Netanyahu Reveals Clinton Double-Cross On Pollard Release

Netanyahu plans in the book he is currently writing to publish several
details that will considerably embarrass the president of the United
States. In one of the chapters Clinton will earn the title
'International Swindler'.

And this is the story. In September '98, Yom Kippur Eve, Clinton and
Netanyahu met for a conversation in the White House, during the course
of which Netanyahu agreed to attend the conference at Wye Plantation
with Yasser Arafat on condition that Clinton would act to immediately
release the spy Jonathan Pollard. Clinton, according to Netanyahu and
his closest advisors, agreed to the condition. Netanyahu explained to him that this
gesture would help him to get the support from his constituents for the
painful part of the agreement he expected to sign - continuation of the
withdrawal from the territories. "Bibi went to Wye knowing that Clinton
would immediately release Pollard with the signing of the agreement with
the Palestinians," the advisors of the departing prime minister said
this week.

During the course of the Wye summit the matter of Pollard was discussed
several times between Clinton and Netanyahu. There were only a few in on
the great secret: ministers Sharon, Mordechai and Sharansky.

At the end of the conference, at 5:00 AM, after arrangements had already
been made for the signing ceremony, Clinton put his hand on Netanyahu's
shoulder and asked him to step aside with him so he could tell him a few
things. One of those present in the room saw Clinton and Netanyahu as
they spoke from a distance. "Netanyahu turned pale, and Clinton hugged
him," the man said this week.

When Netanyahu returned to the center of the room, he told his advisors
and ministers that Clinton had announced to him that he could not honor
his promise to release Pollard. "We were shocked," said one of them. "We
thought that Bibi should go back to Clinton and tell him: 'if that is
the case then there is no agreement with the Palestinians. You lied to
me.' Our problem was that we did not want to find ourselves again in the
terrible situation that both in Israel and the world Netanyahu would be
presented as a liar, and would not talk at all about the real liar."

Foreign Minster Sharon, who was summoned to the room, was of the opinion
that the agreement must not be signed. Minister Sharansky also said that
the signing ceremony must be postponed. At the end, after Clinton
promised to continue acting for the release of Pollard, the Israeli side
folded. The signing ceremony was held with some delay, and Pollard
remained in prison.

Netanyahu plans to reveal his full account in his book, in which Clinton
will be presented as a scoundrel who did not intend, from the outset, to
honor his part in the process that led to the Wye conference. -30-

We are deeply disappointed that you chose to exercise the waiver
provision contained in the Jerusalem Embassy Act of 1995. Jerusalem is
Israel's capital, a fact that should have been recognized long ago by
putting our Embassy there.

The waiver authority provided in the Jerusalem Embassy Act does not
apply to tile provisions of the Act, other than the sanctions
provisions. One of those other provisions contains a statement of U.S.
policy that is the law of the land and is not subject to waiver:
Jerusalem should remain united and should be recognized as Israel's
capital, with our Embassy located there.

As permanent status negotiations approach, we expect America's
approach to Jerusalem to be based on U.S. law, as stated in the
Jerusalem Embassy Act.

 Senators Furious at Clinton for Waiving Jerusalem Law

 Congress Wants Embassy Out of Tel Aviv --

 WASHINGTON - A bipartisan group of lawmakers - including Senators
Lieberman, Schumer, Levin, Mack Allard, and Kyl - is preparing a
letter chiding President Clinton for failing to move America's embassy
in Israel to Jerusalem from Tel Aviv.

 ... the bipartisan group is carrying the torch for those who are
 angry at Mr. Clinton's issuance last week of a "national security" waiver that
enabled America to keep the embassy in Tel Aviv. Mr. Clinton also
responded to a written query about the issue from Senator Moynihan, a
Democrat from New York, who helped craft the original Jerusalem
Embassy Relocation Act. That act recognized Jerusalem as Israel's
capital and required the embassy to be moved there by May 31, 1999,
except if national security reasons prevented the move.

 Mr. Clinton's decision about the embassy move is seen as sending a
signal in advance of the final status talks between Israel and the
Palestinian Arabs... Nevertheless, one of Mr. Clinton's closest
friends in the Senate, Mr. Lieberman, a Democrat from Connecticut, is
helping forge legislation intended to reinforce America's commitment
to Jerusalem.

 "It's getting very frustrating, even infuriating," Mr. Lieberman told
the Forward of the presidential waiver. Asked what made him angry, Mr.
Lieberman said, "It's the law of the land."

Mr. Lieberman said a decision to move the embassy to Jerusalem would
not disrupt the Arab-Israeli negotiations. "The argument is that to move
the embassy would be a violation of the spirit of Oslo.

As I've said before, the embassy is going to be in a part of Jerusalem
that no one thinks is going to the Palestinians," Mr. Lieberman
explained. "I don't think there's any inconsistency." We expect
America to stand by the law," Mr. Lieberman said, adding that the
letter would be followed by legislation. 'VVhat to do next, what form
legislation might take is still being worked out," Mr. Lieberman
said...

 Senator Brownback, a Republican from Kansas, criticized the president
for the embassy waiver. "I think he's absolutely wrong to do this on
Jerusalem," said Mr. Brownback, who is chairman of the Near East
subcommittee of the Senate Foreign Relations Committee...

Mr. Moynihan wrote, "I have always considered the question of the
location of our embassy to be a funcation of the far more important question of
acknowledging the justice and reality of Jerusalem's status as
Israel's eternal capital." Mr. Moynihan had earlier suggested that the
State Department declare Jerusalem Israel's capital and open a formal
office in Jerusalem as the prelude to an embassy...

An adviser to Mr. Kyll, Douglas Feith, said the lawmakers were trying
to craft an exact response to the administration. "Thought is being given
to how legislative action can be taken to compel the president to
comply with the law," Mr. Feith said. "Strategies are being worked to
address the problem of the president's veto power. Nobody is happy
that the president has improperly invoked the waiver."

 Zalman Shoval, said in a statement, "Israel regrets that the transfer
of the U.S. embassy to its historic capital Jerusalem was delayed once
again. "
