Attempts to Impose 1947 UN Resolution 181

Washington, DC (April 16, 1999) Unable to convince the United States
Congress or the American people to back his threatened unilateral
declaration of statehood, Palestinian Autho rity (PA) Chairman Yassar
Arafat is now scurrying around the world, seeking support among world
leaders to impose the 1947 United Nation's partition plan on Israel.
Israel has asked the United States to firmly oppose reviving
partition.

According to reports reaching the Israel Foreign Ministry, Arafat will
attempt to bring before the United Nations General Assembly a draft
resolution, to be submitted to the world body, to vote again on United
Nations Resolution 181 of 1947. This plan called for the partition of
the Land of Israel and at that time was rejected by the Arab world.
Arab countries responded with a military attack on Israel, in which
the Arab nations suffered total defeat. Four subsequent offensive
Arab wars attacking Israel were equally unsuccessful.

Arafat's new global strategy comes just before the 124 member
Palestinian Central Council (PCC) will decide on April 27 whether to
declare a state in the West Bank and Gaza Strip on May 4th as Arafat
has long been threatening. "If he follows world advice he will wait,"
a senior Palestinian official was quoted. Salim Zanoun, a leading
member of the PCC hinted at postponing a declaration of statehood
when he said, "It will be painful for us to delay the date, but the
interest of the Palestinian people comes before everything."

A recent poll shows that support for an Islamic state, such as the
system in Iran, has bec ome paramount to Palestinians. They are
chafing at living under a corrupt authoritarian governing force that
quashes dissent against Arafat and the PA. The same regime is known
to be stealing millions of dollars in foreign aid meant to pay for the
development of infrast ructure in PA controlled areas.

The poll, released by Jerusalem Media Communications Center (JMCC),
detailed opinions held by

Palestinians, with 80 percent of West Bank and Gaza respondents
wanting a government based on Islamic law, instead of the secular
system they now have. More than 70 percent said they want a
Palestinian government of national unity, to include the
Islamic block represented by the terrorist organizations Hamas and
Islamic Jihad, according to the Ha'aretz newspaper. The JMCC poll
also found 60 percent of Palestinians are opposed to any type of
bi-national state. Further, 63 percent support the establishment of an
Islamic state throughout all of Israel and the territories in the
event the current negotiations fail.

"This present attempt to drum up support for the 52-year-old UN plan,
rejected in 1948 by the Palestinians and the rest of the Arab world
when they declared war on Israel, is simply a diversionary tactic. It
appears to be an effort to circumvent a unilateral declaration
of statehood to accomplish the goal of statehood by another means",
said Esther Levens, president and founder of the National Unity
Coalition for Israel, an alliance of 200 Christian and Jewish
organizations representing 40 million Americans.

"Reviving Resolution 181 would reward 50 years of
Arab aggression toward Israel." ###

TRAGIC IRONIES ON HOLOCAUST DAY--- By Sidney Zion

This is Holocaust memorial day. Yesterday was the 54th anniversary of
the death of Franklin D. Roosevelt. The calendar delivers its ironies
sparsely but deadlier than NATO delivers bombs over Kosovo.

Today, the Kosovar Muslims compare themselves to the Jews of Europe,
while the Serbs call Kosovo their Jerusalem. Bill Clinton feels the
pain of the Six Million as he sits under the portrait of FDR who
collaborated in the deaths of the Jews while he orders the
destruction of the Serbs, whose fathers fought off Hitler and refused
to turn over Jews to the Nazi death camps.

Israel delivers great humanitarian aid to the Kosovars, whose Kosovo
Liberation Army is financed by Hezbollah, Iran and the drug trade.

The Israelis get no credit for this from Clinton, who says nothing
about the failure of the Arab world to help the Muslims of Kosov.

It is right for Israel to help people who are loaded into trains and
expelled from their homes.

But the calendar delivers lessons to Jews, not just ironies. And the
fundamental truth comes from the psalmist: "Place not your faith in
princes."

American Jewish leaders placed their faith in FDR, who refused to lift
a finger to save their people from Auschwitz. The only thing they
delivered was the Jewish vote to Roosevelt.

Then, in 1948, the Jews helped elect Harry Truman, who recognized
Israel, but immediately embargoed arms to the Jewish State while
knowing that the British had fully armed the Arabs.

Not one American rifle was delivered to Israel until after the Six-Day
War in 1967. In 1977, when Egypt's Anwar Sadat went to Jerusalem to
make peace, Israel's Moshe Dayan ran to D C. to help deliver the Sinai
to the Egyptians.

The result was a cold peace, delivered by Jimmy Carter, whose hatred
of Israel is now documented in his memoirs.

In 1993, Yitzhak Rabin and Shimon Peres came to Clinton with the Oslo
Accords in hand. They would turn over the Land of Israel for peace
with Yasser Arafat, but only under American auspices.

The assumption was that only America could broker the deal. And the
underlying belief was that America was Israel's friend.

Why Israel needed a broker to turn over land to its enemy was never
explained. But hate the Oslo deal or love it, the one thing history
shows is that America is not and has never been in the back pocket of
the Jews and Israel.

Whether the Arabists in the State Department wear yarmulkes or the
Cross, they have one thing in common: they ain't for the Jewish
State.

Today, the tilt for the Palestinians would make a rabbit hug a hound.
The Clintonites are so intent on establishing a Palestinian state with
Jerusalem as its capital that on April 25 there will be a rally for an
undivided Jerusalem in Washington, sponsored by Americans for a Safe
Israel.

