1. INTELLIGENCE CHIEF PAINTS GRIM PICTURE
Head of IDF Intelligence Maj.-Gen. Moshe Yaalon estimates that the
Palestinians will not fulfill their Oslo obligations even if Israel carries
out a further withdrawal from Judea and Samaria.  In an appearance before
the Knesset Foreign Affairs and Defense Committee, Yaalon said that the
Palestinian Authority takes firm action when it receives concrete
information about an expected terrorist attack, but does nothing against
the terrorism infrastructure.  He said that the Palestinians are not overly
worried about the suspension of the withdrawal talks, and are still hoping
that the Americans will, in his words, "supply the goods."

2. KINERET RISING
Doron Gruper, Chairman of the Board of Directors of Israel's national water
company, Mekorot, told Arutz-7 today that the "rains of blessing" of the
past month have raised the level of the Kineret (Sea of Galilee) by 53
centimeters (21 inches).  He said that an increase of nine centimeters has
occurred over the past four days alone.  Gruper noted that every centimeter
represents 1.7 million cubic meters of water, but that the Kineret is still
almost three meters below its optimal level of 208 meters below sea level.
"We usually would draw some 30 million cubic meters of water from the
Kineret every month," Gruper explained, "but now we are drawing only 6.5
million.  Israel has two natural aquifers which are no less important than
the Kineret, and they are also filling up rapidly at this time, and so we
are drawing from them."  Gruper said that desalination of ocean water must
certainly be the future solution to Israel's water problems, and that
already almost 75% of Eilat's water consumption is desalinated.

3. KNESSET TO COME IN FROM RECESS
Forty opposition Knesset Members signed a special petition today,
requesting that the Knesset hold a special mid-recess session.  The
requested topic of debate: the relations between the U.S. and Israel, in
light of the stalled Oslo process.  The Likud and the National Religious
Party have responded with similar requests of their own.  NRP Knesset
faction head Shmaryahu Ben Tzur demands that the debate deal specifically
with the Palestinian violations of the Hevron agreement.  Prime Minister
Netanyahu, speaking at a high school in Maaleh Adumim today, said that he
will not continue to fulfill the Oslo agreement while the Palestinians
continue to violate it.

* * * SPECIAL INSERT: PALESTINIAN INCITEMENT CONTINUES

1. ARCH-TERRORIST ENGINEER #2 IS DEAD
Mohi a-Din A-Sharif, known as Engineer Number 2 in Hamas, is the
terrorist whose body was discovered two days ago in the car that
exploded outside Ramallah. A-Sharif was considered the successor to
Yichye Ayyash, known as The Engineer, who masterminded several
large-scale terrorist attacks against Israelis and was responsible for
the deaths of over 50 Israelis. A-Sharif himself planned the two
attacks in Jerusalem last summer, in which some 20 people were killed,
as well as the #26 bus attack in the capital in 1995 which killed four
people.

The Palestinians claim that A-Sharif was not killed when the 10-to-30
kilograms of explosives in the car exploded.  They say that in
actuality he was shot three hours beforehand, and that his body was
placed in the car which was then blown up.  They accuse Israel of
carrying out the execution, but Prime Minister Netanyahu denied any
knowledge of Israeli involvement. MK Ephraim Sneh (Labor) praised the
killing of A-Sharif.  "Whoever did this should be blessed," said Sneh.
 "He prevented many deaths."

2. MINI-CABINET AGREES TO U.N. RESOLUTION 425
The security mini-cabinet agreed unanimously today to adopt the
recommendation of Defense Minister Yitzchak Mordechai regarding the
Israeli presence in Lebanon.  The cabinet decided that Israel would
accept U.N. resolution 425, which calls for an Israeli withdrawal from
the security zone in Lebanon following the implementation of an
arrangement with the government of Lebanon.  The ministers thus
rejected the plan of Minister Ariel Sharon, whereby Israel would
unilaterally withdraw from Lebanon in stages, while ensuring the
Lebanese Army's control over the area.  Minister Mordechai briefed the
mini-cabinet members on already-begun contacts with Lebanese elements.
 

