Subject: "The Peace Process"
ALLEGORY: EU pressures US to give land to Mexico for peace
PEACE PROCESS REACHES CRITICAL IMPASSE
The Peace Process, a name often scorned as a cover-up for an unsolvable
conflict, reached a critical impasse this week, world leaders said. World
leaders, especially the heads of the European Union, came out with strong
condemnation of the government's recent violations of a number of accords
signed in the course of this "process". This, however, is nothing new.
For over a decade now world leaders have been criticizing and condemning the
government, whether run by right-wing radicals or left-wing liberals.
However, there seems to be a different "air" to the threats this time
around. With the rise of the powerful European Union in recent years, the
voice of opposition to the government's handling of the peace process has
been given extra punch.
The United Nations has for years been threatening and slapping the
government with sanctions and security resolutions, but apparently to no
avail. European Union leaders now say "enough is enough". "It
is time to
see some real progress, or face the very grave consequences for repeated
violations", says British Prime Minister Tony Blair, whose nation currently
holds the EU presidency.
GOVERNMENT REJECTS 13.1% PULLBACK PLAN
The government stated yesterday that an EU plan calling for a 13.1% pullback
in return for security agreements has been rejected by cabinet members.
"The MEO (Mexican Expatriate Organization) views this as a direct rejection
of the entire peace process", says Roberto Juarez, chairman of the MEO. The
MEO had requested a 40% pullback from land taken by the United States in the
1846 Mexican War, but "has settled for the 13.1% EU plan in the spirit of
compromise", says Juarez.
"This government does not desire peace, they desire what the US has always
desired, to expand its borders and to control the rest of the world", stated
Juarez yesterday in Houston immediately after President Clinton's press
conference in Washington making clear the government's rejection of the EU
plan. Despite recent EU efforts, the rift between the two sides has been
growing ever further and darker in recent months after a 14 month stall in
the peace process.
The stall came after a flurry of terrorist attacks against US citizens by
cells operating out of MEO controlled areas. Under the Dublin Accords, the
MEO has been granted self-rule over a large portion of Texas along the
US-Mexican border, including the southern half of Houston, which the MEO
desires to make its capital. This is a relatively small area of control
considering the MEO's desire to liberate all of Texas, New Mexico, Arizona
and the southern half of California from what it calls the "hands of open
aggressors and ruthless occupiers". Fifteen million Mexicans live in the
areas demanded by the MEO.
EU CRITICIZES US EXPANSION
EU leaders joined with UN officials this week in condemning US plans to
expand a number of towns in southern Texas, including Houston. The US plan
calls for a relocation of 100,000 US citizens from other states into
southern Texas. The relocation will take place strictly on a volunteer
basis, US officials state. This move is in direct conflict with a number of
articles included in the Dublin Accords. The UN has promised that security
council resolutions against this action will be forthcoming.
"They (the US government) have no respect for the centuries of history and
culture deeply rooted in this land by our people", demands Juarez. The US
took control of Texas, New Mexico, Arizona, California, as well as parts of
a number of other states as a result of the 1846 Mexican War. The war came
as a result of the US government's desire to expand West combined with the
dispute over Texan independence from Mexico. The US easily won a war deemed
by many outside the US as an unnecessary attack on a notably weaker nation.
This recent action of planned expansion by the US has resulted in another
action not outlined in the original US plan. The relocation of 100,000
citizens calls for increased security efforts by the US. "We must maintain
the ability to effectively protect our citizens from terror attacks, attacks
that are more often than not aimed at defenseless children", says Secretary
of State Madeline Albright.
However, the massive amount of forces moved in by the US to protect a mere
additional 100,000 citizens has been blasted by both EU and UN officials as
dangerously excessive. Many fear the US is planning massive operations
against terror cells inside MEO controlled areas in order to curb "barbarous
acts against innocent people". Such a move would certainly result in open
clashes with MEO police forces, and a possible military conflict with an
ever impatient EU.