Thirty-two years after Jerusalem was liberated we need a rally! And
this rally is not supported by the Conference of Presidents of Major
Jewish Organizations, who say it is "too political."

Perfect! The calendar goes backwards to the early 1940s, when the
Jewish Establishment refused to support Ben Hecht and his Emergency
Committee to Save the Jews of Europe, on the ground that FDR, as the
best friend the Jews ever had, was doing all he could to save the
Jews.

So now Kosovar Albanians are pictured as the Jews of the Holocaust by
Clintonites who say Kaddish for the Jews of Europe. And Israel has put
itself in the hands of this crowd, who surely make the Western Wall
wail.

Special Report - Life in Israel - Yom HaZicharon

Yom HaZicharon - Israeli Memorial Day

During my first year in Israel, my husband and I were volunteers
on a kibbutz, (Israeli collective settlement). Kibbutz Ginegar is a
small community with only 500 inhabitants. It was a time of immersion
in Israeli society. We celebrated all of the holidays with Israelis.
The cycle of life here is governed by holidays, most of which are
biblical. As we lived in this environment, we absorbed many new
thoughts and began to understand the society we were living in.

I quickly realized how small Israel is. The reality of living in
a nation with only 6 million inhabitants is entirely different than
living in the US with its 230,000,000 residents.

Probably the event which had the most impact on me that
first year was Yom HaZicharon. This is Memorial Day, the day when Israelis
remember the men and women who lost their lives defending the country.
In order to understand the people of Israel, we must understand their
struggles and their pain. In the United States, Memorial Day had
little meaning for me. I hadn't lost someone close to me in war, and
death really hadn't touched me significantly. I would read that US
soldiers died somewhere, but I never knew any of them. But, in Israel,
Yom HaZicharon is a universally observed day of remembrance.

Why is Memorial Day so different here?

Israelis live dangerously, either at war or with considerable
tension. This is their life. They know no other reality. At the age
of 18 virtually every Israeli male and most females are inducted into
the military. The men serve 3 years of active duty and then are in
the reserves (miloim) until age 55. Women serve for 2 years.

In a land where hostilities have never totally abated, this is a
time of fear. Parents dread the day their children enter the army.
Many have shared with me that for the entire time their children are
in the army, they don't sleep well at night. Any phone call can be
news of tragedy. The people of Israel live with the dread of losing
their sons, husbands, nephews, grandsons, and brothers. Many grew up
without their father. This is poignantly felt as we read the following
quote found in the memoirs of Moshe Shamir, which he wrote in 1968.
"My son is named after my brother who fell in the War of Independence.
This was exactly 20 years ago, when the almonds of 1948 were in full
bloom. I am named after my father's brother, who fell in the ranks of
the Red Army at the gates of Warsaw. This happened in 1920. My
father was named after the brother of his father, who was murdered in
the Ukraine during a pogrom by rampaging peasants. This was in 1891.
..Are we now still at the beginning of the road? At the middle? At
the end? I only know this: in this half-century in which I live and
breathe, the fear of death has never left our home..."

Since 1948 18,939 soldiers have died in the defense of this
country during five major wars (Independence, Sinai Campaign, Six Day
War, Yom Kippur War, and Operation Peace for Galilee, not to mention
the ongoing war of attrition with some neighboring states and
terrorism). In relation to the total population this is a huge number
of people.

At Kibbutz Ginegar, I would read in the paper of the death of a
soldier and go to work and find sad people -- nearly always someone on
the kibbutz had a connection to the person who had died. It seems
that much of the lives of Israelis are defined by their losses. One
of the first stories told to me by my new Israeli friends was special
to Kibbutz Ginegar. On Yom Kippur in 1948, four sons were born in the
Kibbutz. For such a small community, this was an outstanding event.
Tragically, 25 years later on Yom Kippur (Day of Atonement), during
the Yom Kippur war, two of them were killed. On the evening of Yom
HaZicharon, April 19th at 8 p.m., a siren will sound throughout the
country. The entire nation will stop their activities and stand still
in memory of the courageous soldiers who gave their lives for their
country. Again at 11 a.m. the following morning, the siren will
sound. Cars will stop on the highways while their drivers stand
beside them in silent thought. Many will be remembering a family
member or friend who died.

That first year on the kibbutz, the entire community gathered for
a memorial service. The dim lights of the memorial candles illuminated
the pictures of seven men from Kibbutz Ginegar who had fallen in the
defense of Israel. Families were comforted by their friends, memories
were shared of the seven in a solemn time which is engraved on my
memory. Even though I didn't understand the words spoken in Hebrew, I
could feel the deep emotions and the pain of the people I had come to
care about.

This scene is repeated in every corner of the land as the people
recognize the great human sacrifice Statehood has required. However,
the day after Yom HaZicharon is Independence Day (Yom HaAtzmaut) which
is a day of unabashed celebration. At first it seems incongruous to
celebrate with flags, parades and fireworks so quickly after the
sadness of Yom HaZicharon. But, such is the way of the Jewish people.
Every joyous event also has the memory of pain. Even at Jewish
weddings, a glass is crushed under the foot of the bridegroom so that
all present will remember the destruction of the Temple.

On Yom HaZicharon, I will also join in the time of remembering as
I identify with the Jewish people. There is no greater gift God could
give this nation than peace. The people cry out from the depths of
their being for peace. I will continue to "pray for the peace of
Jerusalem" and for the comfort of God's chosen people.
