israel who will decide its security needs and only Israel can do this.'' US PROPOSAL: 13.1% WITHDRAWAL IN 12 WEEKS Summary of Israeli newspapers 3/20/98 Yedioth prints today what it says is a draft of the US proposal to jump-start the peace process. The proposal envisages a twelve week process split into three parts. All in all the plan calls for a 13.1% withdrawal together with action on the Palestinian covenant, incitement, the release of terror suspects by Palestinian authorities, arms smuggling and an accounting for the size of the Palestinian police force. Other parts of the US position include an agreement to be negotiated on a halt to settlement activity. Netanyahu has apparently written to Clinton rejecting the proposal. PALESTINIANS ACCEPTED THE AMERICAN PEACE PLAN Summary of Israeli newspapers 3/20/98 The Palestinians accept the American proposal for unfreezing the peace process. This is what senior Palestinian officials told US peace talks coordinator Dennis Ross according to Ma'ariv. The Americans have asked the Palestinians to accept moving discussion of the third phase to the talks on the final status. "I'm urging my brothers, the Arab leaders, to gather as soon as possible to rescue Jerusalem from the talons of the Israeli occupation and the cancer of the Jewish settlements," Arafat said in a statement published by the Palestinian news agency Wafa. The statement said: "Israel depends on Europe for 67 percent of its economic relations. This is one of the strong means in Europe's hands to put an end to this Israeli stubbornness and challenge." MUFTI JUSTIFIES ATTACKS ON ISRAEL IINS News Service -Israel-3/20 Jerusalem's top Moslem cleric has said attacks against Israeli civilians are legitimate, as long as Israel continues to "occupy Palestinian lands". Jerusalem's PLO Authority (PA)-appointed Grand Mufti Ikrama Sabri told visiting Cairo-based reporters on Wednesday night that Islamic suicide bombings were a legitimate response to the Israeli army's action against Arabs. "I believe suicide bombings are a response to the occupation. It isn't a matter of whether these bombings are legitimate or not. Their (Israeli) army kills innocent women and children, the bombers kill innocent civilians. Why does the army have the right to do that and we don't?'' Sabri said. "If Israel does not respond to peaceful initiatives to solve the problem with the Palestinians, then it is legitimate to fight against it as a sort of self-defense,'' he added. Sabri said he would not meet with any Jewish clerics, before Israel withdrew from "occupied lands". Sabri, who was appointed by Arafat, told reporters Israel would never be totally secure unless it withdrew from Arab territories. "The main problem is the presence of the occupation forces and Israel's non-compliance with the peace accords. It appears they regret even signing these accords. When the occupation ends, we'll see if there is any more violence,'' he said. "I believe that the problem of Jerusalem and the peace process will not be solved as long as America supports Israel,'' he said.