3. NETANYAHU WOULD LIKE TO PRESENT "DONE DEAL"
Referring to right-wing threats from within his government, Prime
Minister Netanyahu told Yediot Acharonot [Israel's largest daily
newspaper] today, "I will present the coalition with a 'done deal,'
and then I would like to see what they will do."  He emphasized that
in his opinion, the alternative is new elections and the likely
victory of a Labor-Meretz government.  In response, MK Tzvi Hendel of
the National Religious Party said, "The Prime Minister should stand
Arafat to the test of reciprocity instead of standing his coalition to
a test of loyalty."

The proposal attributed to Prime Minister Netanyahu regarding a
"qualitative" withdrawal from Judea and Samaria as opposed to a
"quantitative" one has come under some attack from elements in the
security apparatus.  They claim that several Jewish communities in
Yesha would be severely and necessarily harmed by the granting of
territorial contiguity to the Palestinians.

SPECIAL INSERT - PALESTINIAN INCITEMENT CONTINUES
=============

Statements of Incitement and Threats of Violence Made by Palestinian
Officials in the Past Month Jerusalem, March 31, 1998 (communicated by
the Israel Government Press Office)

THE OBLIGATION
Under the terms of the Oslo Accords, the Palestinian Authority (PA) is
obligated to refrain from incitement against Israel and to take
measures to prevent others from engaging in it.

In his exchange of letters with Prime Minister Yitzhak Rabin on
September 9, 1993, Chairman Yasser Arafat wrote, "the PLO renounces
the use of terrorism and other acts of violence and will assume
responsibility over all PLO elements and personnel in order to assure
their compliance, prevent violations and discipline violators."

The Interim Agreement (Oslo 2) of September 28, 1995 (Article XXII)
states that Israel and the PA "shall seek to foster mutual
understanding and tolerance and shall accordingly abstain from
incitement, including hostile propaganda, against each other and,
without derogating from the principle of freedom of expression, shall
take legal measures to prevent such incitement by any organizations,
groups or individuals within their jurisdiction."

In the Note for the Record which accompanied the Hevron Protocol of
January 15, 1997, the Palestinians reaffirmed their commitment
regarding, "Preventing incitement and hostile propaganda, as specified
in Article XXII of the Interim Agreement."

THE VIOLATIONS
Following are statements of incitement and threats of violence made by
Palestinian officials in the past month, in violation of the Oslo
accords and the Hevron Protocol.

* "We are ready for a military confrontation... The bullets of the
Black Panthers will strike at Netanyahu's soldiers." --- from a
statement issued by Chairman Yasser Arafat's Fatah faction of the PLO
in Jenin announcing the re-establishment of the Black Panther military
units (Al-Hayat Al-Jadeeda, March 26, 1998)

* "I believe suicide bombings are a response to the occupation. It
isn't a matter of whether these bombings are legitimate or not. Their
army kills innocent women and children, the bombers kill innocent
civilians. Why does the army have the right to do that and we don't?"
-- PA Mufti Ikrama Sabri speaking to reporters in Cairo (Reuters,
March 19, 1998)

* "If the situation continues without American intervention and
without their requiring Israel to respect international law, then the
Palestinian explosion is on the way, without a shadow of a doubt." ---

* "Ahead of us lies an entire year - either we will establish an
independent state in May or there will be many other options, among

* "Gather together, O fighters of Karameh, Litani and Beirut... raise
your voices aloud: we shall die, we shall die, so that Palestine shall
live... our blood is your atonement O Jerusalem, and our souls are
your defenders, O Palestine... we swear unto the holy martyrs: until
victory!" --- statement issued by the student branch of Chairman
Yasser Arafat's Fatah faction of the PLO in Nablus to commemorate Land
Day  (Al-Ayyam, March 29, 1998)

* "A vast wave of violence may break out in occupied western Jerusalem
as long as the occupation authorities continue to adopt measures