"We would view such operations into our sovereign lands as a direct
declaration of war, and would respond accordingly", states Julio Sanchez,
MEO Minister of Police. Under the Dublin Accords the MEO is obligated to
dismantle terrorist cells operating out of their territories. "It is hard
to control the anger of a people who are so often lied to by their
oppressors", says Sanchez.
"We will not tolerate the killing of innocent US citizens, many of them
school children, by ruthless terrorists", argued Albright this week in
Washington, "we will use all options available to us in order to protect
Americans lives." Past operations by US forces against terror cells have
resulted in the deaths of many innocent bystanders, according to a number of
Mexican eye witnesses.
"They just don't care who they kill, as long as they come in and show their
muscle", weeps Maria Martinez, whose 10 year old son was killed by US
commandos during a raid when his play water pistol was mistaken for the real
thing. Such incidents have marred past attempts by US forces to dismantle
what they say is a "vast web of terror cells".
EU officials stated this week that resumed operations by the US into MEO
self-rule territory would be viewed by them as a rejection of the peace
process and a desire for open conflict. The officials state that such a
move would result in probable military intervention by the EU. The result
of such a series of events would most likely be world war.
"I think all sides just need to slow down and view all options available,
and begin to work in a spirit of compromise", stated Israeli prime minister
Benjamin Netanyahu last week. "The US is faced with a tough decision, allow
the creation of what they deem to be a "terrorist state" right on their
doorstep or face the realities of a world war directed at them. It is a
terrible position to be in and I pray no other nation ever has to face such
a situation again."
"NEXT TWO WEEKS CRITICAL" STATE EU OFFICIALS
"The next two weeks will prove whether or not the US is serious about peace"
, said Blair at a press conference in London shortly after the US rejection
of the EU plan. The EU has decided not to wait upon the UN resolutions and
has issued it's own ultimatum to the US. The ultimatum gives the US two
weeks to reduce the number of forces massed along MEO areas to the minimum
required for general security, as well as put an immediate halt to the
relocation plan for southern Texas.
"It is obvious by the MEO acceptance of the 13.1% plan that they are willing
to work together with the US and compromise in order to bring about peace in
the region", stated Blair, "obviously the US is not willing to do the same,
and a mediator is required to settle this dispute. I feel no one is more
qualified for such a role than the EU."
"We view with utter disgust the fact that a democratic body such as the EU
believes it has the right to tell another democracy such as the US what to
do within it's own borders", stated President Clinton earlier today, "we
will not hesitate to protect ourselves against not only the Mexican
terrorists in our midst, but against any other outside force that would come
against us and our sovereign rights over this land."
It has been 152 years since the US took the land from the Mexicans. They
are now being faced with what many felt was inevitable, the original
residents want their land, their culture, and their dignity returned. It is
the same scenario all conquering and occupying nations have had to face
throughout history. The next two weeks will tell if this one will end in an
unprecedented move towards world peace or unprecedented bloodshed.
+++++++++++++++++++++++++++++++++++++++
This allegory has been used to show the utterly ridiculous position that the
Israeli government has been put in by world democracies, chief among them
the United States. The stance taken by the MEO in the above allegory is
actually much more credible than that of the PLO in reality. While
historically the US was indeed the aggressor against Mexico, Israel is the
true victim of the Middle East being attacked no fewer than 3 times by
vastly larger forces.
The Mexican nationals of the states spoken of actually have much more of a
right to the land than do the "Palestinian" Arabs to Israeli lands. The
Mexicans (those of Hispanic decent), who actually took the land from the
American Indians, were in control of the land before an American ever came
in contact with it. The Jews were in control of the Land of Israel long
before the Arabs ever emerged from the Arabian deserts as a united entity.
However, even though the above situation has vastly more credibility than do
the demands of the PLO, it still serves to show how ludicrous are the
demands by the rest of the world on Israel. If the situation in this
allegory were true, the United States would never dream of negotiating with,
let alone giving diplomatic status to, known terrorists and killers of
Americans. Indeed, the opposite would be true, the US would do all in its
power to assure security to its citizens. Isn't it time we allowed Israel
to do the same?
